About this file

This document is a Vendor Notice from the Oregon Parks and Recreation Department (OPRD) regarding significant changes to their procurement processes. Effective October 1, 2025, OPRD has received an exemption from the Public Contracting Code, which will fundamentally alter how the department conducts business with vendors. Instead of using the OregonBuys system for solicitations and proposals, OPRD will transition to posting business opportunities on a newly developed departmental site and will only notify pre-qualified vendors of opportunities.

To participate in future OPRD procurement opportunities, vendors must complete and submit an "OPRD Vendor Pre-Qualification Form" through a specific Smartsheet link. Interested vendors can access additional details about these procurement changes on the OPRD website's Procurement and Contract Services page. The pre-qualification process appears to be mandatory for any vendor seeking to do business with the Oregon Parks and Recreation Department after the October 1, 2025 implementation date.
