DNR PARKS AND RECREATION DIVISION

Orchard Beach State Park

Toilet Shower Buildings Upgrades and Replacement ARPA Project Statement, August 2023

The DNR Parks and Recreation Division is requesting assistance with the Orchard Beach State Park toilet shower buildings upgrades and replacement. It is anticipated all work associated with this project will occur in a coordinated fashion at the same time.

PROJECT BACKGROUND:

Orchard Beach State Park is located along the Lake Michigan shoreline at 2064 N.

Lakeshore Road Manistee, MI 49660. The park features 164 campsites (including 7 rustic sites), 12 full hookup sites, 2 cabins, 2 toilet shower buildings, a contact station and other support type structures (well and lift station) within the campground. Orchard Beach State Park is listed on the National Register of Historic Places (reference number 09001064).

The Civilian Conservation Corps built the historic toilet shower building in 1941-42. Due to the historic significance of this building, a preliminary study was completed by Sanders Czapski to determine the viability for continued use as a toilet shower building.

A more in-depth assessment of this structure is required to compare and contrast a renovation verses a completely new design and constructed building. The north building, constructed in the 1970s, has been renovated and modified to meet maintenance and user needs. This structure has exceeded its intended life and does not meet current ADA accessibility requirements. The building is intended to be replaced with a new structure that meets current code requirements.

PROPOSED SCOPE OF WORK:

Interested bidders shall provide a complete PSC Proposal for all required Professional Services to evaluate for removal, replacement, and possibly potential upgrades (for the historic structure only) to the two existing park toilet shower buildings. Consulting services shall follow the State of Michigan, Department of Management and Budget (DTMB) Contract for Professional Services and DTMB Facilities Administration, Design and Construction Division policies and procedures for the development of Contract Bid Documents and Construction Administration to support bid letting through a construction management process. Scope of work to include all necessary site surveying, soil borings, a Phase 100 Study, Phase 400 Preliminary Design and Phase 500 Final Design Services. Phase 600 Construction Administration and Phase 700 Construction Field Services.

The Phase 100 Study shall include evaluation of south toilet shower building upgrades as compared to complete building replacement. The preliminary assessment should address ADA accessibility opportunities and challenges. The redesign may consider family style restrooms with showers in exchange for the space currently occupied by the shower stalls, provided EGLE Campground fixture requirements are met in total when considering both buildings.

The study will include advantages and disadvantages of each option, cost estimate data sufficient to compare the cost to renovate the existing building to the cost to construct a completely new prototype replacement building, comparative life cycle considerations and conclude with a professional recommendation for DNR and DTMB consideration shall be included in the work scope.

All design alternatives shall be based on and take into consideration State and Federal Barrier Free Standards, EGLE campground rules and permit requirements, State and Federal Environmental permits and requirements and State of Michigan License and Regulatory Affairs construction codes and permitting. Any new buildings will require heat while the existing historic building that is not heated, if renovated and to remain as one of the toilet shower buildings, will likely qualify and remain unheated under the Michigan Rehabilitation Code for Existing Buildings 2015.

All work must be coordinated and integrated with the Construction Manager (CM), Triangle Associates. Cost estimates, design details, and work scope will be developed in cooperation with the CM to provide value engineering and to meet construction budgets.

Construction bidding will be managed by the CM through their bidding process and coordinated with the Professional. The professional will provide construction administration services such as shop drawing review, payment request review, bulletin creation and review, field inspections etc. The CM will provide the primary construction management and oversight including construction progress meetings.

The successful consultant shall provide brief bi-weekly design progress updates for the project team. Professional services for Orchard Beach State Park shall include but are not limited to:

Toilet/Shower Building:

• Remove and replace existing north toilet/shower building.

• Soil borings and site surveys in support of the proposed toilet/shower building.
