About this file
This Single Source Justification (SSJ) document details a sole-source procurement for an Alexsys 13195 Operator Console for the Vandenberg Space Force Base (VSFB). The document justifies the sole-source award to Evans Federal Solutions LLC for a custom console system, citing their prior experience with the 30th SLD and ability to build custom consoles that fit the existing operational space. The procurement includes multiple components such as a High Pressure Laminate panel finish, Base Reduced Depth Console, Reduced Depth Mitre kit, HPL Work Surface, Slatwall systems, monitor arms, power bars, and other custom accessories.
Market research efforts included posting Requests for Information (RFIs) on GSA 2GIT and NASA SEWP from 02/18/2025 to 02/25/2025, which yielded zero quotes. A subsequent search of part numbers confirmed only Evans Federal Solutions LLC as a vendor for these specific components. The total estimated contract cost is redacted, with delivery not to exceed 60 days After Receipt of Order (ARO). The justification notes that changing vendors would require significant redesign costs, estimated to be substantial, and potentially disrupt the existing Operational Support System (OSS) laboratory configuration.

Section C: Justification for Soliciting from a Single Source or Brand Name
FAR 16.505(a)(4)(i) "The contracting officer must justify restricting consideration to an item peculiar to one manufacturer (e.g., a particular brand-name, product, or a feature of a product that is peculiar to one manufacturer). A brand-name item, even if available on more than one contract, is an item peculiar to one manufacturer. Brand-name specifications shall not be used unless the particular brand-name, product, or feature is essential to the Government's requirements and market research indicates other companies' similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency's needs.
Evans is the contractor that the 30th SLD has already purchased some of these consoles from, so we need to use this contractor because they have the ability to build custom consoles that will fit in the space that is available and work with the existing consoles.
If the Program was not able to acquire the operator console from Evans Federal Solutions than they would not have the ability to match the consoles that are currently in use in the OSS. Evans has the ability to custom build operator consoles to fit in the available space and match the rest of the operator consoles currently in use. If the program were to use a different contractor to fulfill this contract it would require a full revamp of the OSS consoles and would require two engineers to travel TDY and redesign the OSS LAB. There would also be additional incurred costs due to additional spares that would be needed to be kept on hand. This would cost the government upwards of $ and take approximately engineer hours to include TDY, engineering services for redesign, additional training, additional man hours, and additional spares. This additional cost would not be able to be recouped in savings with using a different vendor.
Section D: Efforts to Obtain Competition
An RFI was posted to GSA 2GIT (RFI# RFQ1744432) from 02/18/2025 and closed 02/25/2025 with 0 quotes received back. An RFQ was also posted to NASA SEWP (RFI# 335833) from 02/18/2025 and closed 02/25/2025 with 0 quotes received back. A search of all part numbers on GSA 2GIT was conducted and 0 products were found and a search of NASA SEWP was conducted on all part numbers and only 1 vendor was listed with those part numbers through Evans Federal Solutions LLC. A Sole Source acquisition is recommended.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
It is anticipated that brand name justification will be required in the future until a complete overhaul or replacement of the current system is required. However the government will continue to search the market for alternatives. Should a new product come to market that is compatible, the team will evaluate that product as well.
