Statement of Need NOAA Navigation Response Team - Stennis (S3008) Repower

A] GENERAL INFORMATION

1] This Statement of Need contains the requirements for a propulsion engine repower on the NOAA Navigation Response Team - Stennis vessel, NOAA hull number S3008. The vessel is currently outfitted with twin Honda outboards: BF225A-XCA S/N BAHJ-1800409 (port) and BF225A-XA S/N BAGJ-1800255 (stbd) – hereafter referred to as “old engines”. These outboards will be serviced for long-term storage, removed from the boat, and crated. New Honda BF225D-XCRA (port) and BF225D-XRA outboards (hereafter referred to as “new engines”), meeting the specifications listed in this statement of work will be installed, using the vessels existing controls (UFlex Power A Mark II Electronic Dual Engine/Single Station Control System for fly by wire functionality with mechanical shift/throttle outboards).

2] The general characteristics of the vessel are as follows:

Length: ~34 feet (includes guard rail) Beam: 8.5 feet Draft: ~2 feet Displacement: ~11,500 fully loaded Vessel location: Stennis Space Center, MS

3] All work is to be accomplished at a facility within 100 miles of Stennis Space Center, MS. The facility must be agreeable to both parties. NOAA will deliver the vessel to the facility, and redelivery will also be at the facility.

4] Coordination of the work schedules will be the responsibility of the Contractor to avoid any delays or disruptions in order to meet the performance period. The Contractor shall provide all facilities, labor, materials, tools, and services required to complete the work UNLESS exceptions are noted in the specified tasks below.

5] Upon arrival at the Contractor’s facility the contractor shall accept full responsibility for the safety of the vessel, including but not limited to fire protection, security patrols, water-tight integrity, and protection from adverse environmental conditions, etc. This responsibility will terminate only after all work defined herein (or added during the work period) is complete, accepted by NOAA, and NOAA personnel remove the vessel from the Contractor’s facility.

6] The Contractor shall ensure that all weight lifting machinery and equipment are fully functional, suitable for the task, rated for loads at least 20% greater than the maximum weight of required lifts, and operated by trained, competent personnel.

7] All work performed under this Statement of Work (SOW) (or added to it during the period of performance) will meet or exceed all current requirements of ABYC and USCG (Subchapter T) as applicable to this size and type of vessel, in addition to any specific requirements stated below.

8] In the event defects or damage unrelated to the work tasks defined below are discovered, the Contractor shall submit a Condition Found Report (CFR) to the TPOC. The CFR will define corrective actions needed, the cost for that work (separated into labor, materials, services, and total), and the impact to the performance period. CFR’s will address only one issue each, and be identified numerically as “CFR-1”, “CFR-2”, etc.

9] All welding (if required as part of the tasks defined below) will be performed by welders certified by ABS or USCG working in accordance with welding procedures approved by ABS or USCG. Certifications and procedures issued by other nationally recognized authorities may be considered. Copies of certifications and procedures will be provided to the TPOC before work commences.

10] NOTE: All work performed on the vessel will be accomplished as described below unless alternatives are presented in writing BEFORE the work commences, and those alternatives are agreed to by NOAA.

B] SERVICE AND PREPARE OLD ENGINES FOR LONG-TERM STORAGE

1] Fuel Systems For each engine: Drain the vapor separator as described in the manual. Replace the fuel filter. Check the water separator; drain and wipe clean the inside of the water separator if water or contaminants are present, and reassemble the water separator. Run the engines with the lower unit in a large container of fresh water for 10 minutes with fresh, stabilized, non-ethanol gasoline from a portable fuel tank.

Monitor the temperature of the water coming out to the telltale to make sure the engine is not running hot. Afterward, drain the fuel vapor separator again. Dispose of the drained fuel in accordance with local laws and regulations.

2] Lower Unit Service For each engine: Drain the lower unit gear oil. Check the magnet on the oil drain bolt for metal chips.

Submit a Condition Found Report if metal chips or shavings are present, or if the gear oil appears milky or burnt. Wipe the oil drain bolt with a clean shop towel to remove any fine metal particles. Remove the old o-rings and install new o-rings on the oil drain bolt and oil level bolts and coat with clean engine oil. Torque the oil drain bolts to the manufacturer’s specifications. Refill the lower unit with Honda Outboard Motor Lower Unit Gear Case Oil (P/N 08739-90W) or Marine SAE 90 Hypoid Gear Oil API Service Classification GL-4 or GL-5. Torque the oil level bolts to the manufacturer’s specifications.

Dispose of the used gear oil in accordance with local laws and regulations.

Remove the lower unit and replace the impeller pump, impeller housing, pump liner, impeller cover, impeller, woodruff key, and associated gaskets, seals, and o-rings using Honda Water Pump Impeller Kits part # 1923-ZY3-010 for BF225AK3-XA and 06193-ZY3-010 for BF225AK3-XCA. During reassembly of the water pump and lower unit, inspect the bolts and alignment pins for corrosion. Use a wire brush to clean the bolts and alignment pins as necessary. Apply marine grease to the splines of the shaft, shift shaft, and propeller shaft. Torque all bolts to the manufacturer’s specifications. Inspect the propeller thrust washers and replace if necessary. Reinstall the propeller and torque the castle nut to the manufacture’s specifications. Inspect the cotter pin for signs of damage or fatigue. Use a new cotter pin in necessary.

3] Engine Oil and Filter For each engine: Drain the used engine oil. Submit a condition found report if the used oil appears milky or burnt. Remove the old sealing washer from the drain bolt and install a new one. Tighten the drain bolt to the manufacturer’s torque specifications. Remove the oil filter. Fill a new Honda oil filter with Honda 10W-30 FC-W outboard motor oil and coat the filter gasket with clean motor oil. Screw on the new filter by hand and then tighten to the manufacturer’s recommended torque specifications. Do NOT refill the engine with motor oil. Affix a tag to the oil dip stick noting to add 8qts of oil before starting the engine. Dispose of the used oil in accordance with local laws and regulations.

4] Engine cylinders Remove the spark plugs and remove the emergency stop switch clip from the emergency stop switch.

Pour 1 – 2 teaspoons of clean engine oil into each cylinder. Rotate the engine a few revolutions to distribute the oil in the cylinders. Reinstall the spark plugs and tighten to the manufacturer’s torque specifications.

5] Anodes Replace the anodes on the inside (sleeve, exhaust manifold, and V bank bottom) and outside of the engine (stern bracket and each side of the gear case).

6] Lubrication Points Apply Honda Marine waterproof grease to the following points: Engine Cover Latch/Lock (each side), Throttle Reel, Throttle Arm/Shift Arm Shaft, PTT Thrust Receiver (each side), Shift Arm/Click Roller/Neutral Switch, Tilt Shaft, Swivel, Propeller Shaft, and Tilt Lock Lever/Shaft Cam. Apply corrosion inhibitor to all areas under the engine covers and any exposed metal surfaces except the belts.

7] Removal and Packaging for Transportation When uncrating the new engines, retain the outer cardboard boxes and the metal frames for reuse. The old engines will be retained and returned to the Owner in undamaged condition. Once the old engines are removed from the boat, prepare them for transportation and storage by mounting them in the retained metal frames and outer cardboard boxes. Load the crated old engines into the bed of a government furnished truck. Government personnel will transport the crated old engines to the storage location.
