(a) NAICS: 519190 – All Other Information Services SIZE STANDARD: $27.5 Million

(2) Contract Line Item Numbers (CLINs)
(a) The United States Office of Personnel Management (OPM, The Government, or We) expects to award a contract that includes Contract Line Item Numbers (CLINs) which specify pricing for each of the deliverables associated with the scope and objectives described in Statement of Objectives (SOO). We expect that CLINs in the award will include some or all of the items provided in the CLIN Table, it may also include additional options proposed by the offeror.
(b) Each CLIN must represent one of the proposed deliverables in the offeror’s technical approach. Each deliverable must consist of an end product or business or technical outcome that is of value to OPM. Examples of deliverables could include the delivery of a system, useful system component, training program or ongoing operational activities. General project activities such as program management, or deliverable phases such as testing, must be described in the offeror’s technical approach, but do not merit their own CLIN and deliverable.
(c) For pricing guidance and instructions for all CLINs refer to the CLIN Pricing Guidance on Pages 9-14.
(d) There is no funding source other than enrollee pay-all premiums for Federal Employees Dental and Vision Insurance Program (FEDVIP) and Federal Long Term Care Insurance Program (FLTCIP), and agency paid charges for The Federal Flexible Spending Account Program (FSAFEDS).
(e) New Mandates: Offerors may be required to modify BENEFEDS based on new legislation, new or revised regulations or Executive order mandates. OPM reserves the right to exercise this requirement when and where appropriate with no additional cost to OPM.

