About this file
This is an Electronic Security Standards and Guidelines document issued by Orange County Government Board of County Commissioners (OCGBCC) through the Information Systems and Services Enterprise Security Department, establishing mandatory policies and standards for Door Access Control systems across all OCGBCC facilities and networks. The document specifies that Lenel OnGuard is the single standard Door Access Control system for all new implementations and modifications, with all hardware components required to comply with Mercury Open Architecture. The standards detail comprehensive technical specifications for approved components including Intelligent System Controllers (LNL-X2210, LNL-X2220, LNL-X3300, LNL-X4420), Reader Interface modules, Input/Output control modules, multi-technology readers from Allegion, electric door strikes, panic devices, locksets, motion sensors, biometric readers, and associated accessories. Additional specifications include gate access control boxes with pedestal installations requiring 12" x 12" concrete pads, fiber optic infrastructure with LC terminations, surge protection devices, and Zenitel (Stentofon) intercom systems with specific video door station and master station models approved for countywide use.
All Access Control installations, removals, or modifications require direct involvement of the Electronic Security Unit and documented approval by the Orange County Security Committee. Convergint Technologies is designated as the preferred Lenel integrator responsible for programming any new or add-on devices within the Lenel System. The document applies to all physical security systems within OCGBCC information systems and networks operating as 24x7x365 production environments. These standards are mandatory for any new access control platforms solicited for new buildings or replacement of existing buildings, ensuring consistent enterprise-wide security infrastructure designed to increase safety, efficiency, and limit liability to OCGBCC and its citizens.

Enterprise Security – Electronic Security
Standards and Guidelines for Access Control
Purpose:
The purpose of this document is to establish policies and standards to protect physical access to secured locations and facilities for Orange County Government Board of County Commissioners
(OCGBCC) through Door Access Control systems across the OCGBCC Enterprise.
Scope:
The standards in this document apply to all Physical Security Systems located within OCGBCC information systems and networks. The Information Systems and Services, Enterprise Security
Department, is responsible to oversee all aspects of Electronic Security Control across the
OCGBCC Enterprise. These systems are 24x7x365 production environments which are designed to increase safety, efficiency and limit liability to OCGBCC and its citizens.
Definition:
“Door Access Control” refers to access control using badges and/or PIN numbers and/or biometrics to access doors throughout Orange County.
Policy:
Any new access control platforms solicited for new buildings or replacement for existing buildings shall adhere to these standards. Any and all Access Control installations, removals or modifications shall require the direct involvement of the Electronic Security Unit and documented approval by the Orange County Security Committee.
Standards:
There is one standard Door Access Control system used by OCGBCC Lenel OnGuard. This system integrates disparate hardware and software components providing reliable management interfaces across the enterprise network.
For all new implementations or modifications, all hardware components shall be compliant with the Mercury Open Architecture.
The different hardware components that work directly and/or integrate with Lenel are:
• Intelligent System Controller
LNL-X2210
LNL-X2220
LNL-X3300
LNL-X4420
• Reader Interface module
LNL-1300-S3
LNL-1320-S3
• Input and output control modules
LNL-1100-S3
LNL-1200-S3
• Multi-technology Readers- Allegion
Allegion MT11-485
Allegion MT15-485
Allegion MTK15-485
• Electric door strike – Check with OC Facilities Locksmith for part number
• Electric Panic Devices - Check with OC Facilities Locksmith for part number
• Electric Lockset - Check with OC Facilities Locksmith for part number
• Door position switch – GR194-12WG-B GR4400-A
• Motion sensor – Bosch DS160
• Request to exit button - Alarm Control TS2 – TS12
• ADA compatible crash bar Von-Duprin - Check with OC Facilities Locksmith for part number
• Panic button – wired GR3045
• Biometric reader

• Life Safety Power Supply and Enclosure – FPO150/250-2D8P2M8NL4E6M1
• Gate Access Control
Box at Gates for Access Interfaces to Gate Controller and Building
• Each of the Pedestal Locations ( Card Reader would need a Concrete Pad to allow the Pedestal to be mounted. Pedestal base is 8” x 8” so Concrete should be at least 12” x 12” with the appropriate depth. Also, each pedestal would need ¾” conduit pathway back to Exterior Enclosure
• CSD36248 - ENCLOSURE ( Hoffman / NVENT )
• CP3624 - PANEL ( Hoffman / NVENT )
• CWHK - LOCKING HANDLE ( Hoffman / NVENT )
• AFK1808 for Floor Stand Kit mounted to Concrete Base ( Hoffman / NVENT )
• Or CMFK for Mounting Bracket Ears used with Unistrut Structure
• If Stainless Steel Boxes are required for the location then change the CSD36248 to
CSD36248SS
• 12 Strands of SM Fiber with LC terminations at the Enclosure o Fiber would need to Terminate in a Rack Mounted LIU with LC Terminations in the building o Fiber would typically terminate in a Wall Mounted LIU approx. 6 inches x 4 inches in the Enclosure with LC Patch Panel
• Each Enclosure would require a Quad 110vac Outlet in the lower corner and a Ground Bar
• All conduits carrying the fiber would need to have large sweeps to avoid fiber taking abrupt turns through the conduit pathways
• If Elbows are utilized, they would need to be larger to allow fiber to route through without abrupt changes in direction
• Surge Protection DTK-4LVLPCR - DTK-2LVLPX
• Gate Pedestal – Pedestal Pro
• Gate Pedestal Housing – Pedestal Pro
• Fiber Media Converter - Comnet
