Military Sealift Command Combined Synopsis and Solicitation Notice Information
1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR
Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.

Performance Work Statement
Ordnance Handling Equipment (OHE) Recertification Service In support of USNS
ARCTIC (T-AOE 8)
Reference(s): (a) NAVSEA OP 2173 VOLUME TWO (DL 5167555 / NSN 3Z 3940-01-313-7149)
(b) NAVSEA SG420-AP-MMA-010 (Series)
1. Purpose: In accordance with References (a) and (b), Contractor shall provide Ordnance Handling
Equipment (OHE) Safety Recertification services in support of the subject activity/vessel. As such, the following information and requirements are hereby provided for planning purposes.

3. Location of Equipment/Services: Guam (C7F AOR) – Vendor Facility
4. Period of Performance (POP): 15 SEPTEMBER 2025 – 01 DECEMBER 2025
5. SOR: N2190751954018
6. Specific Tasks: The following work items shall be accomplished by the selected service provider
(contractor) in conjunction with this service and certification requirement. The Government intends to award a
Firm Fixed Price Contract to the selected service provider. The Contractor shall provide all labor, tools, equipment, materials, and vehicles required to accomplish the following:
a. Services to OHE identified in Paragraph 7, Table 1 below will be performed at the Contractor’s facility in accordance with the requirements set forth in References (a) and (b). The Contractor’s shall specify the location of the service and provide a summary of the proposed service processes for OHE material receipt, inventory, and open inspection.
b. Contractor shall provide the delivery location, time, and date of when they are ready to accept the
OHE no later than two days after award of the contract.
c. Contractor shall perform a visual inspection on all OHE received, to verify the types (MK & MOD), quantity, and condition of OHE delivered. In addition, the Contractor shall separate failed items.
Following receipt, inventory and inspection, the Contractor shall provide to the OHE Type Desk and
Contracting Officer a ‘Condition Found Report’ (CFR) documenting the following:
1. Discrepancies between the OHE items listed in Paragraph 7 listed on the SOW and OHE actually received, to include discrepancies in the MK, MOD, serial number and quantity of OHE received if any.
2. Pieces of OHE by MK, MOD and serial number found to require repairs prior to testing.
3. Pieces of OHE by MK, MOD and serial number failing visual inspection, found to be beyond economic repair (BER) and/or requiring disposal.
4. Any pieces of OHE found to require repair, failing visual inspection, and found to be beyond economic repair (BER) and/or requiring disposal shall have pictures.
d. Upon CFR approval by the OHE Type Desk, the Contractor shall continue the service and perform all necessary repairs, testing, marking, preservation (prime/paint), certification, and disposal of OHE.
e. Contractor shall notify the OHE Type Desk of the testing schedule in advance of required OHE testing procedures. OHE Type Desk attendance is not required for testing to be accepted if proper notification is provided. Please allow at least 24-hours notification prior to testing.
f. Contractor shall provide the OHE Type Desk with a CFR listing all pieces of OHE which cannot be repaired for service use and/or failed required testing procedures. These items will be designated for disposal action.
g. Contractor shall mark and provide a hard and electronic (in Adobe PDF format) copy certificate for each piece of OHE that passes required testing to the OHE Type Desk for acknowledgement and acceptance.
h. Contractor shall segregate all OHE materials recommended for disposal. Service provider shall mark all
OHE found to be defective either during initial inspection or after failed/physical testing. OHE Type Desk will verify and validate these OHE items prior to disposal action and with Government authorization.
i. Contractor shall dispose of OHE per the provided CFR/failure reports and as approved by the OHE
Type Desk. Failed OHE beyond repair shall be rendered unusable and unserviceable prior to disposal.
Example: MK-105’s can be cut in half, etc. Disposal of OHE materials shall be conducted in accordance with local procedures and regulations.
j. Prior to returning certified OHE material to the Government, the Contractor shall package/crate the certified OHE materials in a manner suitable for international shipment. Specific requirements may be coordinated with the OHE Type Desk.
k. Contractor shall return re-certified OHE and excess OHE pieces identified in Paragraph 7 to the
Government designated location by end of the POP. The Contractor shall schedule the return of OHE with the OHE Type Desk in advance.

