Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

HIG SST EBSCO eBooks (14 Titles) Subscription

1. Contracting Activity:

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

This request is for a first-time/one-time subscription to the following fourteen (14) EBSCO electronic textbooks (also known as eBooks): Modern Thoracic Oncology, The Complete Guide to CDI Management, The Clinical Documentation Improvement Specialist's Guide to ICD-10, Office-Based Buprenorphine Treatment of Opioid Use Disorder, ASPEN Adult Nutrition Support Core Curriculum, 3rd Edition, Nutrition-Focused Physical Exam: An Illustrated Handbook, A.S.P.E.N. Parenteral Nutrition Handbook, 2nd Edition, The A.S.P.E.N. Parenteral Nutrition Workbook: Cases and Worksheets for Adult, Pediatric, and Neonatal Patients, A.S.P.E.N. Fluids, Electrolytes, and Acid-Base Disorders Handbook, ASPEN Enteral Nutrition by the Numbers: EN Data Across the Healthcare Continuum, A.S.P.E.N. Enteral Nutrition Handbook, Improve Patient Outcomes: A.S.P.E.N.'s Step-by-Step Guide to Addressing Malnutrition, Clinical Manual of Geriatric Psychopharmacology, Clinical Manual of Palliative Care Psychiatry.

These eBooks will be made available throughout the VHA healthcare system via an enterprise-wide license (for electronic access) in order to insure uniform availability of high quality, medical and health sciences electronic textbooks across the VHA system to improve clinical decision making.

The proposed action is for a new standalone, firm-fixed price contract, for the estimated amount of

$101,669.75, which will provide the VA with perpetual access rights (commencing on the effective date of award) following the procedures in Federal Acquisition Regulation (FAR) Parts 6, 12, and 13.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

EBSCO is the only source for the fourteen (14) requested titles. EBSCO was contacted and asked if they have authorized resellers of the titles listed in the SOW and they confirmed that they do not have authorized resellers for those titles. Additionally, any reseller for EBSCO would not be able to comply with 13 CFR 125.6 regarding limitations on sub-contracting as a reseller of a subscription would not be able to meet the 50% self-performance requirement.

4. Description of market research conducted and results or statement why it was not conducted:

On 8/15/18 VetBizOps.gov (VIP) was queried to identify possible Veteran-Owned Small Business (VOSB) and Service-Disabled Veteran Owned Small Business (SDVOSB) concerns capable of completing the requirements for the subject procurement. The search criteria utilized was NAICS code “519130”. This

NAICS code identified 183 matches.

On 8/16/18, a special notice intent to sole source # 36C77618Q9232 was posted to FedBizOpps (FBO) to maximize competition for the subject requirement. Additionally, an email blast was sent to the 183 VIP matches with a link to the FBO posting in an attempt to maximize competition.

This resulted in 2 businesses responding to the governments FBO.gov posting. The first vendor, JE

Federal Enterprises LLC is a reseller for EBSCO, however they are not authorized by EBSCO as a reseller of the titles of this specific requirement. The other vendor to reply to the posting was IT Solutions, who expressed they believed they could meet the requirement but after forwarding their capability statement to the Program Manager, they were deemed incapable as they indicated no capability of hosting or providing eBooks. In conclusion, zero (0) vendors outside of EBSCO were found capable of providing the government the required services detailed in the statement of work.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
