About this file

This is a Description of Intended Single Source Purchase (Form PUR 7776) from the Florida Department of Revenue for OPCON subscription and support services from Unisoft International, Inc., dba SMA Technologies. The service includes subscription and support for the Department's OPCON automated batch job scheduling system, with a three-year term from July 1, 2025, through June 30, 2028. The scope includes 10 Production OpCon Servers, 25 Non-Production Servers, 10 Fail Over Servers, capacity for 1600 tasks per day in Production, unlimited agents for various platforms, OpCon applications and technical connectors, self-service, deployment tools, API access, Vision functionality, initial remote installation, basic training, and 40 hours of annual consulting services. The posting date is February 10, 2025, with a last day for receipt of information on March 3, 2025.

The estimated contract value is $708,524.48. This is being pursued as a single-source procurement because SMA Technologies has indicated via letter that this is their proprietary subscription software package and they are the only source for support. The system is critical for the Department's operations, handling both General Taxes and Child Support Programs, running 24/7 with real-time data replication to Atlanta. The system processes files from multiple agencies including IRS, DCF, HSMV, DEP, DBPR, and Clerk of Courts, making continuous operation essential to avoid service interruptions for Department customers.

OPCON is DOR’s automated batch job scheduling system for both General Taxes and Child Support Programs. DOR OPCON schedules and runs jobs 24/7, replicating this data to DOR OPCON DR in near real time to Atlanta. It is a multi-platform system which runs Windows, Unix, and SAP related jobs. Files are received from the IRS, DCF, HSMV, DEP, DBPR, Clerk of Courts, etc. An OPCON mechanism is in place to trigger jobs to add to the scheduler, upon file detection from files received by State, Federal, and private agencies. DOR OPCON and DOR OPCON DR must be running at all times as to not interrupt the timing of updates to our databases. If the system shuts down, it will cause an interruption in service for many of the Departments customers.

The Deaprtment received a letter from SMA Technologies, Inc. stating this is a proprietary subscription software package, and it is only supported by SMA Technolgies.
