About this file

This is a Request for One Time Exemption from Competition submitted by the Idaho Department of Health and Welfare (DHW) to the Idaho Division of Purchasing (DOP) for the purchase of GVT Lectora Inspire software maintenance, support, and periodic upgrades. The Department seeks to procure annual support, maintenance, and licensing of Lectora software, which is utilized across multiple units for creating eLearning modules, training course development, and content creation. The exemption request references IDAPA 38.05.01.042.05.vi, which permits exemptions when competitive bidding is determined to be impractical, disadvantageous, or unreasonable. The current contract was originally awarded to vCloud Tech Inc. through competitive bidding process RFQ20221469 in March 2022. The request was submitted by Quinn Shea, Agency Purchasing Representative, on April 15, 2025, and was approved by the DOP Administrator on the same date with additional conditions applied.

The total estimated cost for the three-year period is $15,859.85, with a five percent increase applied to years two and three. The Department emphasizes that Lectora has become essential infrastructure for its electronic learning initiatives, with vCloud Tech Inc. serving as a critical partner for ongoing support and licensing. The Department argues that any disruption to support or licensing would create significant service and compliance consequences, thereby justifying the exemption from competitive procurement. The DOP has invited suppliers to submit information supporting or contradicting the claim that competition would be impractical or disadvantageous, with submissions due prior to the closing date listed in the Idaho Procurement Routing Online (IPRO) system.

Name of Agency: Health and Welfare (Department)

Request for the Purchase of: GVT Lectora Maintenance & Support

Cost (attach quote): $15,859.85 (3-year estimated cost)

IDAPA 38.05.01.042.05.vi provides that the administrator may exempt an acquisition from competitive procurement if the administrator determines that bidding is impractical, disadvantageous or unreasonable under the circumstances. Examples include but are not limited to: special market conditions; property requiring special contracting procedures due to uniqueness; and services for which competitive solicitation procedures are impractical.

The Department requests an exemption from competition for annual support, maintenance, and periodic upgrades of GVT Lectora Inspire (Lectora) software under IDAPA 38.05.01.042.05.vi. The current contract was obtained through a competitive bidding process in March of 2022, as RFQ20221469 and the contract awarded to vCloud Tech Inc.

Lectora is the Department’s preferred tool for authoring online learning experiences. Its robust features and user-friendly interface have made it essential for the entire Department. As Department staff continues to expand, so does the demand for Lectora licenses. Various units rely on Lectora to create eLearning modules. Renewing the Lectora licenses guarantees access to the latest features, enhancements, and compatibility updates, ensuring the Department’s electronic learning initiatives remain relevant and effective.

Lectora is primarily used for training course development and content creation. Lectora allows the Department to develop eLearning courses and modules, create and design eLearning content, and seamlessly integrate text, images, videos, audio, animation, and other multimedia elements to enhance the learning journey.

vCloud Tech Inc. is a critical partner for continued support, maintenance and licensing of the Lectora software. Any disruption of the support and/or licensing for the software would have significant consequences resulting in possible disruption of service and licensing compliance. Therefore, the Department requests an exemption from competition for annual support, maintenance, periodic upgrades, and licensing of the Department’s Lectora software. The total cost is an estimate of five percent (5%) added for years two (2) and three (3).
