The OPM Support Services RFP (OPM15-10-R-0004) is hereby amended to extend the due date for submission of proposals to 3:00 PM, December 29, 2010.
The solicitation is further amended to incorporate the changes to the text of the solicitation as specified on pages 2-10 of this amendment; incorporate questions and answers as specified on pages 11-34 of this amendment; incorporate a summary of estimates as specified on page 35-36 of this amendment; incorporate a revised Attachment 3 (included) replacing the existing solicitation Attachment 3; incorporate Attachment 6 - Subcontracting Plan Template (included) into the solicitation; incorporate the revised pricing workbooks (separate Microsoft Excel file); incorporate the estimated list of Government Furnished Equipment (separate Microsoft Excel file); release the redacted pre-proposal conference slides; and release the list of pre-proposal conference attendees.

C.2 DELIVERABLE REPORTS AND PLANS
2.2 Plans - All plans should be included as part of the Contractor's proposal (except 2.2.5 and 2.2.7), and must be submitted annually for approval by the 11th month of the fiscal year (except 2.2.11).

2.2.6 PII Protection Plan - the Contractor must supply OPM with an annual PII protection plan which includes refresher training and is delivered at the beginning of the fiscal year. This must be compliant with the July 2009 Edition of the FIS PII Loss Reporting Form and the OPM FIS Security Manual 2010.
2.2.7 Provide a Business Continuity Plan for each support services component 6 months after Contract start up 180 days from the Notice to Proceed Date. This plan must be updated annually. The changes to the plan must be submitted to OPM for approval by the 11th month of the fiscal year. This must be in alignment with the FIS Continuity of Operations Plan (COOP). The FIS COOP Plan will be provided to the Contractor upon successful award.
2.2.8 Provide a Staffing Plan detailing how the contractor will meet the staffing requirements as specified in Section H.4.

