About this file

The documents are a set of Dorchester County, South Carolina administrative forms related to road maintenance acceptance and zoning ordinances. The first document (Ordinance Number 25-09) amends the county's Zoning and Land Development Ordinance 04-13, specifically modifying Article XXI on Required Improvements and Construction Standards for roadway base and surfacing. The ordinance outlines four alternative standards for road construction: Asphalt Local Roads, Asphalt Collector Roads, Concrete Pavement, and Private Streets, with detailed specifications for base course, binder course, and surface course thickness and requirements.

The subsequent documents are Road Maintenance Acceptance Application forms that provide a comprehensive process for private road owners to have their roads accepted into the county's road maintenance system. The process requires 100% infrastructure completion and 75% development build-out, followed by initial inspections by county road and drainage inspectors, endorsements from the Public Works Director and Planning Board, and a 12-month maintenance liability period. During this period, the road owner is responsible for maintaining the roads and addressing any defects. After successful inspection and repair of any identified issues, the county may then accept the roads into its maintenance system, releasing the private owner from further maintenance responsibilities.
