STATEMENT OF WORK (SOW)

1 Scope.

1.1 Scope. DeCA has a requirement for a SaaS Survey platform to support statutory requirements for customer satisfaction and employee engagement surveys.

1.2 Background. To support continuous efforts in delivering exceptional customer experiences and fostering a highly engaged workforce, DeCA seeks a SaaS Survey platform to deliver both customer satisfaction and employee engagement surveys. These tools will provide actionable insights into customer perceptions, shopping behaviors, and employee sentiment, enabling data-driven decisions that enhance service quality, operational efficiency, and staff performance. By capturing and analyzing feedback from both customers and employees, DeCA aims to strengthen brand loyalty, reduce turnover, and build a culture of responsiveness and continuous improvement across the agency.

1.2.1 Customer Experience. Surveys will provide valuable insights into customer satisfaction, enabling the organization to make data-driven decisions that enhance service quality, optimize store operations, and improve overall shopper engagement. By systematically capturing and analyzing customer feedback, DeCA aims to strengthen its market position, increase customer retention, and foster a customer-centric culture across all locations. Furthermore, these surveys satisfy DoDI

1330.17 requirements and measure customer perception of key customer-facing programs against industry benchmarks.

1.2.2 Employee Engagement. Surveys will help DeCA understand employee sentiment, identify areas for improvement, and boost morale. They will gather critical insights into employee satisfaction, workplace culture, and management effectiveness, enabling targeted actions to enhance retention, productivity, and overall team performance. By collecting and analyzing employee feedback, the organization aims to foster a positive work environment, reduce turnover, and build a culture of continuous improvement and employee empowerment across all store locations. Additionally, these surveys fulfill congressionally mandated requirements to conduct an annual survey of the Agencies employees to assess employee satisfaction, as stipulated in the National Defense Authorization Act for Fiscal Year 2004 (Public Law 108-136, November 24, 2003, 117 STAT. 1641). DeCA Human Resources Office administers employee assessment surveys as governed by NDAA 2004 SEC. 1128, EMPLOYEE SURVEYS 5 USC 7101.

1.3 Non-personal Services. The resultant contract is a non-personal services contract for a SaaS Survey platform. Non-personal services contract means a contract under which the personnel rendering the services are not subject, either by the contract's terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees.

3.2 Definitions.

4 Requirements

4.1 System and Performance Requirements.

4.1.1 The platform must maintain a minimum uptime of 99.9%

4.1.2 Platform must support high volumes of concurrent users, and manage large data sets without performance issues.

4.1.3 Immediately communicate system, reporting, and survey issues to DeCA representatives and resolve within 24 hours.

4.1.4 Perform regular system and data backups.

4.1.5 Ensure compatibility with major web browsers (Chrome, Firefox, Safari, Edge, etc.) at all times.

4.1.6 Maintain optimization for both desktop and mobile devices at all times.

4.1.7 Fulfill all cybersecurity requirements at all times.

4.1.8 Maintain 508 compliance at all times.

4.1.8.1 The contractor is fully responsible for understanding, implementing, and maintaining compliance with Section 508 of the Rehabilitation Act, including all applicable accessibility standards and guidelines. The contractor shall ensure that all deliverables, including software, documentation, and related services, conform to Section 508 requirements.

4.1.9 DeCA retains exclusive and unlimited rights to all data produced under this contract. All data produced under this contract shall be Government owned and are the property of the Government with all rights and privileges of ownership belonging exclusively to the Government. Data produced under this contract may not

4.2 Survey Platform Features

4.2.1 Survey Creation & Customization

4.2.1.1 Provide intuitive tools to design custom surveys that are engaging and easy to use for both designers and survey participants of all expertise levels.

4.2.1.2 Support for both Customer Experience (CX) and Employee Experience (EX) survey types.

4.2.1.3 Include a library of pre-built templates (e.g., NPS, CSAT).

4.2.1.4 Support various question types: multiple choice, Likert scale, open-ended, rating scale, dropdown, checkbox, date picker, matrix, etc.

4.2.1.5 Enable advanced logic, including skip logic/branching, display logic, question piping, answer masking, randomization, etc.

4.2.1.6 Allow branding customization including logos, colors, and themes.

4.2.1.7 Ensure responsive design for optimal mobile experience.

4.2.1.8 URLs must have the capability to have an anonymous web link for surveys.

4.2.1.8.1 i.e. The survey should be accessible through a web link (URL) that respondents can use without having to identify themselves or log in. The link allows anyone to take the survey anonymously, without collecting personal or identifiable information automatically tied to the respondent.

4.2.2 Data Management & Access

4.2.2.1 Real-time data collection and display.

4.2.2.2 Export data shall include all relevant fields, including but not limited to: landing page data, survey scores, comments, responses, timestamps for survey start and completion (including date and time), completion metrics (surveys started, completed, completion percentages, and durations (time to complete each survey).

4.2.2.3 Maintains a data "scrubbing" tool to automatically filter out inappropriate language before any data is accessible or distributed to DeCA.

4.2.2.3.1 Tool "scrubs" or masks offensive words while not impacting the integrity of the rest of the individual response/comment.

