About this file
This is a Memorandum for Record documenting a justification for restricting competition to a single brand-name source under Federal Acquisition Regulation (FAR) 12.102(a). The Department of the Air Force, 763D Enterprise Sourcing Squadron at Scott Air Force Base, Illinois, seeks to procure CPE Premium software licenses as the sole source for a three-year contract with a base year plus two option years. The acquisition involves purchasing three licenses annually, with the total contract value remaining below the Simplified Acquisition Threshold (SAT).
The contracting officer, Monica Holtmann (NH-03, DAF), justifies the single-source restriction on two technical grounds. First, the command's current operational network architecture utilizes CPE Premium licenses, and procuring alternative brands would prevent native system integration, cause system failure, and disrupt operational workflows. Second, CPE Premium licenses employ proprietary protocols that are mission-critical and cannot be replicated by competing software brands. Based on this analysis, the contracting officer determined that only CPE Premium licenses are reasonably available to meet the government's specific operational requirements.

MEMORANDUM FOR RECORD
SUBJECT: DOCUMENTATION FOR RESTRICTING COMPETITION IAW RFO 12.102(a)
1. Pursuant to RFO 12.102(a), the decision to restrict competition to a brand-name description is documented below. Under streamlined guidelines, this document establishes that only one brand-name source is capable of meeting the command’s specific operational needs for acquisitions valued at or below the SAT.
a. Purchasing three (3) licenses each year at estimated each license
b. Base year plus two additional option years resulting in a three (3) year contract
c. Estimated Total Value: remaining under the Simplified Acquisition Threshold
2. The requested CPE Premium licenses are the only software product capable of fulfilling the Government’s requirement because:
a. System Interoperability: The command’s current operational network architecture utilizes CPE Premium licenses. Procuring any other brand of professional licenses would prevent native integration, cause system failure, and disrupt day-to-day command workflows.
b. Technical Exclusivity: The CPE Premium licenses utilize proprietary protocols required for this mission. No other known software brand can provide these features.
3. Based on the foregoing, I have determined that the circumstances of this acquisition deem only the specified brand name reasonably available