C.3 TRAINING
3.1 The Contractor shall develop and implement an OPM approved program for initial, periodic refresher, and update training to ensure staff proficiency. It must include initial and yearly refresher training to identify and correct problems in proficiency by its personnel working under this Contract, training for any changes in technology, policies, procedure, Investigator’s Handbook, and IT Security Awareness Training the Annual IT Security and Privacy Awareness training.
3.5 The Government shall provide annual mandatory information technology (IT) (Annual IT
Security and Privacy Awareness training) security awareness training for all Contractor employees working under this Contract. The OPM IT security staff will approve the training materials. The Contractor shall complete the mandatory training by the assigned due date provided by the CO or COTR. If any Contractor personnel fails to complete the training by the due date, they will be removed from the Contract until the training has been completed.
C.4 QUALITY CONTROL
4.2.2.3 Program Management: PII violations, integrity/falsification strategy, management of special projects, subcontracting goals, accurate and complete management reports delivered on time, favorable public image, etc.
C.6 GOVERNMENT FURNISHED PROPERTY
6.1.4 OPM shall provide to the Contractor, for exclusive use for work performed under this Contract, certain property (including PIV cards), equipment, services, and fixed assets, including but not limited to:
• Telephone service, OPM standard forms, office furniture, mail processing equipment, document reproduction, typewriters, printers, scanners, photo copiers, imaging and microfilm machines, desktop personal computers, and operating software (for PIPS only) software, and applications to perform work within the EPIC suite environment, and modems.
6.2 Contractor-Provided Equipment - The Contractor must provide basic office supplies.
GFE/GFP shall be used exclusively for work performed under this contract. , sufficient technical support to: provide PCs for work outside of PIPS (i.e. proprietary e-mail) for the Contractor’s personnel, diagnose problems on, and repair its PCs and related equipment that do not operate properly with EPIC; and manage the hardware security system to ensure protection of OPM’s work products. PCs must be in compliance with OPM security requirements.
C.7 SUPPORT SERVICES COMPONENTS
7.2.2 Screen entire case submission using appropriate Acceptance Guidelines to determine if the accuracy of the data is complete, accurate and meets the requirements for investigation processing, to include all other required documents, and attachments. This case paper screening is necessary to prepare for the Data Entry (and on the SF85P the subsequent Key Verification) and/or on-line assessment, and verification of data prior to automated case scheduling. The data from the investigation case papers is recorded or verified by using the various automated PIPS functions as specified in the OPS Manuals.
After the attached documents have been validated for legibility, completeness and accuracy to include signatures, dates, and the documents are classified appropriately on all attachments they are released with the case in PIPS. For Electronic Questionnaires for Investigations Processing (e-QIP) cases, once the case schedules, the attachments will be electronically uploaded (automatically) to OPM PIPS Imaging System (OPIS). Hard copy cases will be manually imaged and uploaded into OPIS.
7.2.3 Investigations could require the Submitting Office (SON) be contacted to obtain the missing data or to resolve inaccuracies found in the screening process. A telephone call or e-mail, fax or 2-way communication is utilized and the SON is given a specific timeframe to collect and report the information back to OPM.
Upon completing the contact with the agency, the contract and any information obtained must be documented, made part of the case file, and tracked as required. At the end of the Entry or View verification process, the system allows recordation of the fact that agency contact was made.
7.2.4 Processing unacceptable case submissions – If the case submission is not acceptable and all attempts to obtain complete, accurate data have been met, via telephone call or e-mail, fax or 2-way communication the investigation shall be rejected back to the SON. Limited Data Entry and/or online view will be required to identify the agency and subject information along with the reason(s) for returning the investigation. This information is recorded on PIPS for unacceptable case tracking purposes and subsequent reporting to the Security Office (SOI) and/or Submitting Office (SON).
7.2.7.2 Processing of the Security/Suitability Investigations Index (SII) Search results and other system notices are required to resolve the following situations:
• Return Requirements Met – Investigation received is the same or higher level of a pending case in PIPS which has already been completed within timeframe that meets or exceeds new case request
7.2.9 Fingerprint processing – Once the case is set to schedule, the fingerprint charts are pulled, updated to verify barcode (VB) and sent to OPM’S Fingerprint Transmission System (FTS) area to be scanned via high speed scanners. The process allows the digitized fingerprint images and the demographic data to be transmitted to the FBI. As searches are being sent for retrieval of classification results, other completed search results are being returned from the FBI’S fingerprint classification and name check system. The FBI results being returned are automatically updated to the associated PIPS item for the case that triggered the initial search. Results could be updated to Classifiable with a record;
Classifiable with no record; Unclassifiable fingerprint no arrest by name; or Unclassifiable Arrest by Name, in which the SON shall be offered a chance to reprint for a second attempt of classification. The Contractor shall provide support services for electronic scanning of fingerprint in the OPM FTS processing area. The following are the main processes involved with FTS process:
• After the data entry process, fingerprints are routed to FTS
