About this file

This document is a Memorandum justifying the use of other than full and open competition for a simplified acquisition under the Simplified Acquisition Threshold. The Military Sealift Command seeks a NAVSEA PHS&T certified source to perform Certification of Shipboard Ordnance Handling Equipment (OHE) for the USNS ARCTIC, with a performance period from 15 SEP 2025 to 01 DEC 2025. The procurement is deemed justified under the "Critical Ship Equipment" category, indicating the equipment is essential for ship safety, with potential hazards to the ship, crew, or environment if not properly certified. The single-source procurement is being pursued to ensure standardized and compatible recertification of critical shipboard equipment through a specialized, technically qualified provider.

2. As required by FAR 13.106-3(b)(3)(i), this memorandum explains the absence of competition for this acquisition because only one source will be solicited for this requirement (or for a portion of the requirement) and the requirement is not expected to exceed the simplified acquisition threshold.
