About this file

This Limited Sources Justification (LSJ) details a 6-month task order extension for the Virtual Lifetime Electronic Records (VLER) Program, supporting the Defense Manpower Data Center (DMDC). The extension will be issued to ISHPI Information Technologies under their GSA Multiple Award Schedule contract, covering the period from September 2025 to March 2026. The primary objective is to maintain continuity of services for the VLER electronic health record program, which tracks medical histories for over 2.5 million military personnel across active duty and veteran status.

The extension is necessary to allow time for developing and competing a follow-on task order called DEERS Veterans Affairs Support Programs (DVASP), which will consolidate requirements from two legacy systems. The current order covers multiple applications including CRXS, CRIMSBAT, WIILOD, MAWS, CWIMBAT, and others. The government determined that extending the current contract with ISHPI represents the best value, as the contractor possesses critical institutional knowledge and can provide immediate support without service interruption. The follow-on requirement will be competed among ten DMDC Defense HR Applications and Data Services (DEHRADS) BPA holders.

LIMITED SOURCES JUSTIFICATION

(LSJ)

6-Month Task Order Extension Solicitation 47QFMA20Q0013

Virtual Lifetime Electronic Records (VLER) Program Sustainment and Enhancements in support of:

Defense Manpower Data Center (DMDC)

United States (U.S.) General Services Administration (GSA) Federal Acquisition Service (FAS)

Assisted Acquisition Services (AAS) Army

Interagency Agreement Number 47QFMA10S0001

Controlled by AAS Contracting Officer David Roberts: david.a.roberts@gsa.gov

Version 02/28/2025

The General Services Administration (GSA) Assisted Acquisition Services (AAS) makes this Limited Sources Justification (LSJ) for orders pursuant to Federal Acquisition Regulation (FAR) 8.405-6.

i.) Identification of Agency and Contracting Activity:

Agency:

GSA AAS acting in support of The Defense Manpower Data Center (DMDC), in support of the Office of the Under Secretary of Defense for Personnel & Readiness (OUSD P&R), Defense Human Resource Activity (DHRA).

Contracting Activity:

GSA AAS Army (QFACBC) ii.) Nature and/or Description of Action Being Approved:

The Government intends to issue a modification to extend Order 47QFMA20F0028, issued to ISHPI Information Technologies (ISHPI) against the DMDC Interoperability Technology and Program Services (ITPS) Blanket Purchase Agreement (BPA), for 6 months at an estimated cost of to support the current needs of the DMDC Virtual Lifetime Electronic Records (VLER) Program from 15 September 2025 to 14 March 2026. This extension in services will extend beyond the awarded five (5) year period of performance, however, in accordance with FAR 17.204(e) this extension is allowable as the services being provided are Information Technology (IT) based. The extension is needed to allow DMDC to continue to support its current mission under VLER with no break in service while the Government awards the follow-on procurement, titled DEERS Veterans Affairs Support Programs (DVASP).

The services being performed by ISHPI for this VLER order are currently being incorporated into a new requirement by GSA AAS Army which will be competed on the DMDC Defense HR Applications and Data Services (DEHRADS) BPA. This follow-on order, DVASP, will incorporate requirements from two (2) legacy ITPS BPA orders:

VLER and On-Line Enrollment System (SOES); as well as incorporate other new requirements applicable to other DMDC applications. Development of the DVASP requirements took longer than anticipated for numerous reasons including the development and finalization of the additional requirements separate from the pre-existing VLER and SOES requirements. The new requirements referenced represent a focus on the modernization of both applications. VLER and SOES have been sustained under separate contracts for over fifteen years. These products have received minimal updates over the intervening years and can no longer support the rapid pace of policy and process changes while providing the level of i The overall goal is to transform VLER and SOES into a single modernized solution that is able to support rapid policy and process changes and mass reporting to deliver high quality, agile solutions

-term sustainability. The delays in a final requirements package for the DVASP requirement are due to the unforeseen time required to definitize these Development, Modernization & Enhancement (DME) tasks. Therefore, Version 02/28/2025 there is a need for a six (6) month extension to the current VLER order to avoid a break in service.

The award of a 6-month extension will allow sufficient time for the DVASP requirement to be competed among the ten (10) DEHRADS BPA holders. This period of extension is necessary to accommodate a potentially prolonged procurement given this large number of BPA holders and the associated procurement activities that could be encountered; i.e. need for negotiations. Additionally, this extension will ensure that there is a smooth Transition- In and Transition-Out process between the incumbent contractor and the awardee of the DVASP requirement.

iii.)

