Oracle Java SE is used across 13 of the agency's critical mission programs, and as the proprietary provider Oracle is the only source that can provide support and maintenance for the in-use licenses. The follow-on agreement will cover a one year base period and four one-year option periods. SOLE SOURCE DETERMINATION

Oracle JAVA SE

BRAND NAME JUSTIFICATION

1. Description of the Supplies/Services Required

The Defense Threat Reduction Agency (DTRA) Information Management & Technology Directorate (IT) has a requirement for brand-name Oracle Java Standard Edition (Java SE) subscriptions, which include user desktop and server licensing and support. Purchase of Oracle Java SE subscriptions gives DTRA access to software updates, security alerts, fixes, patches, and 24x7 support/assistance that are necessary for successful operation of its mission critical applications. Based on the market research conducted, it was determined that this requirement will be competed amongst the resellers of the brand-name Oracle Java SE.

2. Estimated Value

The estimated value of this requirement is for a period of performance of one (1) twelve (12) month base period and four (4) twelve (12) month option periods for 6500 Oracle JAVA desktop users subscriptions and 150 Oracle Java SE processor subscriptions.

3. Statutory Authority

The statutory authority for this action is FAR 13.501(a)(1)(i), which states that contracting officers must conduct sole source acquisitions, including brand-name, under subpart 13.5 only if the need to do so is justified in writing and approved at the levels specified in FAR 13.501(a)(2).

4. Basis for this Action

Oracle Java SE is a third-party application that is used to install and run programs. Many of the desktop applications that DTRA uses rely on a Java Runtime environment.

This effort is primarily a follow-on agreement for in-use Oracle Java SE subscriptions, which include user desktop and server licensing and support. Due to the proprietary nature of the product, only Oracle can provide support and maintenance for Oracle brand licenses; other brand solutions cannot be purchased or modified to provide support and maintenance of licenses in-use.

Oracle Java SE is used on 13 programs, many of which serve critical-mission functions imperative to the support of the agency and its mission partners, both CONUS and OCONUS.

Due to the unique and specialized nature of the work, Oracle is the only solution that works for and is capable of responding to Mission Systems. For example, within the Nuclear Enterprise (NE) directorate, The Oracle Java SE brand-name provides integrated and comprehensive Arms Control IT support for nuclear conventional Arms Control treaties/agreements for ACES.
