Emerg Elec Sys. 1 Previous FCA notes, "Adequate egress lighting in average condition. LED Exit sign lighting is extremely dim and at end of life. Some luminescent signs have been tie wrapped up to augment missing signs, not all appeared to get enough light to properly glow. Replace all exit signs with new LED including temporary luminescent signs. Reference to VA project 517-14- 114" it was noted, some LED exit signs have been replaced while others have tape covering chevrons as the exit signs are being required by different inspectors. It is recomended to accomplish a life safety study and provide comprehensive exit sign coverage. It is estimated at 12 that should be replaced in the short term as chevrons could disorient and become confusing if tape is tampered with.
Emerg Elec Sys. 3 Phases 1, 2, and 3 electrical upgrades were completed in 2009;
It replaced and reworked most of the emergency electrical system, including separating system in Life Safety, Critical, and Equipment branches. Two Caterpillar 800kW 208/120V indoor diesel generators with double-wall daytanks, PowerLynx 6000A 208/120V paralleling switchboard with Cutler-Hammer electronic trip power circuit breakers.
Generators tested every week. Loading in 4/2009 is one 800kW generator at 41% is sufficient for all loads connected to the emergency electrical system. System in very good diti
Emerg Elec Sys. 5 Generator fuel is from two (2) 20,000 gallon underground double-wall steel-lined fiberglass-encased diesel storage tanks at Bldg 7; this violates NFPA, which requires a dedicated fuel supply. Separate one tank for generator use, or install separate, new, smaller fuel tank for generators.
Emerg Elec Sys. 4 New automatic transfer switches installed (2012) with load shedding capability. Essential Power branches separated and have their own ATS's. System has a capability to backfeed normal power switchgear to provide auxiliary power to whole building.
Elec/Tele Closets 1 Electrical closets with distribution boards and risers are located on all floors, identified as Right (R), Center (C), and Left (L) with panels typically located in corridors.
Telecommunications closets are separate and adequate: one (1) main floor, one (1) emergency, one (1) 3rd floor, one (1) left wing one (1) right ICU plus two (2) for ancillary
Elec/Tele Closets 2 * Replace/upgrade door between generator room and main electrical room, with new door with panic-bar hardware and double swing.
* Repair/replace air conditioning for telephone PBX room.
Emerg Elec Sys. 7 APC 40kVA 208/120V UPS system (200A input/150A output) with (3) battery cabinets installed in 2011 and in good condition.
Emerg Elec Sys. 8 Previous FCA notes, "Provide redundant APC 40kVA 208/120V UPS system (200A input/150A output) with (3) battery cabinets to relieve load on existing unit." It is recommend to provide additional UPS unit to handle future loads if load study shows 80% loaded. See Overall SITE section for additonal comments on UPS requirements from other discrepancies noted.
