About this file
This is a solicitation process letter from the Orange City Development Services Department to Volusia County Community Assistance dated June 4, 2026, outlining the procedural requirements for developing a tiny home village on approximately 6.7 acres of Volusia County-owned property located south of W. Ohio Avenue along S. Carpenter Avenue in Orange City, Florida. The project seeks to provide affordable homeownership opportunities for veterans, seniors, and workforce housing populations through innovative residential design. Development approval requires submission of a Planned Unit Development (PUD) rezoning application, which must include a Master Development Plan and Development Agreement outlining project standards. The approval process involves review by the City's Technical Review Committee, followed by public hearings before the Planning Commission and two City Council meetings. Applicants must comply with Orange City's Land Development Code Sections 8.6.17 and 8.7.22 regarding PUD requirements and must reference the City's Utility Standards Handbook for infrastructure design.
The project requires extension of the sanitary sewer system approximately 1,600 feet south from W. Rhode Island Avenue to serve the residential development. Orange City, in partnership with Volusia County's Community Assistance Department, can pursue federal and state funding sources designated for affordable housing, with potential fee waivers and incentives to be negotiated through the PUD Development Agreement for City Council consideration. Right-of-way vacation applications may be submitted concurrently with the PUD application and must comply with Florida Statutes 177.101, requiring demonstration of overriding public purpose per Section 16.4 of the City's Land Development Code. Applicants must obtain no-objection letters from utility providers, with approvals granted via City Council Resolution following proper legal advertisement and public hearing. The letter invites qualified developers to submit applications proposing innovative design solutions for this affordable housing initiative.

Re: Tiny Home Village General Outline for Rezoning Process, Volusia County-owned S. Carpenter Avenue Properties
Ms. Hall, Thank you for coordinating review of the Tiny Home Village Solicitation for the possible future development of approximately 6.7 acres of property owned by Volusia County. The properties are located approximately 330 feet south of W. Ohio Ave., along S. Carpenter Avenue. The project falls within Orange City limits, and therefore, is regulated by the City’s Ordinances and Land Development Code (LDC). As requested on May 14, 2026, the following items are intended to assist with outlining and providing general guidance for applicants moving an application forward within Orange City to propose a Tiny Home Village:
PUD Rezoning Process The mechanism by which to seek approval for a Tiny Home Village is through a rezoning via a Planned Unit Development (PUD) Application. PUD rezonings allow for greater flexibility of the City’s lot and building standards for residential homes through the consideration of innovative design. The rezoning process entails a Master Development Plan, Development Agreement outlining the standards and requirements of the PUD, and approval by ordinance.
After review(s) of the application is completed by the Technical Review Committee (TRC) and the application is ready to proceed, the public hearing process consists of one (1) TRC Meeting, one (1) Planning Commission meeting, and two (2) City Council Meetings. All applicants should reference the City’s Land Development Code Sections 8.6.17 & 8.7.22 – Planned Unit Development.
Sanitary Sewer Connection Residential development for a Tiny Home Village will need to extend the sanitary sewer system south from W. Rhode Island Avenue, which is approximate distance of 1,600 feet from these properties. For Utility Design Standards please reference the City’s Utility Standards Handbook.
Affordable Housing Incentives The City in partnership Volusia County’s Community Assistance Department can pursue federal and/or state sources of funding earmarked for affordable housing to address projected
Tiny Home Village Rezoning Process General Outline needs. Fee waivers or incentives may be proposed via the PUD Development Agreement for consideration by City Council.
Right-of-Way Vacation Process Right-of-way vacation applications may be submitted concurrent with the PUD application.
Vacation requests shall comply with Florida Statutes 177.101. Any right-of-way vacation request must demonstrate an overriding public purpose per Section 16.4 of the City’s Land Development Code. Applications are reviewed by Development Services and Public Services, and require the applicant provide no-objection letters from utility providers. Approvals are done via Resolution which require one (1) public hearing before City Council after proper legal advertisement has been completed.
We look forward to reviewing applications proposing innovative design, and assisting applicants through the process. Please feel free to contact the Development Services Department at 386- 775-5415 if you have any additional questions.
Sincerely, Joe Ruiz, Development Services Director jruiz@orangecityfl.gov