• All receipt, retention or transportation of fingerprints is tracked and logged in the FTS area
• Once scanned through the FTS system, the information is transmitted to the
FBI
• Once fingerprint results are returned to OPM from the FBI, the information is updated in PIPS, to either CN (Classifiable No Record) or IP (In Pre-Review) if there is an arrest record. SACs arrest records are automatically updated to CR (Classifiable Record). Errors are identified via PIPS reports for processing by the corresponding areas of support. If a UF (Unclassifiable) result it received, a name check is automatically scheduled in PIPS and run by the FBI. If it is clear (no record), it is automatically updated to NN (No Record by Name). If there is an arrest record, the FBI will mail a hardcopy record in. Upon receipt, the arrest records are updated to IP or CR (for SACs).
7.3.3 Advance NAC Processing – The PIPS system will identify and supply an advance notification of NAC results to the requesting agency’s SOI of the investigation request. The Contractor will send the Advance NAC results to the agency.
7.6.5 Stragglers for Contractor Closed Cases – A Straggler is a piece of information that comes into arrives in the center that arrives after the automated case has been closed. These are then looked at to make sure that the result on the Straggler does not change the Case Closing Code. If it does the result of the straggler changes the Case Closing Code, the closing forms will need printed and imaged with the correction to the Imaged file to make it complete. The change will need to be sent to the SOI requesting Agency and if there were any disclosures any of those agencies would also get a new copy of the case.
7.7.2.6 The Contractor will propose a tracking system, for approval by OPM, for the fingerprint cards. This tracking system will electronically track each fingerprint card from receipt by the Contractor in the mailroom until destruction. Destruction occurs 30 days after the fingerprint card is scanned into FTS.
7.8.1 Process agency inquiries (written or verbal), to authorized agency officials, regarding status checks & file release requests for a specific background investigation.
C.8 CSEA, PIC, AND ACRD SUPPORT
8.4 The Contractor will be required to support the U.S. Army Crime Records Center, Army Criminal Records Division (ACRD) at Fort Belvoir, Virginia in augmenting the existing ACRD staff in searching, retrieving, reviewing, redacting, and preparing ACRD files requests for forwarding to OPM.
8.4.1 The OPM Contractors will perform ARCD file searches related to administrative, analytical, and research functions. The duties include:
• Retrieving identified Army law enforcement records from paper, microfilm, the USACRC Electronic Imaging (EI) filing systems, and other data bases
• Reviewing and analyzing records to extract specific criminal history data.
• Preparing and dispatching data to the requester or providing the requester with a copy of the responsive record(s) deleting unauthorized information, and authorizing release of appropriate material.
• Completing an audit trail of information released.
F.4 PLACE OF PERFORMANCE
5.1 The Contractor will be required to perform work at government facilities in Boyers, PA and the PIC in Ft. Meade, MD, or at another location with OPM approval.
G.4 CONTRACTOR'S INVOICES
4.2 The Contractor will be paid 100% of the rates for the Close in Files CLIN at the closing of a discontinued case through Close in Files. Each time a case is discontinued, the Contractor will be paid 25% of the negotiated support CLIN rate, never to exceed 100% of the CLIN rate. This is taken from the CLIN rate at the time the case is Closed Discontinued (DC). The requesting agency may request that an investigation be discontinued at any point during the investigative process. The Contractor shall input data into PIPS to create case billing and invoice records for all cases.
4.3 Upgrades will be paid at the higher level case price. Downgrades will be paid at the downgrade rate. If the downgrade date is over 30 days from the scheduled date, the higher level case price will be paid.
If a case is downgraded and subsequently discontinued in less than 30 days, the rate paid to the support contract would be 25% of the higher level case. Examples include, but are not limited to, if a case schedules as a 30C and is downgraded 12 days later to a 08B, and discontinued 7 days later, support would get the usual 25% of the higher rate. When a case is converted from a LBI, BI, or SSBI to a LDI, LGI, BGI, BDI, SGI, or SDI, the case payment will be the converted to cases CLIN rate, regardless of how many days have lapsed.
4.4 OPM may require that a closed case be reopened within one (1) year after previously being closed complete or after being discontinued by an agency. At the closing of the reopened case, the Contractor will be paid the balance of the unit price if the case was previously discontinued. The Contractor shall complete the case without additional compensation if the full unit price was initially advanced when the case was closed complete and was reopened due to a deficiency of the support Contractor.
4.5 For all work completed on a Task Order basis, the Contractor shall follow the invoicing procedures listed above in 4.1.
H.3 SECURITY
3.2.10 A random drug test will be conducted on all Contractor employees initially. Drug testing must be conducted by an independent drug testing laboratory and the Contractor will be wholly responsible for the cost associated with the testing.
Contractor personnel must be tested for amphetamines, cocaine, marijuana, opiates, and phencyclidine. A drug testing policy is required in accordance with C.2.2.5.
3.3.4 The Government shall provide annual mandatory information technology (IT)
(Annual IT Security and Privacy Awareness training) security awareness training for all Contractor employees working under this Contract. The OPM IT security staff will approve the training materials. The Contractor shall complete the mandatory training by the assigned due date provided by the CO or COTR. If any Contractor personnel fails to complete the training by the due date, they will be removed from the Contract until the training has been completed.