(4) CLINs Pricing Guidance:
All pricing is all-inclusive and firm-fixed-price (FFP) with the exception of Travel, which is cost-reimbursement with no fee and must be proposed at a not to exceed (NTE) amount. Offerors should take into consideration all costs associated with providing their services for each program. The FFP is the maximum amount offerors will receive per enrollee/participant. The actual aggregate amount may vary based on the number of confirmed enrollments per program and on meeting performance targets as outlined in the Quality Assurance Surveillance Plan (QASP).
All costs must be allowable, allocable and reasonable as defined in Part 31 of the FAR.
The offeror must propose fixed prices for the base year and all option years.
The offeror receives fixed prices for eligible, confirmed enrollees/participants only. If we find out that an enrollee is not eligible post enrollment, premium must be refunded and fixed prices returned to the applicable program fund.
The offeror’s price proposals must include detailed cost breakouts. In addition, you must outline your assumptions (including enrollment) and any other factors you used to arrive at the proposed unit price and/or amount for each CLIN as compared to historical data provided in the Appendices. We will evaluate assumptions for reasonableness.
Table 2
CLINs Supplies/Services Pricing Guidance
Initial Development and Transition
The fixed price may incorporate transition costs for the period between contract award and the Transfer Date. Your Base Year fixed price shown in CLIN 0001 should encompass all transition costs up to the Transfer Date.
The offeror must provide a detailed break out by program based on its proposed project plan and must specify the percentage of the fixed price to be allocated to each program (FEDVIP dental, FEDVIP vision, FLTCIP and FSAFEDS).
Payments are eligible to be made for services that are part of the project plan from date of contract award until Transfer Date.
Such payments will be made no more than monthly after submission of a proper invoice.
OPM determines the Transfer Date. If the transfer occurs other than the first of the month, we will prorate the payment.
Travel: Initial Development and Transition
Provide separate pricing and budgets for travel related to implementation/transition.
Travel should correspond with your project/implementation plan.
Refer to Clause OPM-26 Reimbursement for Travel and Subsistence Expenses for guidance on travel reimbursement.
Anticipated travel information for each program is included in Appendix Q.
0003/1001/2001/3001/4001
FEDVIP Dental Enrollment, Premium Administration, and
A per enrollee per plan type (dental and/or vision) charge that is added onto each FEDVIP dental and FEDVIP vision pay period premium. Charges may vary according to plan type (dental or vision).
Includes all costs to perform the deliverable area as described in the SOO and Requirements Traceability Matrix (RTM) (Attachment 2), including but not limited to website, , call center, premium administration, program management support and services, stakeholder outreach and carrier
0004/1002/2002/3002/4002
FEDVIP Vision Enrollment, Premium relationship management, system administration and architecture, etc.
Offeror must include detailed assumptions on enrollment, staffing, etc. For call center assumptions, you must include your estimated number of new enrollments and changes to enrollments for each year, along with average handle times.
A person who enrolls in FEDVIP dental and FEDVIP vision is counted as an enrollee for each program.
Propose a charge for Self Only enrollment based on a biweekly pay cycle. OPM will set charges for Self Plus One and Self and Family enrollments based on your proposed Self Only charge in a 1:2:3 ratio. OPM will also calculate charges for other than biweekly pay schedules. You must also indicate a total charge that includes all enrollment types based on your enrollment assumptions.
The offeror will capture its add-on FEDVIP charges from the premium payments it collects prior to remitting premiums to FEDVIP carriers and OPM.
Per enrollee charges will not begin to flow to the Contractor until after Transfer Date. OPM determines the Transfer Date.
0005/1003/2003/3003/4003
FSAFEDS Premium Administration and
A per participant annual fixed price.
Includes all costs to perform the deliverable area as described in the SOO and RTM (Attachment 2), including but not limited to website, basic decision support tools, call center, program management support and services, stakeholder outreach and carrier relationship management, system administration and architecture, etc.
Payment is made for any eligible confirmed participant for whom an allotment has been received regardless of current status at the time of invoice.
A person may enroll in a HCFSA, a DCFSA, or both accounts. He/she is considered a participant, and for purposes of assessing charges is counted once.
Invoices are submitted to OPM twice per year. The first invoice is submitted no earlier than February 1 after the start of the new plan year. This is necessary to allow sufficient time for a payment file to be received and reconciled from all payroll providers.
The second invoice is produced after October 1.
0006/1004/2004/3004/4004
FLTCIP Enrollment, Premium
A per confirmed eligible enrollee, per month fixed price.
If one person is paying the premium for more than one enrollee, there is a charge for each enrollee.
Includes all costs to perform the deliverable area as described in the SOO and Requirements Traceability Matrix (RTM) (Attachment 2), including but not limited to website, call center, premium administration, program management support and services, stakeholder outreach and carrier relationship management, system administration and architecture, etc.
Offeror must include detailed assumptions on enrollment, staffing, etc. For call center assumptions, you must include your estimated number of new enrollments and changes to enrollments for each year, along with average handle times.
Includes payroll/annuity deduction, automatic bank withdrawal, and direct bill. Other payment methods (electronic funds transfer, etc.) may be added at a later time as agreed to by the BENEFEDS and FLTCIP contractors and approved by OPM. The Contractor will bill the FLTCIP carrier for FLTCIP charges on a monthly basis. The bill/invoice must be in a format as outlined by OPM and mutually agreed by the Contractor and the FLTCIP carrier.
0007/1005/2005/3005/4005
Travel: FEDVIP, FSAFEDS, and FLTCIP

The contractor must account for these funds separately, and must not utilize these funds for any purpose other than approved travel. Any amounts not approved and/or not spent at the end of each contract year must be submitted to OPM no later than 30 days after the end of each contract/plan year for deposit in the FEDVIP fund.
For FSAFEDS, annual budgeted travel costs noted in the CLIN tables will be added to the approved per participant annual fixed price. The offeror must account for these funds separately, and must not utilize these funds for any purpose other than approved travel. Any amounts not approved and/or not spent at the end of each contract year must be submitted to OPM no later than 30 days after the end of each contract/plan year for deposit in the FSAFEDS reserve fund.
For FLTCIP, annual budgeted travel costs noted in the CLIN tables will be added to the approved per participant per monthly fixed price. The offeror must account for these funds separately, and must not utilize these funds for any purpose other than approved travel.
