About this file
This is a Change Order Notice issued by the Chief Procurement Office for General Services on behalf of the Illinois Department of Innovation and Technology (DoIT) regarding Master Contract 24-448DOIT-ADMIN-P-67347 with Cogent Communications LLC for Internet Egress for E-Rate services. The change order extends the contract term by one year, amending the end date from June 30, 2026 to June 30, 2027. DoIT is simultaneously executing a competitive solicitation process to replace this contract (solicitation number 24-448DOIT-TELEC-B-44986) and estimates requiring six to nine months to complete the full procurement cycle, including bid opening, responsiveness review, award publication, legal negotiations, contract execution, and service migration if necessary. The contract extension ensures uninterrupted delivery of mission-critical internet egress services that enable State of Illinois staff to perform their job duties and serve Illinois citizens efficiently during the transition period.
The change order qualifies for posting on the Bulletin/BidBuy for 14 days as it materially impacts contract performance. The extension is justified under Section 33E-9 of the Criminal Code, as DoIT has determined that the circumstances necessitating this change order extension were not reasonably foreseeable at the time of original contract execution or are germane to the original contract scope. The incumbent contractor, Cogent Communications LLC, will continue providing services under the extended term while DoIT processes the competitive replacement solicitation.