ATTACHMENT 1 – PRODUCT DESCRIPTIONS
Type: Per Hour Clerical
This product will be ordered via a task order used on an as needed basis, at the request of OPM, for special cases/projects requiring clerical assistance that are outside the range of normal case processing and/or support for routine work. Examples include (but are not limited
to) clerical support on any special case or group of cases identified by OPM, copying and assembling OPM conference material, filing documents, opening mail, operating basic office equipment, e.g., photocopier, facsimile, multi-line phone/voicemail systems, mailing machines, and minimal computer programs. Little or no subject-matter knowledge is required, but the clerk uses his or her own judgment in choosing the proper procedure for each task.
Type: Per Hour Investigative/Professional (Investigator, Reviewer, Adjudicator)
This product will be ordered via a task order used on an as needed basis, at the request of OPM, for special cases/projects requiring investigative/professional assistance that are outside the range of normal case processing and/or support for routine work. Examples include (but are not limited to) investigative/professional work on any special case or group of cases identified by OPM, providing presentations unrelated to normal work for OPM, selects from alternative methods and refers problems not solvable by adapting or interpreting substantive guides, manuals, or procedures. Typical duties include: assisting in a variety of administrative matters; maintaining a wide variety of records (stored both manually and electronically);
verifying reports for accuracy and completeness; compiling information; and handling complaints.
Type: Per Hour Technical
This product will be ordered via a task order used on an as needed basis, at the request of OPM, for special cases/projects requiring technical assistance that are outside the range of normal case processing and/or support for routine work. Examples include (but are not limited
to) technical support on any special case or group of cases identified by OPM, assisting in developing OPM conference material, selects appropriate methods from a wide variety of procedures or makes simple adaptations and interpretations of a limited number of substantive guides and manuals. The technical steps often vary in type or sequence, depending on the task. Recognized problems are referred to others.
Type: PC NAC
The Peace Corp National Agency Check (PC NAC) is currently submitting on their form (PC-5).
ATTACHMENT 2 – DEFINITIONS
Stragglers:
Contractor Closed Cases: For all Stragglers they are processed by pulling the Imaged/Microfilm file then determining if the straggler will change the seriousness code for the case that has already closed. If so, then it will need to be adjusted and the steps will need to be taken to change Imaging/Microfilm, mail new material to the Agency etc.

