VHAPM Part 813.106 Page 1 of 2 Original Date: 08/30/17 Revision 02 Eff Date: 03/31/2020
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C24221AP1195
1. Contracting Activity and Agency:
Department of Veterans Affairs Department of Veterans Affairs Network Contracting Office 2 VA Medical Center 76 Veterans Avenue 76 Veterans Avenue Bath, NY 14810 Bath, NY 14810
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
Purchase and install sensors, BACnet field controllers, and expansion modules that monitor, trend and alarm the refrigerator/freezers temperature at the Bath facility (main campus) as well as the remote sensors at the Wellsville, Wellsboro, Coudersport and Elmira Community Based Outpatient Clinics (CBOCs). This procurement action specifically requires the Trane Tracer sensor/alarm monitoring system because the Bath facility currently uses the Trane Building Automation System (BAS) which manages and controls the building systems for space temperatures, as well as monitoring of the water quality for the many building located on the Bath campus facility. The main campus pharmacy refrigerator /freezer temperature sensors and the remote refrigerator/freezers at the Wellsville, Wellsboro, Coudersport and Elmira CBOCs will be added to the existing campus wide Trane Tracer Ensemble BAS System. Each temperature sensor will be monitored, trended and alarmed. The remote locations will have a stand-alone web based controller that can be accessed securely using the internet. Trend reports can be emailed on a daily or weekly basis. Each authorized user will have a user-name and encrypted password for secure remote access. The trend data will be stored on the Trane Ensemble server that already exists at the Bath facility.
Specific requirements for the Bath Main Campus facility and the four (4) Community Based Outpatient Clinics are listed on the attached Statement of Work.
Estimated cost:
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The Trane system is independent of any IT system at the Bath main campus and the COBCs, which ensures a 100% “up-time” as opposed to IT systems which are, on average, 95% reliable.
The Trane system proposed utilizes cellular technology to transmit data and alarms to ends users and the engineering staff in the event of failures or out of temperature ranges 24/7/365.
The Bath facility and its CBOCs currently use paper chart recorders for temperature monitoring.
However, VA Central Office (VACO) now requires that the temperature monitoring system 100% automated/electronic. Any offeror must be able to integrate 100% to our current Trane BMS

VHAPM Part 813.106 Page 2 of 2 Original Date: 08/30/17 Revision 02 Eff Date: 03/31/2020 and must be BACnet certified, i.e., meets the national standard for BACnet and can communicate with any system without a work around). The installed system must be able to ride on the facility’s Building Automation System backbone (Trane Tracer) independently of the VA’s network.
4. Description of market research conducted and results or statement why it was not conducted:
There are other web-based remote temperature monitoring sensors systems for pharmacy refrigerators/freezers and at least two other systems have recently been purchased by NCO2 Contracting personnel. However, it’s imperative that the remote monitoring system is a Trane manufactured system that can ride successfully on the current Trane BAS system.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
Note: COs are required to make a determination of price reasonableness IAW FAR 13.106-3. See the S19 Open Market (FAR13) Award Documentation Form with Abstract to document price reasonableness.