The Contractor is only required to inspect, test, and re-certify the number of pieces identified in the table above. Excess pieces shall be captured on Condition Found Report (CFR) and returned untouched to the
Government along with the re-certified OHE by the end of the POP.
10. Deliverables: The Contractor shall provide the following:
a. TECH EXHIBIT A: Initial Condition Found Report (ICFR) and Initial Data Sheet
1. Initial Condition Found Report (ICFR) and Initial Data Sheet. This report and data sheet shall be submitted to the OHE Type Desk via e-mail within 3 calendar days following completion of initial inspection identifying the following:
a. Original OHE Material Receipt/Inventory and Open-Inspection of the OHE assets annotating any discrepancies between the OHE items listed in Paragraph 7 listed on the
PWS and OHE received, to include discrepancies in the MK, MOD, serial number, and quantity of OHE received if any shall be listed on the Initial Condition Found Report
(ICFR).
b. Pieces of OHE by MK, MOD, CAGE, PART NUMBER, SERIAL NUMBER, and DATE
OF MANUFACTURE if known, SATISFACTORY FOR TESTING, REQUIRES REPAIR
PRIOR TO TESTING and FOUND TO BE BEYOND ECONOMIC REPAIR AND OR
REQUIRING DISPOSAL shall be listed on the Initial Data Sheet.
c. Pieces of OHE by MK, MOD and serial number found to require repairs prior to testing shall have pictures taken and submitted to the OHE Type Desk via email.
d. Pieces of OHE by MK, MOD and serial number failing visual inspection or found to be beyond economic repair (BER) and/or believed needing disposal shall have pictures taken and submitted to the OHE Type Desk via email.
e. If OHE requires repair or is believed to be (BER) and requires disposal the contractor shall not do such without the approval of the Government Representative.
b. TECH EXHIBIT B: Weekly Report
1. A Weekly Report relative to Inventory/ Repair/ Testing (Failure)/Marking/ Certification and Disposal service requirements, as applicable. This report shall be submitted via e-mail to the OHE Type Desk every Friday following initial inspection until the end of the POP.
c. TECH EXHIBIT C: Final Condition Found Report (FCFR) and Final Data Sheet
1. Final Condition Found Report (FCFR) and Final Data Sheet. This report and data sheet shall be submitted to the OHE Type Desk via email by the end of the POP identifying the following:
a. Pieces of OHE by MK, MOD, and quantity received, rejected, and certified shall be listed on the Final Condition Found Report (FCFR).
b. Pieces of OHE by MK, MOD, CAGE, PART NUMBER, SERIAL NUMBER, and DATE
OF MANUFACTURE if known, DATE OF INSPECTION, and DATE OF EXPIRATION shall be listed on the Final Data Sheet.
c. Hard copy certificates for each piece of OHE that satisfactorily passes testing shall be included with the material to send back. In addition, an electronic copy (in Adobe PDF format) of all certification documents shall be submitted to the OHE Type Desk via email as well. All applicable service documentation shall be provided to the OHE Type Desk. These certification and service documents shall be provided to the OHE Type Desk via email by the end of the POP.
11. Qualifications: The selected Contractor/Service provider must meet the following qualifications:
a. All management and technical personnel performing services must be able to demonstrate the following:
1. Experience performing required weight testing and safety certification requirements on shipboard-approved Ordnance Handling Equipment (OHE) in accordance with the guidelines as set forth in the
NAVSEA SG420-AP-MMA-010 (Series), NAVSEA OP 2173 VOLUME TWO, and associated equipment technical manuals.
2. Experience in identifying, validating, visually inspecting, repairing, testing, marking, tagging, certifying and disposal of Ordnance Handling Equipment (OHE).
b. The Contractor and their facility shall be certified to perform Periodic Weight Test Certification per
Reference (b). The Contractor will be required to provide a copy of their certification memo from
NAVSEA05 PHST EOE if they are not listed as a certified OHE Testing facility by NSWC IHEODTD.
c. Contractor personnel shall abide by all DOD, Navy, and MSC security requirements and clearance procedures required to access U.S. Government facilities and MSC organization activities.
d. Proof of U.S. citizenship shall be provided in order to enter a U.S. military facility, if requested by the
Government. When accessing a U.S. Government installation, proposed contractor personnel shall be vetted by the Government through Defense Biometric Identification System (DBIDS) before accessing the Government installation.
e. The Contractor must be able to execute and perform the required services within the Period of
Performance (POP) identified in the RFQ/Statement of Work or as modified by an official U.S.
Government Contracting Officer.
12. Quality Assurance Requirements:
a. The requirements of this Work Item shall be accomplished to the satisfaction of the OHE Type Desk.
b. The requirements of this Work Item shall be accomplished in accordance with current Regulatory Body rules and regulations.

