About this file
This is a Statement of Objectives (SOO) for a firearms range rental service required by the Department of Homeland Security (DHS) located in Orlando, Florida.
DHS requires an indoor firearms range within a 45-minute commute of 5950 Hazeltine National Drive, Orlando, FL 32822, assessed during prime rush hour traffic. The range must provide exclusive use to DHS during scheduled 4-hour blocks (either AM or PM) on weekdays, with the facility closed or concealed from the public during these periods. The range must accommodate a minimum of 9 firing points with qualification course distances of 1.5, 3, 7, 15, 25, and 50 yards, supporting calibers including 9mm, .40, .45, .357, .223, .308, and commercial shotgun ammunition. The facility must include rifle and shotgun capabilities with a minimum 50-yard distance, low light/night fire operation capability, and an indoor ventilation system compliant with 29 CFR 1910.1025 for lead exposure control. Additional requirements include male and female restroom facilities with running water, adequate exterior lighting, parking for a minimum of 20 vehicles with ADA-accessible spaces, trash receptacles for spent targets and ammunition boxes, and equipment for brass cartridge removal. Range rules must permit shooter movement between firing points, holster draws, tactical movement-and-shoot drills with instructor presence, and standing-to-kneeling transitions without restrictive limitations.
DHS anticipates using the range an average of 32 days semi-annually with approximately 300,000 rounds fired annually. Pricing shall be submitted on a per-quarter basis for 64 training days per year, with payment based on actual days used. DHS will schedule use with a minimum 90-day advance notice and will exclude weekends and holidays. If unforeseen circumstances prevent range use, DHS will reschedule missed days within the same month when possible, or the following month within the same quarter. DHS will provide all ammunition, targets, and firearms instructors.
