How is Oracle Rest Data Services (ORDS) licensed? Is it included in Database Enterprise Edition or Application Server Enterprise Edition licensing?

Can we increase/decrease licensing from year to year? This would be useful as we add/replace Exadata hardware, move projects/databases between platforms and/or Exadata Virtual Machines (VMs), and adjust virtual Central Processing Units (vCPUs) assigned to various Exadata Virtual Machines (VMs).

Is there a pricing or feature difference between Oracle Database Enterprise Edition (EE) and Oracle Database Enterprise Edition on Engineered Systems (EE-ES)?

Can the “IRS Authorized User licensing”, as defined in the Statement of Work, be used for all non-production (development/test/pre-production) environments since they are accessed internally only? Even if their corresponding production databases have an external user base? Comment by Johnson Michele D: Reword Are Customer Support Identifiers (CSIs) provided with the purchase of software and support?

Are there levels of Oracle support beyond Premier Support that should be considered?

Can the IRS utilize both “IRS Authorized User” and processor licensing on all platforms (eg. Exadata, Linux on System z, Physical, Solaris M7, etc.)?

Are Oracle Database Enterprise Edition licenses for servers that only host the Oracle Enterprise Manager Cloud Control repository database?

Please provide any additional insights that would help us craft the requirement(s) to best meet our needs to provide the contemplated services.
