About this file

This document is a Request for Qualifications (RFQ) issued by the State of Colorado's Office of the State Architect for architectural/engineering/consulting services for the University of Colorado Boulder's HSSC Building Renovation project (Notice Number: 25-37). The university seeks design services for a targeted renovation of approximately 30,000 square feet, with two potential project scopes: a base scope to repurpose the facility as storage space for Housing & Dining (HD), Colorado Shakespeare Festival (CSF), and Theatre & Dance (THDN), and an additive alternate that would include training space for the University of Colorado Police Department (CUPD). The mandatory pre-submittal conference is scheduled for April 17, 2025, from 11:30 AM to 1:00 PM, and electronic submittals are due via BidNet by April 30, 2025, at 2:00 PM MT. The project is constrained by a hard completion date of September 2026, with anticipated construction services running from December 2025 to September 2026.

The project will follow a Design-Bid-Build delivery method, with a construction budget ranging from $1.2M to $4M depending on the selected scope. The building currently lacks a fire alarm system and has abandoned domestic water and fire suppression systems, requiring significant upgrades to meet occupancy standards. Firms responding to the RFQ must provide at least three examples of similar building renovation projects completed within the past 5 years and demonstrate creative, frugal design approaches that have reduced construction costs. During fee negotiations, the selected design team will be required to provide design fees for completing schematic design, design development, and construction administration for both the base and additive alternate scopes. The university emphasizes practical and cost-effective design strategies to maximize value within budget limitations.

ARCHITECTURAL/ENGINEERING/CONSULTING SERVICES

REQUEST FOR QUALIFICATIONS

University of Colorado Boulder

I. INTRODUCTION

A. PROJECT DESCRIPTION

The University of Colorado Boulder is seeking architectural and engineering design services for frugal and targeted renovations in the HSSC building. As a base scope, the University intends to repurpose the facility as a storage space for Housing & Dining (HD) staging and props used by the Colorado Shakespeare Festival (CSF) and the Department of Theatre & Dance (THDN).

The University also intends to study an additive alternate to include training space for the University of Colorado Police Department (CUPD). This RFQ covers the design and improvement of approximately 30,000 square feet to meet the needs of these programs.

Planning, Design & Construction has identified the core storage and programmatic requirements. The selected design team will work collaboratively and iteratively with CU Boulder’s project team, including planning, project management and key stakeholders from HD, CSF, THDN and CUPD, to refine needs and complete the requisite design.

Due to budget limitations, the design will need to emphasize practical and cost-effective strategies to maximize value.

The project schedule is constrained by a hard completion date of September 2026.

A base scope and an additive alternate (add/alt) will be developed during Schematic Design. At the conclusion of this phase, the University will determine if the add/alt will be carried through Construction Administration. The base and add/alt options are as follows:

o BASE – Full Storage Occupancy: The entire HSSC building will be repurposed for storage use, including repair and addition to the existing wet pipe fire suppression system. This option requires upgrades to bring the building into compliance with S occupancy standards, select CU Boulder standards, and applicable fire code.

o ADD/ALT – Storage and Business Occupancy (CUPD): This scenario includes storage for CSF and THDN from option 1, as well as a Business occupancy component for CUPD, totaling approximately 2,500 square feet. The CUPD program is assumed to include classroom space, a mat training area for hand-to-hand combat and upgrades to existing spaces (like bathrooms) to ensure ADA and code compliance for the revised occupancy.

During fee negotiations, the selected design team will provide:

o Design Fee to complete SD design and third-party cost estimate.

o Design Fee to take the BASE from DD through CA.

o Design Fee to take the ADD/ALT from DD through CA.

Rev. 01/2024 UCB Rev 10/2024

Current Conditions The boiler in the HSSC building failed and to avoid flood risk, domestic water and fire suppression systems were abandoned. The building also lacks a fire alarm system.

As part of this project, the building will need to be upgraded to meet the applicable occupancy standards. If only the base scope is selected, the entire building must meet S-occupancy standards. If the Add/Alt is pursued, the portion of the building designated for office and training space (CUPD) must meet B-occupancy standards.

Upgrades to air handling units are anticipated to meet B-occupancy ventilation and comfort requirements.

Project Delivery & Budget This project will follow a Design-Bid-Build delivery method. Design of both base and the add/alt will occur through the end of Schematic Design, then the University will decide if the add/alt will be pursued through the rest of the design process. The construction budget is 1.2-4M depending on the path chosen.

Minimum Requirements:

1. Provide at least three (3) examples of similar scope building renovation projects completed by the firm within the past 5 years.

2. Provide examples of creative, frugal design approaches that have reduced construction costs on previous projects.

Teams shall address how they meet the above criteria in a consise Letter of Interest included in the submittal package (Letter of Interest may reference pages and projects later in the submittal in order to provide additional detail).

B. SELECTION PROCESS

The selection of an architect/engineer/consultant will be conducted in accordance with the Colorado Revised Statutes, 24-30-1401 et. seq. The process will involve one stage: submittals will be screened and scored. The university will attempt to negotiate a contract with the highest ranked firm from the submittal scoring. Following is additional information related to the selection process.

1. Mandatory Pre-submittal Conference: To ensure sufficient information is available to firms preparing submittals, a mandatory pre-submittal conference has been scheduled. The intent of this conference is to tour the site and to have University staff available to discuss the project.

Please note: This is an older building and this building does not currently have an accessible entrance. Firms preparing submittals must attend and sign-in in order to have their submittals accepted.

Rev. 01/2024 UCB Rev 10/2024

The pre-submittal conference will be held at:

Housing System Services Center - 3500 Marine St, Boulder, CO 80309

The address will take you to the building across the street. See attached map for the location of where the walk will take place.

April 17, 2025 @ 11:30 AM - 1:00 PM MT

2. Architect/Engineer/Consultant’s Submittals: Specific requirements for submittals and scoring criteria are detailed in II. SUBMITTAL REQUIREMENTS. In order to facilitate review, one (1) copy of the submittal must be provided. Submittals are to be submitted electronically via BidNet at:

https://www.bidnetdirect.com/colorado/universityofcoloradodesignandconstruction

The deadline for receipt (via BidNet only) is April 30, 2025 @ 2:00 PM MT.

Submittals shall be a maximum of 25 pages long, including cover pages, Letter of Interest, dividers/blank pages, and required appendix forms and be no larger than 20MB.

At a minimum, the submittal must contain: Cover sheet with official UCB project numbers, names, and notice numbers as well as a table of contents and a Letter of Interest. The Letter of Interest shall address how the project team meets the stated minimum requirements listed in Section A of this RFQ, and it shall also include 1) main and secondary contact names, emails and phone numbers; 2) a summary of qualifications and credentials, and 3) acknowledgment of all issued addenda.

Clarifications: Owner initiated changes to this RFQ will be issued under numerically sequenced email addenda. Addenda may include the following items:
