Hill Air Force Base/ Air Force Sustainment Center OO-ALC Channel Update Synopsis
Date: 3/24/2025
Description: The government has requirements for a mass communication, cloud-based, FedRAMP (Federal Risk & Authorization Management Program) approved, commercial solution platform that displays a variety of digital signage solutions on a government managed unclassified network via TV monitors in a variety of geographically separated units. Will require Authority to Operate or Authority to Connect. The totality of requirements encompasses: hardware purchasing, installation and maintenance of all hardware and software services, maintenance support and remote support, training on usage of all hardware and software service components for a total of 8 geographically separated units (only one outside the country) as well as to include a myriad of buildings at each site location. This display system service and TV monitors will be used by the Commander, leadership, and thousands of employees alike in their work areas to improve workforce engagement, communication and ultimately retention.
All TV's, hardware and software must be installed prior to testing. All TV monitors, sound, and closed captioning functions will need to perform at least a 95% success rate. Web-casting shall be able to be real-time and displayed at all geographically separated units. If networks are down or system errors occur, they need to be fixed within a 24-hour period.
The Government intends to use a phased approach to the requirement as follows:
• Year 1: 37 TVs in 15 blds/locations
• Year 2: 62 TVs in 51 blds/locations
• Year 3: 48 TVs in 39 bldgs/locations around world
• Year 4: Customer Support/Sustainment
• Year 5: Customer Support/Sustainment
Note: Vendors must be Federal Risk and Authorization Management Program (FedRAMP) approved.
FedRAMP lists cloud-based applications that have gone through Government security assessment and are approved for use on Government networks. The Government anticipates issuing a solicitation that requests proposals that include a demonstration of FedRAMP approved software that is listed on the DoDIN APL and has an Authority to Operate (ATO) for use on the US Air Force NIPRnet. Interested vendors currently not approved should prioritize being approved to be eligible for an award for the anticipated solicitation.
Set Aside: This is a Total Small Business Set Aside under 541512 - Computer Systems Design Services with small business size standard of $34M. The Product Service Code (PSC) is DA01 - IT and Telecom— Business Application/Application Development Support Services (Labor).
