About this file

This is a Performance Work Statement (PWS) for underwater hull repair and preservation work on the USS WICHITA (LCS 13), a Littoral Combat Ship. The work covers hull structures from the bottom of the keel to the upper boot top, including all appendages, and is designated as Item No. 110-10-001 under COAR 16 with multiple PCNs (ES01-ZAE3, ES01-ZA86, EA01-ZAB9). The statement was revised on 11 October 2023 and is export-controlled under the International Traffic in Arms Regulation (ITAR).

The work requires a comprehensive underwater hull maintenance program including: (1) high-pressure water wash-down at 2,000-3,000 PSI within 24 hours of dry docking to remove contaminants and marine fouling, with proper environmental containment and disposal; (2) visual inspection within 24 hours documenting structural integrity, deterioration, pitting, cracking, and damage; (3) 150 ultrasonic thickness tests with detailed reporting of design versus actual measurements and specific locations; (4) repair work comprising 700 linear feet of vee-out and weld repairs, 576 square inches of base metal weld repairs for deteriorated plating and support structure, and 40 square feet of new deteriorated plating replacement; (5) nondestructive testing of all new repairs with zero allowable leakage for welds and seams; (6) complete preservation of the underwater hull surface using an Original Equipment Manufacturer (OEM) representative in accordance with specified painting schedules; and (7) removal and installation of sacrificial anodes on the entire hull, including water jet tunnels, stern tube, and thrusters, with anti-seize compound application, 30 foot-pound torque specifications, and electrical resistance testing to verify less than 0.1 Ohm resistance between anode and hull structure. All work must follow referenced technical specifications and drawings for the LCS-1 Class vessel, docking procedures, cleaning standards, and cathodic protection arrangements. No government-furnished materials are provided for this work.
