SINGLE SOURCE DETERMINATION USING

SIMPLIFIED ACQUISITION PROCEDURES (SAP)

FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD

(AUTHORITY: FAR 13.106-1(b)(1))

NC-NJ5000-22-01010

1. Agency and contracting activity. Department of Commerce, NOAA Acquisition and Grants Office

(AGO), Eastern Acquisition Division and National Ocean Service (NOS), Office of Coast Survey (OCS), Navigation Services Division (NSD), Navigation Response Branch (NRB).

2. Description of supplies or services required to meet agency needs (including the estimated value).

The Navigation Response Branch has the need to replace the outboard engines on one of the Navigation Response Team (NRT) – Stennis vessels (Boat Team – NOAA Hull Registration Number S3008). The Navigation Response Team vessels are outfitted with Honda BF225AK3 gasoline four-stroke outboard engines. The NRT vessels are almost identical in all equipment and electronics. This allows NRT personnel to augment other teams during emergency response without the need for additional vessel specific training and qualifications. Standardization also improves maintenance and management of spares inventories; which reduces the cost of maintaining spare parts for the NRT fleet of small boats.

The new engines must be fully compatible with S3008’s existing Honda BF225AK3 controls, including the helm unit, engine control module, shift/throttle, and the steering system.

The Honda BF225D-XRA (starboard engine) is $18,000 and the Honda BF225D-XCRA (port engine) is $18,500. The cost of the outboard engines only is $36,500. The procurement includes additional services and labor that are not name brand. The total cost of the procurement is estimated to be $37,345.79.

3. Identification of the single source or the brand name to be solicited.

Honda BF225D-XRA/XCRA engines

4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:

xBrand Name – This particular brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs.

The NRT- Stennis vessel (S3008) is outfitted with Honda BF225AK3 model engines. The BF225AK3 engine has been discontinued and BF225D is the current model from Honda. The engines are a direct replacement and are fully compatible with the vessel’s existing helm unit, engine control module, shift/throttle, and steering system xCompatibility to existing systems or equipment - The required supplies or service must be compatible in all aspects (form, fit, and function) with existing systems or equipment and the source is uniquely qualified to meet the requirement.

The NRT-Stennis vessel (S3008) is outfitted with Honda BF225AK3 model engines. The BF225AK3 engine has been discontinued and BF225D is the current model from Honda. The engines are a direct replacement and are fully compatible with the vessel’s existing helm unit, engine control module, shift/throttle, and steering system.

5. Market Research.

Market research consisted of a search for engine models on the Honda website to determine which model of Honda 225hp outboard engine replaced the BF225AK3 outboards installed on the NRT vessels.

Potential vendors in the region were identified from the Honda website and were contacted to verify compatibility of the new model engines and to determine the government price for new engines. U.S.

Customs and Border Protection, National Marine Center was also contacted via phone to determine if engines were available in stock and whether the work could be done under the existing IAA with the NOAA Small Boat Program.