(Including the Estimated Value):

VLER is an electronic health record program that tracks the medical history of service members from active duty to veteran status. It replaces paper-based medical records with digital records, consolidating medical records from several different providers, including the Department of Human Services (DHS), private medical providers, and United States providers to access this consolidated medical history, reducing the burden on the service member to provide information and allowing for higher quality care. Under the current order, the contractor provides sustainment services for multiple applications under the VLER program including:

CRXS

CRIMSBAT

WIILOD

WIILOD Reports

MAWS

CWIMBAT

VDILBAT

CRDIRS

SPA

The cost of the extension is estimated to be for a 6-month period of performance.

iv.) The Authority and Supporting Rationale:

The acquisition is conducted under the authority of the Multiple-Award Schedule (MAS) Program. Consideration of schedule contractors will be restricted in accordance with:

FAR 8.405-6(a)(1)(i)(B) Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.

There exists a need to extend the services currently in place under the current VLER order (47QFMA20F0028) in order to provide critical mission support. The incumbent order, awarded against the DMDC ITPS BPA, is due to expire on September 14, 2025. Utilizing

Version 02/28/2025 the incumbent contractor, ISHPI, to provide continued support while the follow-on order is established is the only viable option that allows DMDC VLER services to continue in a timely and economical manner. ISHPI has employees currently in place that possess the necessary skills and institutional knowledge that are required to seamlessly continue the required support given current time constraints. Continued performance from the current contractor is required to prevent any break in, or degradation to, support services while the follow-on order is put into place. No contractor other than ISHPI currently has a ready pool of in-place support staff available with the requisite knowledge of DMDC VLER applications ready to perform these requirements immediately. ISHPI has provided support for the VLER application since 2017 when GSA AAS assumed administration of the requirement. During these approximately eight (8) years of performance, ISHPI has gained institutional knowledge of DMDC processes and the VLER application itself. Lastly, without to provide their customers with the services they need.

Given the current time constraints ISHPI is the only contractor who can provide the services required to support the VLER program without any resulting break in services or degradation to the program. VLER is an electronic health record program that tracks the medical history of service members through their entire service, from active duty to veteran status. This application contains the health records of over 2.5 million military personnel.

Any outage to the VLER application could result in immediate impacts to the healthcare services required by these military personnel who depend on the application for consistent and accurate military history data, more effective and efficient delivery of care and benefits, and higher quality service for Service Members, their families and Veterans.

Among the potential impacts would be a loss of access to this centralized database containing the health records of all military personnel, or incomplete files critical to their ongoing care. No other contractor would be able to provide the immediate support required within the timeframe required. A new contractor would require significant time for Transition-In services, and given the time that would be required for the solicitation and award of a bridge contract this approach is not feasible given the current order expires 14 September 2025.

v.) Determination by the Ordering Activity Contracting Officer that the Order Represents the Best Value Consistent with FAR 8.404(d):

Extending the VLER order represents the best value to the Government, as establishing a new order for the continued support of the VLER requirements is not only not feasible due to the current schedule, but is likely more costly. Recompeting these requirements for a period of just six (6) months would lead to fiscally imprudent administrative costs.

Additionally, an extension of the current order will be at the labor rates awarded for Option Year 04. Due to inflationary increases and overall increases in compensation costs the Government cannot anticipate newly awarded labor rates to represent a discount in comparison to the current Option Year 04 labor rates. A recompete of these requirements, given the current timeline, also introduces numerous technical risks, as previously covered in Sections ii and iii of this Limited Sources Justification.

Version 02/28/2025 vi.) Description of the Market Research Conducted Among Schedule Holders and the Results of the Research:

Due to the urgency to put in place continued contractual support for the VLER application prior to expiration of the order on 14 September 2025 no market research was conducted.

Based on the supporting rationale provided in this document it is evident that the best value to the government is extending the current order for a period of six (6) months so that the new requirement can be competed among the DEHRADS BPA pool.

vii.) Any Other Facts Supporting the Justification:

No other facts are available at this time.

viii.) Statement of the Actions, if Any, the Agency May Take to Remove or Overcome any Barriers that Led to the Restricted Consideration Before Any Subsequent Acquisition for the Supplies or Services is Made:

The Government will solicit only ISHPI Information Technologies, Inc. under their GSA Multiple Award Schedule (MAS) contract (GS03Q17DSA0011) / Task Order 47QFMA20F0028 to extend the subject order for the 6-month period from September- March. No other firm can provide the necessary services at the requisite level of expertise within the timeframe required. The Government is currently preparing the follow-on order and anticipates a fully competitive award to be in place upon expiration of the incumbent s 6-month extension.

There are no anticipated barriers to competing the follow-on task order, DVASP, as this requirement will be solicited against the DMDC DEHRADS BPA which was competed under fair opportunity in accordance with FAR 8.405-3(b)(2)(ii)(B) and which is comprised of ten (10) BPA holders.

ix.) Contracting Officer Certification that the Justification is Accurate and Complete to

I hereby certify that this Justification is accurate and complete to the best of my knowledge, and I determine on the basis of the findings above that the limited sources approach is in accordance with the requirements and is in the best interest of the Government.
