About this file

This document is an insurance requirements exhibit (Exhibit A) for a contract with the Pennsylvania Department of Transportation. The exhibit establishes mandatory insurance coverage that the awarded contractor must purchase and maintain throughout the entire contract term and any renewal or extension periods. Insurance must be in effect prior to the contractor commencing work or entering Department of Transportation property.

The contractor is required to maintain workers' compensation insurance as mandated by Pennsylvania law covering all employees performing contract work. Additionally, the contractor must carry comprehensive general liability insurance and property damage insurance with minimum coverage of $250,000 per person and $1,000,000 per occurrence for bodily injury (including death), and the same limits for property damage. Automobile liability insurance is required where appropriate. All coverage must be occurrence-based, with the Commonwealth or Department named as an additional insured party. Policies must include provisions requiring a minimum of thirty days' prior written notice to the Department before cancellation or material changes, except in cases of nonpayment where fifteen days' notice is required. The contractor must provide current certificates of insurance demonstrating these coverages and must notify the Department immediately of any cancellation. No work or property access is permitted during any period when required insurance coverage is not maintained.
