About this file
This is an Exemption from Competition (EFC) request form submitted by the Idaho Department of Health and Welfare (DHW) to the Division of Purchasing (DOP) for the procurement of vCloud - GVT Lectora Maintenance and Support services. The request seeks authorization to purchase software maintenance, support, periodic upgrades, and licensing for Lectora Inspire software, which the Department uses as its primary tool for authoring online learning experiences and developing eLearning courses. The anticipated total cost for this one-time purchase is $15,859.85, with the estimate including a five percent increase applied to years two and three of the anticipated contract term. The request was submitted on April 15, 2025, and generated on April 16, 2025. No specific contract term dates or renewal options are detailed in the submission.
The Department requests exemption from competition under IDAPA 38.05.01.042.05, claiming that competition would be impractical and disadvantageous due to the critical nature of vCloud Tech Inc.'s ongoing support and maintenance services. The current agreement with vCloud Tech Inc. was originally obtained through competitive bidding in March 2022 under RFQ20221469. DHW justifies the exemption by asserting that any disruption to support and licensing would result in significant service disruption and licensing compliance issues as the Department's staff and demand for Lectora licenses continue to expand. The DOP Administrator indicated an intent to approve the exemption pending legal notice as of April 16, 2025. Supporting documentation includes a vCloud quote for 2025 and an OTE GVT Lectora document. The exemption has been marked for posting prior to final approval.

This field has a 300 character limit
Justification * Why would the competition be impractical, unreasonable, or disadvantageous under the circumstances?
vCloud Tech Inc. is a critical partner for continued support, maintenance and licensing of the Lectora software. Any disruption of the support and/or licensing for the software would have significant consequences resulting in possible disruption of service and licensing compliance.
Therefore, the Department requests an exemption from competition for annual support, maintenance, periodic upgrades, and licensing of the Department’s Lectora software. The total cost is an estimate of five percent (5%) added for years two (2) and three (3).
Description * Describe the extent to which competition is possible
The Department requests an exemption from competition for annual support, maintenance, and periodic upgrades of GVT Lectora Inspire (Lectora) software under IDAPA 38.05.01.042.05.vi. The current contract was obtained through a competitive bidding process in March of 2022, as RFQ20221469 and the contract awarded to vCloud Tech Inc.
Lectora is primarily used for training course development and content creation. Lectora allows the Department to develop eLearning courses and modules, create and design eLearning content, and seamlessly integrate text, images, videos, audio, animation, and other multimedia elements to enhance the learning journey.
