Description

This announcement constitutes the only solicitation; quotes are being requested. This is not to be construed as a commitment by the Government. All information is to be submitted at no cost to the Government.

This acquisition is a 100% Small Business Set Aside under North American Industry Classification System (NAICS) code 333310, Commercial and Service Industry Machinery Manufacturing.

Instructions to Offerors

There will not be a site visit for this requirement.

Questions related to this solicitation are due by 1:00 PM, Central Standard Time (CST), 22 NOV 23.

All quotes are due on or before 29 NOV 2023, no later than 1:00 PM, Central Standard Time (CST).

All submissions shall be made via email to Brianna Bradley at brianna.bradley.1@us.af.mil and 97CONF.PKA.Contracting@us.af.mil.

System for Award Management: Unless exempted by an addendum to this solicitation, by submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the SAM database prior to award, during performance and through final payment of any contract resulting from this solicitation. If the Offeror does not become registered in the SAM before the exact time specified in the solicitation for the submission of offers, the Contracting Officer will proceed to award to the next otherwise successful registered Offeror. Offerors may obtain information on registration and annual confirmation requirements via the SAM database accessed through https://sam.gov/content/home.

Evaluation – Basis of Award

The Government will award a contract resulting from this solicitation to the responsible offeror whose quotation provides a solicitation that will be most advantageous to the Government, lowest price technically acceptable considered. The following factors shall be used to evaluate offers: Price and Technical Acceptability.

Price will be evaluated on the Total Evaluated Price (TEP). TEP shall be the total price for CLIN 0001.

To be rated as Technically Acceptable, the offer must provide a quote with the exact requirements in the Salient Characteristics (Attachment 1).

All responsible sources may submit a quote, which will be considered by the Government. Award will be made to the offeror whose quote conforms to the solicitation requirements and is able to satisfy the Government’s requirements. Offerors must ensure the provision FAR 52.212-3, Offeror Representation and Certifications - Commercial Items (this must be completed on https://sam.gov/content/home), DFARS 252.212-7000, Offeror Representation and Certifications-Commercial Items. All referenced Federal Acquisition Regulation (FAR) clauses and provision in this solicitation may be accessed via the internet at https://www.acquisition.gov/.

The following FAR clause applies:

52.211-6 Brand Name or Equal

Brand Name or Equal (Aug 1999)

(a) If an item in this solicitation is identified as "brand name or equal," the purchase description reflects the characteristics and level of quality that will satisfy the Government’s needs. The salient physical, functional, or performance characteristics that "equal" products must meet are specified in the solicitation.

(b) To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must-mailto:brianna.bradley.1@us.af.mil mailto:97CONF.PKA.Contracting@us.af.mil https://sam.gov/content/home

(1) Meet the salient physical, functional, or performance characteristic specified in this solicitation;

(2) Clearly identify the item by-

(i) Brand name, if any; and

(ii) Make or model number;

(3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and

(4) Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modifications.

(c) The Contracting Officer will evaluate "equal" products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer.

(d) Unless the offeror clearly indicates in its offer that the product being offered is an "equal" product, the offeror shall provide the brand name product referenced in the solicitation.