M.3 TECHNICAL EVALUATION FACTORS
3.1 Factor 1: Technical Merit - Proposals will be evaluated for technical merit considering the following:
• Demonstrate an understanding of the work required under the Contract.
• Address the Technical Approach adequately in all aspects of the work and inherent complexities, as well as compliancy with the Contract terms.
• Quality Control Plan: Shall include a plan to ensure that all investigations processed under this SOW meet OPM standards for integrity, quality, and timeliness. The proposal must demonstrate an understanding of the processing instructions and how they relate to the performance standards outlined in the SOW. The proposal must also include a plan for maintaining high levels of customer service.
• Plan to Control Investigative Materials/Security and Plan to Control Equipment: Must outline a plan for protecting material and equipment, compliancy with security requirements, and provide guidance on security measures.
• Organization and Management Plan must demonstrate the Contractor’s ability to successfully accomplish the work required by the Contract.
• Implementation/Start Up Plan: Plan must include methods through which support tasks are completed.
• Staffing and Training Plan: Include a plan to fully implement and train all Contractor personnel, as required, on the OPM Investigator’s Handbook, PIPS, PIPS tracking systems for managers, and all other processes covered by this SOW. Proposal should include plans for initial, refresher training, and update training applicable to the experience level of the Contractor personnel.
• Key Personnel and Corporate Capabilities must demonstrate the Contractor’s ability to successfully accomplish the work required by the Contract.
• Information Technology Security System Program
• Small business sub-contracting capabilities and commitment to meet small business sub-contracting plan goals.
Questions & Answers
1. Section H.3.2, Personnel Security Requirements, Subsection H.3.2.4 indicates, “For personnel holding an existing investigation, the Contractor will pay $100 adjudication fee.”
Section H.15 Reimbursement to OPM for Processing Costs, Adjudication, and Record Maintenance, Subsection H.15.2, pg. 58. Reimbursement to OPM for processing costs, adjudication, and record maintenance indicates, “If the background investigation is acceptable, the Contractor shall pay OPM a reduced evaluation fee, which will be $200.”
Please reconcile the discrepancy.
Use H.15.2: $200. H.3.2.4 will be amended to agree with H.15.2.
2. What is the level of clearance required for contract employees? Is there an average flow/historical reference for the number of cases processed per day?
The level of clearance is outlined in the OPM FIS Security Manual 2010, Appendix E.
There is no historical data available because it depends on the individual case results.
3. How long will it take to get our employees cleared for access for this contract?
While OPM will process complete investigation requests as expeditiously as possible, we can not guarantee a specific timeframe. The process consists of the company interaction with the subject to secure a complete and accurate investigative package. If an investigative package is not complete and accurate, this will cause delays in the investigative process. An investigation will not be initiated until the complete investigative package is received.
4. Attachment 3. Attachment 3 includes an AQL for conducting generic records checks and processing NCIC searches. Please identify the automated records checks and searches that are part of the contract.
OPM is removing "conducting generic records checks and processing NCIC searches".
There will be no searches on automated systems in this requirement.
5. Attachment 3. Performance Standards for Quality Assurance, page 139 of 150, 3rd row, “Schedule all case types, background investigations to include reinvestigations, excluding case type 43.” The performance standard indicates 3 calendar days for reinvestigations.
What cases are considered a re-investigation for the purposes of the AQLs?
There are no AQLs in this contract, only performance standards. Reinvestigations are a NACLC with extra coverage code R, SSBI PR, PPR, and PRI.
6. Attachment 3. Performance Standards for Quality Assurance, page 146, 2nd row.
Attachment 3: Performance Standards for Quality Assurance, page 147, 5th row from the top. There are two different AQLs for Processing Inquiries/Vouchers. Which is the correct AQL for this process?
There are no AQLs in this contract, only performance standards. The correct Performance Standard is Processing Inquiries/ Vouchers: The Contractor will scan all inquiries/vouchers within 1 calendar day of receipt in accordance with the OPS Manuals.
Timeliness - 99% of the time. Never to exceed 2 calendar days. The other Performance Standard will be removed in this amendment.
7. Attachment 3. Verify employee badges and Visitors Access to FIS, Page 139 of 150. Will the contractor be required to maintain badge coverage in a FIPC facility on Saturday, Sunday and Federal holidays? Please confirm.
The contractor will be required to provide coverage on Saturdays and anytime Contractor personnel are present. We have amended Attachment 3 - Performance Standards to reflect this change.
8. Attachment 3. NAC follow up/ Reschedule AKA. Page 143 of 150. What is the performance standard for Reschedule AKA? Please see the performance standard.
This will be processed within 1 calendar day, 100% of the time.
9. Attachment 3. To facilitate proposal cross-referencing and RFP traceability, it is respectfully requested that the government number each of the Performance Standards listed in Attachment 3.
The Government would like to refrain from numbering these standards until contract award. The Government will then add a numbering system for cross referencing purposes.
10. What quality and/or performance goals does OPM consider important to improve under this new contract?
Attachment 3 of the solicitation set forth the extensive Performance Standards of the resulting contract. All Standards are important.
11. Section H.3.2.11.1. The solicitation mentions that contractors are encouraged to develop a policy similar to OPM’s. Would OPM provide a copy of their policy on Drug Use/Violence in the workplace?
OPM will provide these policies at Contract Award. This policy will be due 90 days after the Contract Award Date.
12. A.1 - Proposal Submission Checklist, Item 1, page 1 of 150 and Section L.6 Instructions for
Preparing Proposals, (a) General, page 115 of 150. The proposal submission checklist, item 1 indicates that offerors are to submit one original and seven copies of Volume 1 Technical Proposal and an original and two copies of Volume 2 Price Proposal. Section L.6 (a) instructions indicate that offerors are to submit one original and four copies of Volume 1 Technical Proposal and an original and one copy of the Price Proposal. Please clarify the number of copies required for submission.
The totals in the checklist are correct. RFP Section L.6 (a) is hereby amended to require the submission of one original and seven copies of Volume 1 Technical Proposal and one original and two copies of the Volume 2 Price Proposal.
13. In Section L, page 115, first paragraph, it states that the technical proposal should be submitted with the original version and four copies (5 copies total), whereas on page 1 of the RFP, Proposal Submission Checklist, it states in Item 1 that one original and seven copies of the Technical Proposal shall be submitted (8 copies total). Likewise, the number of copies of the Price Proposal show different amounts in both places (1 original and 1 copy in Section L on page 115, and 1 original and 2 copies in the Proposal Submission Checklist on page 1). Please clarify how many copies of both Proposals are required for our submission.

