About this file
This document is the Iran Free Procurement Certification Form (BOP-1701) established under Pennsylvania's Procurement Code Sections 3501-3506, administered by the Pennsylvania Department of General Services. The form applies to vendors seeking contract awards with Commonwealth entities for goods or services valued at $1,000,000 or more. Vendors must complete this certification as a compliance requirement prior to contract award, with no specific response deadlines, project scopes, quantities, or contract terms outlined in the form itself, as it serves as a standalone compliance document rather than a solicitation.
The form provides two compliance pathways for vendors: Option #1 requires certification that the vendor is not engaged in investment activities in Iran and is eligible to contract with the Commonwealth, while Option #2 permits vendors with written exemptions from the Pennsylvania Department of General Services to proceed on a case-by-case basis. The Commonwealth imposes substantial penalties for false certifications, including civil penalties of the greater of $250,000 or twice the contract amount, contract termination, and three-year ineligibility to bid on future contracts. All vendors must have an authorized official execute the appropriate certification option with printed name, title, and date of execution.
