About this file
This is Addendum One to a competitive bid solicitation issued by the Palm Beach County Board of County Commissioners, Facilities Development and Operations Department, for the CROC Data Center Liebert HVAC Replacement project (P-2026-000031). The project involves removal and replacement of two existing Liebert HVAC systems serving a data center facility. Liebert is specified as the basis of design with like-for-like replacement intent; however, alternate manufacturers may be considered if they meet all existing and proposed performance criteria and are submitted for review prior to bidding. The contractor is responsible for providing and installing all equipment and accessories including Liebert DS units, Liebert MC condensers, controls, leak sensors, factory disconnects, condensate pumps, fan plenums, warranty packages, startup services, and all required refrigerant. Work is to be completed during normal business hours (Monday through Friday, 7:00 a.m. to 5:00 p.m.), with after-hours work available only at the contractor's expense and subject to Water Utilities Department (WUD) coordination. The project requires maintaining data center temperature between 68°F and 72°F throughout the replacement process, with one existing unit remaining operational at all times; temporary cooling is required to complement the permanent unit during equipment replacement phases. The addendum consists of 29 responses to requests for information addressing technical specifications, equipment procurement, phasing requirements, and operational constraints.
Key requirements include contractor responsibility for all permits, fire alarm integration with factory smoke sensors and existing duct detectors, R-454B refrigerant A2L code compliance, replacement of exterior line set insulation with Armor Flex Rubber and RCD Weather Barrier UV coating, reuse of existing condenser and interior unit disconnects (with contractor responsibility for code-required modifications), installation of 14-gauge stainless steel auxiliary drain pans with flow sensors under each unit, and replacement of existing condenser liquid-tight conduits with new ones as needed. Factory-backed Liebert Vertiv warranty coverage includes 12 months of labor and material warranty plus extended 5th-year parts and labor coverage and 2nd through 5th-year compressor warranty; factory-authorized Liebert startup is required with reports submitted as available. The contractor must submit all permits within five days of Notice to Proceed if required and obtain a Certificate of Completion prior to final payment. Substantial completion is required within 150 calendar days from NTP with liquidated damages assessed at $180 per day; however, schedule extensions may be granted for documented delays outside the contractor's control, including manufacturer lead times, permit review delays, and County-related scheduling conflicts, with supporting documentation required. Unforeseen concealed conditions are not the contractor's responsibility, and changes resulting from such conditions are to be processed through properly executed change orders rather than bid allowances.

RESPONSES TO REQUESTS FOR INFORMATION:
1. FLORIDA MECHANICAL
Question #1: RFI 001 – Existing Drawings / As-Builts
The bid documents do not include mechanical, electrical, controls, fire alarm, structural, roof, or equipment layout drawings. Please confirm whether any existing as-built drawings, prior permit drawings, equipment schedules, electrical one-lines, refrigerant piping diagrams, controls diagrams, or fire alarm drawings are available for bidders to review. If not available, please confirm bidders are to price the work based solely on the site walk-through and written scope.
Response: Bid the project based on the existing site conditions and the scope of work
Question #2: RFI 002 – Like-for-Like Equipment Basis
The scope calls for removal and replacement of two existing Liebert HVAC systems “like for like,” and lists specific Liebert DS and MC condenser model numbers. Please confirm whether these listed model numbers are the required basis of design and whether substitutions/equal manufacturers will be considered. If equals are permitted, please provide minimum acceptable performance criteria, dimensions, electrical characteristics, controls requirements, refrigerant type, warranty requirements, and submittal review process.
Response: Liebert is the Basis of design; equipment information was provided by the distributor. Like for like is the intent and why Liebert is specified. Alternates need to meet existing and proposed criteria and include all mechanical and electrical modifications including all accessories not readily described or listed and shall be submitted for review prior to bidding.
Question #3: RFI 003 – Equipment Procurement Responsibility
Please confirm whether the contractor is responsible for furnishing the new
Liebert DS units, Liebert MC condensers, controls accessories, leak sensors, factory disconnects, condensate pumps, fan plenums, warranty packages, startup, and all required refrigerant, or whether any equipment will be owner-furnished.
