Bids must be submitted electronically through the County's eProcurement Portal by April 30, 2026, at 2:00 p.m., with questions submitted by April 9, 2026, before 2:00 p.m. The contract has an initial term of five calendar years effective July 18, 2026, with no automatic renewal provisions unless approved by the County Board of Supervisors.
Award will be made to the lowest responsive and responsible bidder, with the County reserving the right to make single or multiple awards as deemed in its best interests. Bidders must submit firm, itemized pricing for nine line items including hourly rates for maintenance and repairs, quarterly and annual testing certifications, proof load testing, field inspections, overtime rates, man basket certifications, and shop hourly rates; "all-or-none" bids are not accepted unless in the County's best interest. The total contract amount is not to exceed $225,000, with compensation paid in arrears within 30 days of invoice receipt. No price increases are permitted during the first contract year; subsequent adjustments require 180 days' advance written notice with documented cost justification, though all price decreases automatically extend to the County. The County applies a five percent preference deduction for certified Orange County Local Small Business (OCLSB) or Disabled Veteran Business Enterprise (DVBE) bidders during evaluation. Contractors must maintain 24/7 telephone service capability, provide 90-day warranties on all materials with callback repairs at no cost during the warranty period, obtain all required permits and licenses, and furnish both Performance and Labor and Material Payment Bonds in amounts to be determined based on contract value.
