About this file

This is a Sources Sought Notice issued by the U.S. Air Force Office of Special Investigations, 12th Field Investigations Squadron, for market research purposes to identify qualified contractors capable of providing a complete mobile aisle shelving solution. The notice is not a formal solicitation but seeks vendors—including small businesses, 8(a) firms, HUBZone businesses, service-disabled veteran-owned businesses, and women-owned small businesses—interested in removing an existing shelving system and installing two new high-density mobile aisle shelving systems. The requirement specifies commercial-grade industrial shelving with maximum system dimensions of 21 feet length, 12 feet width, and 9 feet height, adjustable shelves accommodating 15 to 36-inch item heights, and a minimum 150 lbs. weight capacity per shelf tier. The system must feature a modular, surface-mounted track system with flush floor-decking, manual mechanical-assist drive mechanisms, master locking capabilities to secure all carriages, mechanical aisle locks on each carriage, heavy-duty locking clips on shelves, and solid end panels. The entire project, including delivery and installation, must be completed within 90 calendar days of award. Contractor personnel must comply with base security policies and obtain required security clearances.

Interested vendors must submit a Capability Statement including company profile, UEI number, CAGE code, business size status with applicable socio-economic designations, and technical capability descriptions demonstrating ability to meet specifications and security requirements. The Sources Sought Notice also poses four questions to industry regarding feasibility of the 90-day timeline, availability of specified drive and locking mechanisms, standard commercial warranties and expected lifespan, and rough order of magnitude pricing. Responses must be submitted via email to 2d Lt Stephen Miller (stephen.miller.43@spaceforce.mil) or 1st Lt Andrew Flamm (andrew.flamm.1@spaceforce.mil) no later than 1 PM MST on August 25, 2026. The related federal contract opportunity is identified as Solicitation Number FA2543SM003 under the Department of the Air Force Space Command.

1. INTRODUCTION / PURPOSE

This is a Sources Sought Notice issued for market research and planning purposes only. This is NOT a Request for Proposal (RFP) or a Request for Quote (RFQ). No solicitation is being issued at this time, and this notice shall not be construed as a commitment by the Government to issue a solicitation, nor does it restrict the Government to a particular acquisition approach.

The purpose of this notice is to identify potential qualified sources (including Small Businesses, 8(a), HUBZone, Service-Disabled Veteran-Owned, and Women-Owned Small Businesses) capable of providing a solution for the removal of an existing shelving system and the installation of two new high-density mobile aisle shelving systems.

2. BACKGROUND / SCOPE

The U.S. Air Force Office of Special Investigations, 12th Field Investigations Squadron, requires two (2) industrial mobile aisle shelving systems to safely store, organize, and provide efficient access to mission-essential technical equipment.

The contractor shall provide a complete solution that includes field-verifying site dimensions, dismantling and legally disposing of the existing shelving system, and providing, delivering, and installing the new systems.

3. TECHNICAL CAPABILITY REQUIREMENTS

Interested vendors must demonstrate the ability to provide a commercial-grade product meeting the following minimum specifications:

· System Footprint & Dimensions:

· System Length: Maximum of 21 feet

· System Width: Maximum of 12 feet

· System Height: Maximum of 9 feet

· Shelving Depth: 18 inches minimum / 36 inches maximum (must support a double-sided, back-to-back shelf configuration up to 36 inches total carriage depth)

· The system must be modular and accommodate items with heights ranging from 15 inches to 36 inches.

· Shelves must be easily adjustable by users without the need for specialized tools.

· Weight Capacity: Shelving units must safely support a minimum of 150 lbs. per shelf tier, designed for heavy, sensitive equipment.

· Track & Decking System: Modular, surface-mounted, leveled track system featuring a flush floor-decking platform (industrial wood composite or equivalent) to ensure a smooth, hazard-free walking surface.

· Security & Locking: A master locking mechanism capable of securing all mobile carriages in a fully compacted position, preventing unauthorized aisle access from the outside.

· Drive Mechanism: Manual, mechanical-assist drive system to ensure smooth movement of the mobile carriages.

· Safety Features:

· Each mobile carriage must be equipped with a mechanical aisle lock to prevent accidental movement while in use.

· Shelves must utilize heavy-duty locking clips to prevent dislodgement during motion.

· Carriages must feature solid end panels to secure items and prevent them from shifting into open aisles.

· Timeline: The entire project, including delivery and installation, must be completed no later than 90 calendar days after receipt of award.

4. SECURITY & SITE ACCESS REQUIREMENTS

Due to the nature of the facility, the following security requirements apply:

· Base Access: Contractor personnel must comply with all local installation security policies and be able to pass standard background checks required to obtain base access passes for the duration of the installation.

5. QUESTIONS FOR INDUSTRY

1. Lead Time & Schedule: Is the proposed 90-calendar-day timeline feasible under current industry conditions? If not, what is a realistic standard lead time?

2. Drive & Locking Mechanisms: Are the specifications for manual mechanical-assist drive wheels and a consolidated master locking mechanism standard offering? If not, are there more cost-effective industry standard alternatives?

3. Warranty, Expected Lifespan, and Maintenance: The current SON outlines a standard one-year warranty. What are the typical standard commercial warranties for high-density mobile shelving?

4. ROM: What is the Rough Order of Magnitude (ROM) cost for the proposed shelving unit?

6. SUBMISSION INSTRUCTIONS

Interested vendors who believe they possess the capabilities to meet the requirements outlined above are invited to submit a Capability Statement. The Capability Statement should include the following:

1. Company Profile: Company name, address, Point of Contact (POC) information, UEI number, and CAGE code.

2. Business Size Status: Indicate business size and any applicable socio-economic designations (e.g., Small Business, 8(a), SDVOSB, WOSB) under the anticipated NAICS code.

3. Technical Capability: A brief description of the proposed equipment and your company's ability to meet the technical specifications and security access requirements.

Response Deadline: Responses must be submitted via email to 2d Lt Stephen Miller at stephen.miller.43@spacefore.mil or 1st Lt Andrew Flamm at andrew.flamm.1@spaceforce.mil no later than 1 PM MST on August 25st, 2026.
