Background

The Federal Employees Dental and Vision Insurance Program (FEDVIP) makes available dental and vision benefits to eligible Federal and United States Postal Service (USPS) employees, retirees, and their eligible family members on an enrollee-pay-all basis.

Coverage first became available on December 31, 2006. FEDVIP was the first benefit program to utilize

BENEFEDS for enrollment and premium administration.

Enrollment takes place during the annual Federal Benefits Open Season in November and December. New and newly eligible employees can enroll within the 60 days after they become eligible.

Eligible individuals can enroll in a dental plan and/or a vision plan. Eligible family members include an enrollee's spouse and unmarried dependent children under the age of 22, or if age 22 or older, incapable of self-support. Otherwise the rules for family members' eligibility are the same as they are for the FEHB

Program.

FEDVIP coverage is secondary to any dental or vision coverage provided under the FEHB Program.

Employees must be eligible for the FEHB Program in order to be eligible to enroll in FEDVIP. It does not matter if they are actually enrolled in FEHB – eligibility (as noted in applicable laws and regulations) is the key. Annuitants do not have to be eligible for or enrolled in FEHB.

Flexible Spending Accounts enable eligible employees to pay for certain medical and dependent care expenses with pre-tax dollars. Participants may choose a Health Care FSA (HCFSA), a Dependent Care FSA

(DCFSA), or both. In addition, employees enrolled in a FEHB Program High Deductible Health Plan (HDHP) with a Health Savings Account (HSA), or whose spouse is enrolled in a non-FEHB HDHP with an HSA, may enroll in a Limited Expense Health Care Flexible Spending Account (LEX HCFSA). The LEX HCFSA is limited to eligible dental and vision expenses only. Under IRS rules, employees are not eligible to contribute to an HSA and be enrolled in a FSAFEDS general purpose HCFSA at the same time.

In order to participate in the program, eligible employees must make a new election each year; there is no automatic re-enrollment. The maximum annual election is $2,550 for the HCFSA and $2,550 for the LEX

HCFSA. The DCFSA maximum annual election is $5,000 per household or $2,500 if married, filing separately.

The minimum annual election for Health Care FSA, Limited Expense FSA and Dependent Care FSA is $250.00.

The FSAFEDS Program was established in 2003.

Since 2002, the Federal Long Term Care Insurance Program (FLTCIP) has provided long term care insurance to

Federal and United States Postal Service employees and annuitants, current and retired members of the uniformed services, and their qualified relatives who have applied and been approved for coverage. All applications for coverage are underwritten and certain medical conditions, or combinations of conditions, prevent some people who apply from being approved for coverage.

Enrollees pay the full premiums for long term care insurance coverage offered under FLTCIP. An enrollee’s individual premiums may change when he/she upgrades or downgrades coverage or accepts an inflation option that increases coverage.

http://www.opm.gov/insure/ltc

Enrollees can choose from prepackaged plans or can customize a plan.

FLTCIP has held two major Open Season since its inception. In 2002 and 2011, active workforce members and their spouses could apply for coverage with abbreviated underwriting. All other eligible persons were required to submit to full underwriting. After the conclusion of the Open Season, the FLTCIP had become the largest employer-sponsored group long term care insurance program in the country, with approximately

274,000 enrollees.

The Program has remained open to applications with full underwriting.

Newly hired/newly eligible active workforce members, their spouses, and newly married spouses of active workforce members are provided a 60-day window to apply for coverage using abbreviated underwriting standards. We held a small number of limited Open Seasons when new eligible groups were added to the

Program, but there are no immediate plans to hold another Open Season.

On May 1, 2009, OPM entered into a contract with John Hancock Life and Health Insurance Co. for FLTCIP’s second seven-year contract term. Premium administration is currently performed by the Program administrator, Long Term Care Partners.

The payroll providers noted below do not currently offer payroll deduction for any of the voluntary benefit programs. All eligible employees or annuitants who receive pay/annuity from one of these providers and are enrolled in FEDVIP or FLTCIP must pay premium by direct bill or ABW. In addition, survivors of employees who die in service, while entitled to continue benefits, do not receive an annuity and must pay all premiums via direct bill.

At a future time, the successful offeror may explore pursuing a direct link with these providers.

*FEDVIP, FSAFEDS, and FLTCIP enrollments as of September 30, 2015. FEDVIP numbers are based on SSN, which means each person in only counted once, even if they are enrolled in both dental and vision. FLTCIP numbers indicate enrollees paying via payroll deduction only. Actual enrollments are higher, since enrollees have the option of paying via payroll deduction, direct bill (DB), or

ABW, even if their agency offers payroll deduction.

Notes:

There are approximately 45 additional land-grant universities that participate in the

Department of Agriculture’s National Institute of Food and Agriculture (NIFA, formerly known as the Cooperative State Research, Education and Extension Service or Cooperative

Extension) that may require integration if an employee applies for coverage under FLTCIP and selects payroll deduction.

Three of the four private-sector HR LOB shared service centers are approved to provide payroll services but have no current agency clients. They are: Accenture National Security Services;

Allied Technologies Group; and Carahsoft Technology Group.

The following payroll providers have individuals enrolled in FEDVIP and/or FLTCIP, but do not currently support payroll/annuity deduction. At a future time they may choose or be able to take deductions directly:

o Civilian Marksmanship Program o District of Columbia Office of Pay and Retirement Systems o District of Columbia Retirement Board o DC Courts Judges Retirement System o District of Columbia Housing Authority o District of Columbia Government Employees o Marine Corps Community Services (NAF) Retirement Plan o Navy Exchange Services Command (NEXCOM) Retirement Plan o Navy Bureau of Personnel (BUPERS) NAF Retirement Plan o Office of Thrift Supervision Retirement Plan o Uniformed Services University of the Health Sciences o
