ATTACHMENT B
Proposal Content and Format Amendment 1, Changes made in bold, italicized font
1.0 Proposal Format
This document provides general guidance for preparing proposals as well as specific instructions on the format of the proposal. The proposal must include all data and information requested in this document and must be submitted in accordance with these instructions. Non-conformance with these instructions may result in an unfavorable proposal evaluation. The Contracting Officer will promptly notify bidder of any decision to exclude them from the competition, whereupon the bidder may request a brief explanation of the decision.
The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal should not simply rephrase or restate the Government’s requirements, but rather shall provide convincing rationale to address how the bidder intends to meet these requirements. The bidder shall assume that the Government has no prior knowledge of their capabilities and experience and will base its evaluation on the information presented in the designated section of the bidder’s proposal and other official outside sources.
1.1 Submission of Electronic Proposals
Proposals shall be submitted via e-mail to George.sullivan@opic.gov by 5:00PM EDT on Friday, 4 November 2016. The Government reserves the right to decide whether to accept a proposal received after the response date, depending on the circumstances surrounding the late submission and the time difference between the response date and the time the proposal was actually received.
1.2 Length of Validity
The bidder shall make a clear statement in the proposal documentation that the proposal can be considered valid for one hundred twenty (120) calendar days. In compliance with FAR Subpart 4.8, the Government will retain one copy of all proposals. Unless the bidder requests otherwise, the Government will destroy extra copies of proposals.
1.3 Appropriate Markings
Be sure to apply all appropriate markings including those prescribed in accordance with Restriction on Disclosure and Use of Data, and 3.104-4, Disclosure, Protection, and Marking of Contractor Bid or Proposal Information and Source Selection Information.
1.4 Document Format Instructions
Elaborate brochures or documentation, binding, detailed artwork, or other embellishments are unnecessary and not desired.
Slides (for presentation part of proposal) shall be in landscape format, standard 4:3 ratio. Pages shall not exceed 8.5 x 11 inches in size. The minimum text size shall be 12 pt font; there is no maximum font size for text. Pages shall be formatted with content and margins that allow for normal printing (i.e. OPIC should not receive an error stating the margins or some content are beyond the printable area). Any material or data that falls outside the printable area may be excluded from evaluation at the discretion of the Contracting Officer. Legible tables, charts, graphs, and figures shall be used wherever practical to depict organizations, systems and layout, implementation schedules, and plans.
Page size (for text sections of the proposal) shall be 8.5 x 11 inches, not to include foldouts. Text size shall be no less than 12-point font, Times New Roman. Pages shall be single spaced and use at least 1-inch margins on the top and bottom and 3/4 inch side margins. Pages shall be numbered sequentially by volume. Legible tables, charts, graphs, and figures shall be used wherever practical to depict organizations, systems and layout, implementation schedules, and plans. These displays shall be clear, legible, and shall not exceed 11 x 17 inches in size.
1.5 Page Limitations
Page limitations shall be treated as maximums. If exceeded, the excess pages will not be read or considered in the evaluation of the proposal.

1.6 Evaluation of Proposals
The Government intends to review all factors in making a best value selection. Proposals will be evaluated in accordance with the Evaluation Criteria listed under FAR clause 52.212-2 in the combined synopsis/solicitation document. After all proposals have been evaluated, a contract may be awarded to the bidder whose proposal presents the best value based upon an assessment of the factors detailed in the Evaluation Criteria, tradeoffs considered.
1.7 Questions
If a bidder believes the requirements in these instructions lack clarity or contain an error, omission, discrepancy, or are unsound, the bidder shall immediately contact the Contracting Officer in writing with supporting rationale. Government responses will be posted to FedBizOpps for access by all bidders. The Contracting Officer, Mr. George Sullivan, is the sole point of contact for this acquisition. Address any questions or concerns to him via e-mail only at george.sullivan@opic.gov NLT 31 October 2016, 5:00PM EDT. No questions will be accepted or answered over telephone.

Technical capability will be assessed based on information presented by the bidder in the technical volume slide deck and based on whether the résumés submitted demonstrate the proposed support personnel meet or exceed (and if they exceed, then by how much) the key qualifications required in Section 8 of the solicitation. The technical volume shall contain the following sections that will address the bidder’s experience with and ability to perform the work detailed in Attachment A – Performance Work Statement:
1. Relevant Corporate Experience: A summary of similar work the bidder has performed or is performing, with emphasis places on support to small US Govt federal agencies, if applicable
2. Management approach: An explanation of how your company managed or is managing similar efforts in the past, including but not limited to any relevant workflow processes, compliance with federal law, regulation and policy, etc.

This is an acceptability matter; if résumés are found not to meet the key qualifications, the proposal will likely be found unacceptable. Bidders should also bear in mind that the most heavily weighted evaluation factor is technical capability (i.e. Factor I). Therefore, résumés indicating the key qualifications are comfortably exceeded will likely be found more favorable in the context of Factor I evaluation than resumes indicating key qualifications are simply met or only slightly exceed.
The résumés submitted shall, at a minimum, contain the following information, organized according to the following categories:
· Name
· Current Location (city and state, or city and country only – not full address)
· Professional Title, if applicable
· Labor category under which this individual is being proposed
· Academic credentials:
· Specific degree earned and date receive
· Full name of the academic institution from which the degree was earned
· Location of academic institution if not apparent from the institution’s name
· Professional certifications (with title and year)
· Full Professional Experience: All full-time professional work experience organized chronologically (starting with the most recent), by company/organization and the date range worked at each company/organization (e.g. 2/2001 to 12/2005)
· Relevant experience: Cite specific (e.g., 19xx-19xx, 19xx-20xx) and total number of years spent working on projects or in a professional capacity that is directly relevant to the work to be performed on this contract.
2.2.2 Signed Confirmation Letters
Bidders shall submit letters signed personally by the persons whose résumés were submitted in which those persons affirmatively declare they are willing and able to undergo a background investigation for, at the least, a public trust clearance and also will be able and willing to begin supporting OPIC upon the award of this contract.
2.2.3 Relevant Fact Sheets
Bidders shall submit at least one but nor more than six Relevant Fact Sheet (See template at Attachment C – Relevant Fact Sheet) that detail past performance on relevant prior or current contracts. By submitting a proposal, the bidder consents to the Government contacting any references provided in the Relevant Fact Sheet(s), as well as any other individuals or firms that may be able to provide relevant past performance information. Each Relevant Fact Sheets shall be no longer than 2 pages and contain at a minimum the information required in the template provided in Attachment C. Relevant facts sheets will be reviewed by the Government as part of its assessment of Factor II – Past Performance.
2.3 Cost/Price Volume
Bidders shall submit a price for the base 12-month period of performance and separate prices for four subsequent and consecutive 12-month option years for 1.5 full-time equivalent contractor support to meet the requirements detailed in Attachment A. The bidder shall present these prices only in the Excel template provided as Attachment D. Bidders shall also fill out the rate information spreadsheet in Attachment D and provide rate information for as many labor categories as the bidder feels may apply to this effort. Bidders are strongly encouraged to propose as many labor categories, rates and labor category descriptions and qualifications as they may think be possibly procured from their resources in order to meet all outcomes detailed in the PWS. If a bidder wishes to use its own format for presenting this information, it must obtain written consent from the Contracting Officer prior to submitting its proposal before doing so. In addition, the cost/price volume must contain, at a minimum, the following sections:
1. Labor rate breakdown and explanation: this section shall explain the basis for fringe, overhead and any other indirect rates applied to base labor.