4.2.2.4 Provides robust API access for integration with DeCA systems or other third-party platforms.

4.2.2.5 Supports seamless import and integration of DeCA's historical survey data (2019-current) to enable unified analytics and reporting within all raw data extracts and dashboards/KPIs.

4.2.2.5.1 Historical information must be integrated and work seamless with new platform information.

4.2.2.6 Ensures data exports are available in common file formats, including .csv, .xlsx, .pdf, and .pptx.

4.2.2.7 Maintains the ability to turn surveys on and off (or "suspend"), as necessary, without breaking supporting data history. (i.e. if survey is conducted quarterly it must be able to be turned off when iteration is complete and turned back on when new iteration starts with data extracts, dashboards/KPI's, etc. not having to be rebuilt while also maintaining each iterations data seamlessly.

4.2.3 Analytics & Insights

4.2.4.2 Receipt barcode scanning functionality to auto-populate relevant fields, with manual input options as backup is operating and fully functional at all times.

4.2.4.2.1 Barcode data and manual inputs are parsed by the survey system, as outlined by the Agency, and feed directly to the raw data. They are available within all other analytical features of the system.

4.2.5.1 Benchmarks for key metrics (i.e. CSAT, NPS, completion rates, completion times) against grocery retail industry standards are available and filterable by user defined time frames.

4.2.5.2 Benchmarks are available within the system and work seamlessly with all dashboard/KPI filters.

4.2.5.3 Report delivery by email to different levels of DeCA's organization on a DeCA defined schedule, including location-specific data and open-ended comments are built and maintained by the contractor (both the schedule and distribution).

4.2.5.4 Automated delivery of reports via SFTP are delivered on the required DeCA defined recurring schedule.

4.2.5.5 Integration with required CRM systems (i.e. Salesforce, HubSpot, Mailchimp, Zendesk, Google Analytics, and Power BI) is completed and maintained at all times.

4.3 Training Requirements

4.3.1 Provide comprehensive training for all user levels (beginner to advanced), covering both platform use and analytical techniques.

4.3.2 Efficiently scheduled expert-led sessions to align with agency requests.

4.3.2.1 E-learning trainings are available and relative for self-paced learning.

4.3.3 Topics include:

4.3.3.1 Dashboard/KPI creation, data mapping, extraction, scheduling, integration setup, admin controls.

4.3.3.2 Survey science: question design, survey length optimization, sentiment analysis, impact analysis, etc.

4.3.3.3 Survey analysis, from understanding the data and the customers journey to leveraging it for action.

4.3.3.4 Industry standards, trends, and best practices.

4.4 Support

4.4.1 24/7 support through chat, email, and phone is maintained at all times.

4.4.2 Contractor executes initial build of the surveys, landing pages, Agency defined Hierarchy, bar-code scanning, and Smart Thank You Pages (STYP) by February 1, 2026.

4.4.2.1 DeCA requested dashboards/KPI's creation, scheduled reports, linking of all historical data (seamlessly), and requested distribution schedules will be completed by March 1, 2026.

4.4.3 Contractor personnel provide customer support throughout the contract, to include: survey building, question formulation, expert insights into optimization of the surveys and reporting, and survey analytics.

4.5 Project Timelines

4.5.1 Prior to contract begin date the contractor will provide a full project outline; to include but not limited to: timelines, dependencies, task breakdowns, review /approval points, etc.

4.5.2 Regularly scheduled meetings will be scheduled to ensure timelines are met and key decision points are made in a timely manner.

5 Government Furnished. DeCA will provide a store hierarchy file upon the onset of the contract. This file provides the correlation of each Store, Zone, and Area for integration into the contractor's system. These must be integrated into the raw data, KPI/Scorecards, Dashboards, etc. Additionally, DeCA will provide all historical survey data upon contract award.

6 Quality Control and Assurance. The contractor is responsible for management and quality control to meet the terms of the contract. The Government is responsible for quality assurance to ensure contract standards are achieved.

6.1 The Contractor shall develop, implement, and maintain a comprehensive Quality Control Plan (QCP) to ensure all deliverables related to the SaaS Survey Platform meet the technical, functional, security, and performance requirements specified in this Statement of Work. The QCP shall be submitted to the DeCA's Contracting Officer Representative (COR) upon contract award and updated within 30 days of exercise of an optional performance period, as applicable. If the contractor updates the QCP more frequently, the contractor shall provide to DeCA an updated QCP within five business days of implementation of the updated QCP. The contractor shall identify the changes and provide an explanation to include reason and desired outcome of the change.

6.2 Quality Assurance. The Government will inspect and evaluate the contractor's performance to ensure services are received in accordance with requirements set forth in this contract. The Government will monitor the Contractor's performance under this contract using Contracting Officer Representative (COR) inspections. CORs will inspect for compliance with contract terms and the contractor's commitment to data integrity, accuracy, transparency, and continuous improvement. The COR will use a variety of surveillance methods to evaluate the contractor's performance; periodic inspections, random samplings, assessment of the contractor's QCP and service level monitoring. The Government may unilaterally change the type and frequency of inspections, as necessary.

7 Contractor POC. Upon contract award, contractor will provide a primary and secondary POC that will work directly with DeCA POCs, serving as the SME for the contractor.
