The 250 CFM minimum to 250 CFM maximum Air Compressor is used for rapid deployment in support of contingency/relief operations.

Revised language:

The towable diesel air compressor is used for rapid deployment in support of contingency/relief operations. The Government’s target output is approximately 250 CFM at 100 PSI; however, the Government will consider units with a minimum rated output of 185 CFM at 100 PSI, provided the unit otherwise meets the Government’s operational needs and the requirements of this RFQ.

9. Attachment 2 – Specification / Compliance Matrix, Section 1.5

Section 1.5 is deleted in its entirety and replaced with the following:

Original language:

Produce / deliver 250 max CFM at 100 PSI and must deliver continuous maximum CFM without degradation.

Revised language:

Produce / deliver a minimum rated output of 185 CFM at 100 PSI. The Government’s target output is approximately 250 CFM at 100 PSI.

Compressors rated above 250 CFM at 100 PSI may be acceptable, provided the offered unit otherwise meets the RFQ requirements. The offered unit must deliver its rated CFM continuously without degradation.

Quoters shall identify the proposed unit’s rated CFM at 100 PSI and any deviation from this requirement.

10. Basis of Award

Award will be made on a lowest-price technically acceptable basis.

Lowest price technically acceptable, as defined in this RFQ, is the lowest-priced quote submitted by a responsible quoter offering equipment that meets the requirements of this RFQ, including:

● Minimum rated output of 185 CFM at 100 PSI;

● JP-8/F24 compatibility;

● Towable configuration;

● Required delivery;

● Technical manual deliverables; and

● Applicable requirements of Attachment 2, Specification / Compliance Matrix.

Technical acceptability will be determined based on the completed COMPLY/EXCEPTION requirements checklist, manufacturer specification sheet or technical literature for the offered make and model, completed Bill of Materials / Price Quote Sheet, and any other information submitted with the quote.

The Government will evaluate the total quoted price shown on Attachment 1, Bill of Materials / Price Quote Sheet.

The Government will determine the acceptability of any noted exceptions or deviations.

Equipment with CFM ratings above the minimum acceptable output may be considered technically acceptable if it otherwise meets the RFQ requirements; however, no additional evaluation credit will be given for CFM above the minimum acceptable requirement.

Award will be made to the lowest-priced technically acceptable quote.

The Government reserves the right to make an award based on the initial quote submission without exchanges or negotiations. The Government also reserves the right to make no award.
