Question 1:
What is the OPIC's current COA built with? Is it using the Oracle Financials application that is a part of Oracle EBS? Is more information about what’s currently in place available? (submitted 11/4/16) Government answer (11/4/16):
It is using the Oracle standard functionality which is the Oracle Subledger Accounting engine to drive transaction posting logic.
Question 2:
Is this a follow-on requirement? If so, could you please provide the incumbent contract number for this opportunity? If not, is this a new requirement? (submitted 11/4/16) Government answer (11/7/16):
This is a new requirement.
Question 3:
What is the current version of the Oracle EBS deployment at OPIC? (submitted 11/6/16) Government answer (11/7/16):
The current version is R12.1.3, which will be upgraded to R12.2.5 in January.
Question 4:
How many environments are currently available for the Oracle EBS deployment? (submitted 11/6/16) Government answer (11/7/16):
There are currently two development instances, test and production.
Question 5:
What modules of Oracle EBS does OPIC DFPM have? (submitted 11/6/16) Government answer (11/7/16):
OPIC has implemented Payables, Purchasing, Fixed Assets, Receivables, Oracle Loans and General Ledger.
Question 6:
Will OPIC pay travel related expenses for out of town contractor resources? (submitted 11/6/16) Government answer (11/7/16):
This will be a firm, fixed-priced contract. Any travel expenses anticipated or known by a bidder and the bases of estimates for those expenses should be bid as part of that total price and detailed in the cost/price volume so their reasonableness may be evaluated. OPIC does not desire to establish a T&M travel ODC CLIN for this contract but retains the right to do so if OPIC deems it is a reasonable and necessary expense to fund. Furthermore, no fee will be paid on any travel expenses deemed necessary.
Question 7:
How many standard reports currently exist? (submitted 11/6/16) Government answer (11/7/16):
Some Oracle out-of-the-box reports are used, but most of the reporting has been custom developed due to the two sets of books housed in one chart of accounts. Approximately 80 critical reports and queries may need to updated.
Question 8:
What Oracle reporting tools are currently used for distribution of reports? (submitted 11/6/16) Government answer (11/7/16):
Oracle Discoverer and Oracle Reports.
Question 9:
How many years of historical data will be required to be converted into the new Chart of Accounts structure? (submitted 11/6/16) Government answer (11/7/16):
There are approximately 20 years of data that exists, but a conversion may or may not be necessary and the vendor will need to assess the need as part of the planning phase.
Question 10:
In section III of the Attachment A – Statement of Objectives document, it states “The PWS shall describe how the contractor shall achieve the following objectives:”. However, there is no document named “PWS” included as part of this solicitation. Are you able to provide the Performance Work Statement (PWS) that is associated with this solicitation? (submitted 11/6/16) Government answer (11/7/16):
Attachment B requires bidders to submit a PWS as part of their technical volume. Attachment A provides the description of the objectives that should be addressed in the PWS that bidders are required to draft.
Question 11:
I’ve recently been in contact with 2 small minority companies who done this type of work and have been teaming partners with Oracle over the past several years. Can my company along with its teaming partner purse this effort? Most likely my company will be a sub. (submitted 11/8/16) Government answer (11/9/16):
Yes, there is nothing I’m aware of that would prevent you from participating in a team proposal for this effort. The only limitation would be the small-business subcontracting limitations in the FAR. Make sure you address that with whomever is proposing as the prime. I will amend the RFQ to include FAR clause 52.219-14 -- Limitations on Subcontracting, as it may be required by the FAR should the negotiated price of this effort exceed $150,000.
Question 12:
In your response to Question 3, it was alluded to that there will be an upgrade from Oracle R12.1.3 to R12.2.5 in January 2017. Is the upgrade under the scope of work to be completed as part of this solicitation? If yes, the Statement of Objectives and RFQ do not make any mention of an upgrade. Can you please confirm? (submitted 11/6/16) Government answer (11/7/16):
No, that scope of work is not included in this solicitation.
Question 13:
Due to the complexity of the requirements and fixed price submission, would OPIC consider an extension to the submission date in order to provide time for a well-developed PWS and implementation plan? (submitted 11/6/16) Government answer (11/7/16):
No, this effort is too time-sensitive to extend the submission deadline.
Question 14:
Will OPIC please provide the existing Accounting Flexfield segments, including identification of the balancing segment and the natural account segment? (submitted 11/10/16) Government answer (11/14/16):
Budget Year Organization Program Activity Budget Object Class Product (project number) SGL account – natural account segment Fund – balancing segment Source Report Category
Question 15:
Is Dynamic Insertion enabled in your instance of Oracle EBS? (submitted 11/10/16) Government answer (11/14/16):

Question 16:
Will OPIC please provide the current Chart of Accounts? (submitted 11/10/16) Government answer (11/14/16):

Yes, they only need to be legible.
Question 19:
Attachment C – Relevant Fact Sheet Template, will the Government clarify that it is acceptable for potential bidders to slightly modify the forms by deleting extra lines and modify spacing? Also, will the Government verify that they intend Offerors to use 12-point font, Times New Roman in completing and filling out the Relevant Fact Sheets? (submitted 11/10/16) Government answer (11/15/16):
Yes, bidders may modify the sheet as necessary. The most important aspect of the sheet is content, not page format. Bidders shall provide info for all content items listed on the fact sheet template. The font requirements are specified in the table in Attachment B, Section 1.5, along with all other page limit, font, and file format requirements for quotes.
Question 20:
Is OPIC currently preparing their budget execution report/financial statements within EBS Oracle Financials? (submitted 11/10/16) Government answer (11/15/16):
Not at this time but we plan to in the future.
Question 21:
How many interfaces are there that could be impacted by the COA redesign? (submitted 11/10/16) Government answer (11/15/16):

Yes.
Question 24:
If we identify software changes that are required for certain reports, queries, or interfaces as a result of the COA redesign, are those software changes to be made within the scope of this contract or do you have other technical support contractors who would be making those identified software changes? (submitted 11/10/16) Government answer (11/15/16):
We will need to determine those on a case-by-case basis. Our intention is to begin the next fiscal year utilizing the new COA.
Question 25:
If we identify the need for data conversion as a result of the COA redesign, is the awardee responsible for making those data conversion changes or do you have other technical support contractors who would be making those identified data changes? (submitted 11/10/16) Government answer (11/15/16):
This will be handled on a case-by-case basis as well. While we have a different contract with IT contractors capable for data conversion and cleansing, it may make sense for smaller or more technical/specific data to be converted by this contract personnel.
Question 26:
Please confirm that connectivity to OPIC's Oracle EBS will be made available to properly cleared personnel of the awardee to enable off-site work for performance of the contract. (submitted 11/10/16) Government answer (11/15/16):
Confirmed.
