About this file
This is a Memorandum for Record documenting a competition restriction decision by the Department of the Air Force, 763D Enterprise Sourcing Squadron at Scott Air Force Base, Illinois, dated 12 August 2026.
The contracting officer, Monica Holtmann (NH-03, DAF), has determined that only one responsible source is available to meet Headquarters Air Mobility Command's (HQ AMC/A9) requirement for continued procurement of Command Professional Edition (CPE) Premium licenses. The acquisition supports critical operational continuity in the command's advanced electronic warfare analytical and deep mobility logistics modeling environments, directly supporting National Defense Strategy requirements. Market research confirms that while multiple authorized resellers offer CPE Premium licenses, they are limited to single-year contract offerings. The government's mandatory requirement for a three-year Period of Performance (Base Year plus two Option Years) cannot be met by other vendors without introducing unacceptable mission risk, potential lapses in critical electronic warfare and logistics modeling continuity, and duplicative administrative costs. Based on this analysis, the contracting officer has invoked RFO 12.102(a) to restrict competition and establish sole-source procurement authority for this acquisition, which is valued at or below the Simplified Acquisition Threshold (SAT).

DEPARTMENT OF THE AIR FORCE
763D ENTERPRISE SOURCING SQUADRON
SCOTT AIR FORCE BASE ILLINOIS
12 August 2026
MEMORANDUM FOR RECORD
SUBJECT: DOCUMENTATION FOR RESTRICTING COMPETITION IAW RFO 12.102(a)
1. Pursuant to RFO 12.102(a), the decision to restrict competition is documented below. Under streamlined guidelines, this document establishes that only one source is capable of meeting the command’s specific operational needs for acquisitions valued at or below the SAT.
a. Headquarters Air Mobility Command (HQ AMC/A9) requires the continued procurement of Command Professional Edition (CPE) Premium licenses. This acquisition is critical to maintaining operational continuity within the command’s advanced electronic warfare analytical and deep mobility logistics modeling environments, directly supporting National Defense
Strategy (NDS) requirements
2. Market research confirms that while multiple authorized resellers offer Command Professional
Edition (CPE) Premium licenses, due to lack of competition on companies that can offer more than a one year contract option, only one source can meet the Government’s mandatory requirement for a three-year Period of Performance (Base Year plus two Option Years). Based on market research other authorized vendors surveyed are limited to single-year offerings. Procuring these licenses on an annual basis via separate contracts introduces unacceptable mission risk, potential lapses in critical electronic warfare and logistics modeling continuity, and duplicative administrative costs.
3. Based on the foregoing, I have determined that the circumstances of this acquisition deem that there is only one responsible source reasonably available to provide the Government with the licenses for the required timeline of this acquisition.
MONICA HOLTMANN, NH-03, DAF
