About this file

This document is a Justification and Approval (J&A) for a sole-source procurement of a Honeywell Vindicator Intrusion Detection System (IDS) for the USCG Hangar 14 Renovation project at Joint Base Andrews, Maryland. The total estimated value of the IDS is $38,500, funded by FY19 Procurement, Construction, and Improvements (PC&I) funding, with project completion anticipated in FY2027. The procurement is justified because the 316th Security Forces Squadron uses the Honeywell Vindicator AES-8270T system to monitor base intrusion detection systems, and Honeywell Vindicator is the sole manufacturer of this specific security platform.

The J&A was developed by the Naval Facilities Engineering Systems Command Washington (NAVFACSYSCOMWASH) under statutory authority 10 U.S.C. 2304(c)(1), which allows for a non-competitive procurement when only one source can satisfy agency requirements. A sources sought notice was published on sam.gov from February 13-28, 2023, which received no responses from competing vendors. The document notes that while non-addressable sensors can be provided by other manufacturers, they must meet specific Air Force defense instruction requirements. The contracting activity does not currently intend to compete future contracts for this type of system but will continue monitoring the industry for potential alternative sources.

J&A No: N40080-23-J&A-007

JUSTIFICATION AND APPROVAL

FOR USE OF OTHER THAN FULL AND OPEN COMPETITION

P207, USCG Hangar 14 Renovation at Joint Base Andrews, MD – Proprietary Product –

Honeywell Vindicator Intrusion Detection System

1. Contracting Activity

The contracting activity is Naval Facilities Engineering Systems Command, Washington

(NAVFACSYSCOMWASH).

2. Description of the Action Being Approved

This Justification and Approval (J&A) authorizes and approves the use of a brand name specification for Honeywell Vindicator Intrusion Detection System in solicitation for the design-bid-build construction contract for P207 United States Coast Guard Hangar 14 Renovation, Joint

Base Andrews, MD.

3. Description of the Supplies/Services

Intrusion detection systems (IDS) provide an electronic means of accomplishing area intrusion detection, alarm reporting and display, remote alarm assessment, and to alert security forces to intrusions in order to enhance the protection of resources and facilities. The Government is acquiring the Honeywell Intrusion Detection System (IDS) to seamlessly communicate with the existing base security system so that Air Force security services can monitor and respond to any alarms.

The total estimated value of the Honeywell Intrusion Detection System is $38,500. The cost is a miniscule percentage of the total cost of any building construction effort. The effort is to be funded with FY19 Procurement, Construction, and Improvements (PC&I) (Department of

Homeland Security Funding) funding. This project is anticipated to be completed in FY2027.

4. Statutory Authority Permitting Other Than Full and Open Competition

The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), as implemented by FAR Subpart 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements”.

5. Rationale Justifying Use of Cited Statutory Authority

SUBJ: J&A for P-207, Honeywell IDS

In accordance with Coast Guard COMDTINST M5530.1C, the IDS must be monitored by an authorized central monitoring station 24 hours a day. The Coast Guard has no security force presence on Joint Base Andrews. Therefore, the IDS must be monitored by Joint Base Andrews

316th Security Forces Squadron. The 316th Security Forces Squadron uses the Honeywell

Vindicator AES-8270T, Firmware 4.5, Release 2, Service Pack DR14 to be able to monitor the

Intrusion Detection Systems on base. In order for the Intrusion Detection System, installed as part of this project, to be able to communicate with the 316th Security Forces Squadron, it must also use the Honeywell Vindicator system. The Vindicator system must be used in order for Air Force Security Forces to be able to monitor and respond to any alarms.

Honeywell Vindicator is the sole manufacturer of the Vindicator Security Platform. This J&A is for a Vindicator certified installer and the interface and data processing units only; any (non-addressable) sensors or additional installation material can be provided by the other manufacturers. However, those items must all meet the Air Force DAFI 31-101 and

“Department of the Air Force Guidance Memorandum to DAFI 31-101, Integrated Defense

(ID)”. The installation of a Vindicator IDS complies with Air Force Instruction requirements.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practical

In accordance with FAR 5.201, a sources sought notice was publicized on the sam.gov website on 13 February 2023 to solicit information from as many sources as practicable to determine if there are any other sources capable of providing of an Intrusion Detection System capable of conforming and integrating to the existing IDS at JBA. The sources sought notice closed on 28

February 2023. There were no responses received from competing vendors, indicating that there may not be any substitute or equivalent products that would fulfill the requirement. No additional market research was conducted because it is not practicable, for the reasons discussed in paragraph 5 above, for any company other than Honeywell to provide the required supplies and services.

7. Determination of Fair and Reasonable Costs

The Contracting Officer has determined that the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.

8. Actions to Remove Barriers to Future Competition

For the reasons set forth in Paragraph Five, NAVFACSYSCOMWASH does not intend to compete future contracts for the types of supplies/services covered by this document.

NAVFACSYSCOM WASH will continue to monitor industry. If another potential source emerges, or if JBA does a base wide Intrusion Detection System change, JBA will assess whether competition for future requirements is feasible.
