About this file
The documents are official Dorchester County, South Carolina ordinances and administrative forms related to road maintenance and infrastructure development standards. The primary document (Ordinance Number 25-09) amends the county's Zoning and Land Development Ordinance 04-13, specifically updating Article XXI's requirements for roadway base and surfacing standards. The ordinance provides detailed specifications for road construction, including four alternative construction methods: asphalt local roads, asphalt collector roads, concrete pavement, and private streets. Each alternative specifies precise requirements for base course thickness, binder course, and surface course, with variations based on anticipated traffic volume and development intensity.
The accompanying Road Maintenance Acceptance Application provides the procedural framework for private road owners seeking to have their roads incorporated into the county's maintenance system. The process requires 100% infrastructure completion and 75% development build-out, followed by a comprehensive inspection process by county road and drainage inspectors. A 12-month "Maintenance Liability Period" is established, during which the road owner remains responsible for maintenance. After this period, a final inspection is conducted, and if no significant deficiencies are found, the county may accept responsibility for ongoing road maintenance. The documents emphasize adherence to specific county design standards and South Carolina Department of Transportation (SCDOT) specifications, ensuring consistent infrastructure quality across development projects.