20. I know you stated you have receive several questions regarding excluding the different plans from the 50 page maximum for the technical. Could you let us know if you will be amending the contract to remove additional items (other than QC Plan and Resumes) from the 50 page maximum? As we are in the depths of putting our responses together, the early response to that would be greatly appreciated.

25. Re Section H.3.2., p. 46-48 -- Regarding actions required of contractor personnel before starting work on the contract, do these requirements apply to incumbent personnel being carried over?
The personnel security requirements outlined in section 3.2 will be applicable to incumbent personnel transferring over with consideration given to whether the investigative, clearance, and/or access requirements have already been met.
26. How many days are allowed for the transition?
Assuming there is insufficient time to manage a smooth transition after award of the new contract and before the expiration of the old, the current contract allows for a continuation of services of up to 90 days. The current contract expires on June 29, 2011.

28. On page 13, sections 2.2.1, 2.2.2, and 2.2.3, there is reference to section M.2.1.1.
However, this section doesn’t exist. Does the Government mean for Offerors to refer to section M.3.1 instead?

29. If a small business subcontracting requirements are stipulated for this procurement, how will the Government implement the awardees adherence to the small business subcontracting requirements?
Contractors will be required to submit regular small business subcontracting reports in the Government’s eSRS system (http://www.esrs.com). Also, see Sections H.24, I.11 and I.12 for more information on this subject.
30. How many exempt personnel are on the current contract?
OPM tracks the contract deliverables under this contract, not the staff people the contractor employs to make those deliverables. It is up to the Offeror, and ultimately the contractor, to determine how many staff people are required to be able to make the required deliveries under the terms and conditions of the contract.
31. How many non-exempt personnel are on the current contract?

32. Small business participation, how will it be evaluated?
Contractors will be required to submit regular small business subcontracting reports in the Government’s eSRS system (http://www.esrs.com). Also, see Sections H.24, I.11 and I.12 for more information on this subject.
33. Can you please clarify/confirm that small business priming in the effort do not need to submit a Small Business Subcontracting Plan (Section I11)?
Confirmed. A small business prime does not have to submit a small business subcontracting plan. However, Offerors are reminded that for an offer to be considered a small business offer the Offeror needs to be able to demonstrate that at least 50% of the revenue derived from labor will go to small business.
34. What are the small business subcontracting requirements for this solicitation?
The solicitation is hereby amended to incorporate Attachment 6 - U.S. Office of Personnel Management Small Business Subcontracting Plan Outline (included), which specifies OPM’s Small Business subcontracting goals.
35. If you are a subcontractor, are you required to submit a separate price proposal to the government?
OPM will only accept proposals addressing the entirety of the requirement. Any subcontractor proposal would need to be incorporated into a unified prime contractor proposal.
36. L.6.(3): Past Performance, states “In this section, please submit the information requested below for both the offeror and proposed major subcontractors.” A paragraph, which is below and part of referenced paragraph L.6 (3), states “To permit evaluation of your past performance, please submit a list of the most recent three (3) Contracts and subcontracts completed during the last three (3) calendar years that most clearly relate to the work specified in the SOW.”
Confirmed. Under such circumstances providing nine past performance references would be appropriate.
37. Question: This offeror assumes the Government desires a total of nine past performance references (i.e., three from the offeror [prime] and, if an offeror has two major subcontractors on their team -- three from each major subcontractor). Please confirm our understanding of the requirement is correct.

38. Why is contracting this work a better value to OPM then federalizing the current workforce associated to the contract?
This entire requirement has been analyzed for the possibility of re-federalization. While the Government does not have the management structure to support refederalization we cannot guarantee that refederalization would not be in the Government's best interest and feasible in the future. OPM believes that the nature of the work, the flexibility of contracts, and the flexibility of the procurement process makes this requirement suitable for fulfillment by contract.
39. Can we have a list of all attendees to this meeting?

