Such orders may be issued from the start of the period of performance through end of the period of performance.
(b) All delivery orders or task orders are subject to the terms and conditions of this contract. In the event of conflict between a delivery order or task order and this contract, the contract shall control.

(End of clause)
FAR 52.216-19 Order Limitations. Order Limitations (Oct 1995)

(b) Maximum order. The Contractor is not obligated to honor—

(d) Notwithstanding paragraphs (b) and (c) of this section, the Contractor shall honor any order exceeding the maximum order limitations in paragraph (b), unless that order (or orders) is returned to the ordering office within 3 days after issuance, with written notice stating the Contractor’s intent not to ship the item (or items) called for and the reasons. (b) Delivery or performance shall be made only as authorized by orders issued in accordance with the Ordering clause. The Contractor shall furnish to the Government, when and if ordered, the supplies or services specified in the Schedule up to and including the quantity designated in the https://www.acquisition.gov/far/current/html/52_216.html#wp1115057 https://www.acquisition.gov/far/current/html/52_216.html#wp1115057

Instructions for Submitting Proposals
A. General Instructions
Proposal Purpose and Obligations Offerors are requested to demonstrate their ability to perform the statement of work successfully through a written proposal. It is the Offeror’s responsibility to ensure the completeness of its proposal. Except as otherwise provided in this RFP, the evaluation of proposals will be conducted on the basis of information contained in the proposal, and the Government will not assume that an Offeror offers a product or possesses any capability not specified in the proposal. Offerors that fail to provide in their initial proposal all information required by this RFP may not be further considered, especially if the Contracting Officer determines that substantial revisions or addenda to the Offeror’s proposal would be required to permit initial evaluation or if the incomplete proposal appears to be due to a lack of diligence or competence of the Offeror.
HHS will rely substantially on the information provided by the Offerors to evaluate the proposals.
Offerors must follow the instructions set forth in this RFP, providing all requested information.
The HHS intends to make award based on the offeror’s initial proposal submissions. Offerors are advised that deviations from the requirements of the RFP will render the proposal unacceptable, unless: (1) the HHS elects to establish a competitive range in which the Offeror is included, and the Offeror revises its proposal to comply with the RFP as currently written.
Preliminary Inventory The Government will conduct a physical inventory of each proposal to insure receipt of the required documentation and information. Proposals submitted that provide too little information to preclude an informed initial evaluation will not be further considered.
Proposal Parts Written proposals shall be submitted in two distinct Parts respectively labeled as "Part I" and, "Part II", and submitted as two distinct, clearly labeled electronic files. Each proposal Part shall be further divided into sections as described. Part II shall be divided by Technical Approach, Management Approach, and Past Performance.

The type color for all documents submitted (including charts and graphs) shall be black. Bolding, underlining, and italics may be used to identify topic demarcations or points of emphasis.