8. The provision at FAR 52.212-1, Instructions to Offerors – Commercial Products and Commercial Services (Sep
2023) applies to this acquisition and is fully incorporated by reference. The provision is amended as follows:
52.212-1 (ADDENDUM) ADDITIONAL INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS
a. Any inconsistency between FAR Provision 52.212-1 and the Addendum to FAR 52.212-1 shall be solved by giving precedence to the Addendum to FAR 52.212-1.
b. After receipt of quotes the Government may, with or without notice, negotiate with and, if desired, seek quote revisions from as many or as few quoters as it, in its discretion, deems appropriate.
c. The term “offeror” or “offer” as used in FAR 52.212-1 shall be understood to mean “quoter” and “quote,” respectively. Further, the term “award” shall be understood to describe the Government’s issuance of an order.
d. The Government will consider all quotes that are timely received and may consider late quotes in accordance with 52.212-1. Failure of a quote to address any items listed in the attached submission package may make a quote unacceptable.
e. Paragraph (b) of FAR Provision 52.212-1, Submission of Offers, is amended as follows:
In addition to the quote submission requirements stated in FAR provision 52.212-1, quoters shall provide the following, as part of the quote submission package, no later than the required time and date for quote submission:
Responsible sources shall provide the following:
1. Price quote which identifies the requested item(s), unit price inclusive of shipping (if any), and extended price
2. Total Firm Fixed price
3. Any Discount Terms
4. Estimated time of delivery
5. Technical Submission Requirements
a. For Parts/Supply buy, the quote shall contain a description including part number and title for each item listed in the solicitation to allow the Government to verify that the quoted parts match the requirements listed in the requirements schedule.
b. For a Services buy, the quote shall contain all pre-award submission/certification requirements as defined in the Performance Work Statement (PWS).

9. Provision 52.212-2 Evaluation—Commercial Products and Commercial Services (Nov 2021) applies to this acquisition, and its tailored text appears below:
(a) The Government may issue a purchase order resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quote:
(i) technical capability of the item quoted to meet the Government requirement;
(ii) price;
Award shall be made to Island Certs as the sole source vendor by providing a technically acceptable quote at a fair and reasonable price.
To be considered a technically acceptable solution for a parts procurement, the quoted parts shall meet the solicitation requirements including required parts, delivery dates, and terms and conditions stated in the solicitation.
To be considered a technically acceptable solution for a service, the quoted service shall meet the solicitation requirements including terms and conditions stated in the solicitation. The quote shall state that all aspects of the technical requirement, including required delivery date and part numbers, can be met.
The Government will evaluate quoted pricing for reasonableness utilizing techniques described in FAR 13.106-3.
To consummate a binding contract between the parties, the successful quoter shall accept the purchase order in writing (see FAR 2.101).

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.

(a) Definitions. As used in this provision—
Backhaul, covered telecommunications equipment or services, critical technology, interconnection arrangements, reasonable inquiry, roaming, and substantial or essential component have the meanings provided in the clause 52.204-25, Prohibition on Contracting for
Certain Telecommunications and Video Surveillance Services or Equipment.
(b) Prohibition. (1) Section 889(a)(1)(A) of the John S. McCain National Defense
Authorization Act for Fiscal Year 2019 (Pub. L. 115-232) prohibits the head of an executive agency on or after August 13, 2019, from procuring or obtaining, or extending or renewing a contract to procure or obtain, any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. Nothing in the prohibition shall be construed to—
(i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or
(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.
(2) Section 889(a)(1)(B) of the John S. McCain National Defense Authorization Act for
Fiscal Year 2019 (Pub. L. 115-232) prohibits the head of an executive agency on or after August
13, 2020, from entering into a contract or extending or renewing a contract with an entity that uses any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. This prohibition applies to the use of covered telecommunications equipment or services, regardless of whether that use is in performance of work under a Federal contract.

The Offeror is not required to complete the representation in this provision if the Offeror has represented in the provision at 252.204-7016, Covered Defense Telecommunications Equipment or
Services—Representation, that it “does not provide covered defense telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument.”
(a) Definitions. “Covered defense telecommunications equipment or services,” “covered mission,”
“critical technology,” and “substantial or essential component,” as used in this provision, have the meanings given in the 252.204-7018 clause, Prohibition on the Acquisition of Covered Defense
Telecommunications Equipment or Services, of this solicitation.