41. C.2.2 Plans and C.2.2.7 Provide a Business Continuity Plan. RFP Section C.2.2.7 (pg. 13 of
150) states that a Business Continuity Plan for each support services component must be submitted 6 months after Contract start up. This requirement further states that it “must be in alignment with the FIS Continuity of Operations Plan (COOP). RFP Section C.2.2 (pg. 13 of
150) states that “all plans should be included as part of the Contractor’s proposal, … .” a. Is the Business Continuity Plan to be submitted as part of the proposal? b. If so, would the government please provide a copy of the FIS Continuity of Operations Plan (COOP).
42. C.4.2.2.3 Quality Control Plan, Program Management, Page 16 of 150. The previous direction (4.2.2.1 and 4.2.2.1) instructs the offeror to provide a description of methods and records for various aspects of quality control; however Section C.4.2.2.3 provides only a list of Program Management deliverables. Please provide direction to the offerors for the required response to C.4.2.2.3.

43. Section H.3.2.10, which states that “a random drug test will be conducted on all employees initially.” Does this mean that the government requires a random drug test on all employees at the start of the new contract? Will the government accept the results of previously conducted drug tests for all of our employees?
Yes, if it was performed in the last 90 days by an independent drug testing laboratory.
44. What are the current wage determination categories used for each of the task areas in Section C?
OPM does not mandate the types of personnel that the contractor may propose under this solicitation. It is up to the contractor to determine which labor categories are appropriate to perform work under this contract.
45. G.4 Contractor’s Invoices, 4.1 page 41 of 150. The solicitation indicates that Contractor will be paid 100% at the time the Case is Closed Complete.
a. Is contractor allowed to invoice daily, based on cases closed each day?
b. Will OPM review invoices daily to approve and process for payment?
c. Will OPM perform automated verification of the electronically (in Excel format) provided invoice to ensure timely review and processing? If so, does OPM require the Excel file to be in a certain format?

46. G.4 Contractor’s Invoices, 4.1 page 41 of 150. The solicitation indicates that Contractor will submit a certified invoice. Since data related to cases under this solicitation only reside in PIPS, the Contractor will be unable to verify validity of these cases by using the Contractor’s own production system. The requested certified invoice can only verify that:
a. The data source (validity) is based on PIPS.
b. The invoice quantity agrees to the PIPS source.
c. The pricing agrees to the contracted price.
d. The mathematical calculation is correct. Contractor wants to confirm that the above language will be acceptable as a “certified invoice”.
OPM will provide the contractor with management reports that reflect cases assigned under this contract. It is the contractor's responsibility to maintain an accounting system adequate to produce true and accurate invoices for items delivered under this contract.
The contractor will be required to submit certified invoices under this contract, without exception, in accordance with all terms and conditions of this contract.
47. G.4 Contractor’s Invoices, 4.1.10.4, page 42 of 150. The solicitation indicates that “…,the invoice will be rejected and returned to the Contractor.” for the reasons stated. Each invoice will include thousands of line items, listing each case. Therefore, Contractor wants to confirm that if one case on the invoice does not qualify for payment, that only that one case will be rejected, while the remaining invoice with the correct cases will be processed for payment.
Yes, we would only reject those cases that were incorrect.
48. How to invoice for case where file comes in, case is screened, scheduled, etc. Then it is determined individual was adjudicated by another agency, case is closed.
The Contractor can only invoice for cases that have a scheduled date and closing code entered in PIPS; therefore, the Contractor cannot invoice OPM for Unacceptable Cases and Administratively Discontinued Cases. There were approximately 109.00 Unacceptable and 40,000 Administratively Discontinued Cases in FY10.
49. Product descriptions - there is no mention of them in section C. But, they appear in the pricing under CLINs 1020, 1021, 1022, 1023, 1024, 1025, 1026, 1027, 1028, 1029, 1030, 1031. OPM needs to describe the scope of work for each of these "product descriptions".

50. Is the PIC support going to be part of the task order CLINS or is it part of the fixed unit price
