III. General Scope of Work

It is the intent of the County to select an on-call list of qualified firms using a qualifications-based selection process to provide these services on an as-needed basis. Selection criteria will include, but is not necessarily limited to, qualifications of the firms proposed project team, demonstrated experience and expertise in the field of interest, submittal completeness, the firm’s resources and capacity, ability of the firm to work in partnership with

County staff, management, and other consultants and contractors who may be part of a project, and the ability of the firm to respond in a timely manner to any issues that may arise. This is not a design-build solicitation; this is a qualified RFQ vendor list for case-by-case individual projects.

The list shall be effective for a period of two (2) years with an option to extend for additional one-year periods, not to exceed two additional years, or a maximum of four (4) total years from the effective date of the list.

Selection by the County for the on-call list is not a guarantee that any firm will receive a project. As projects arise, the County shall review the firms on the list and determine the most qualified firm to perform work on a specific project. The County makes no guarantee of a specific volume of work or a total contracted amount arising from this solicitation. Additionally, the County makes no guarantee that the quantity of work (whether measured in monetary terms or otherwise) will be distributed equally or in accordance with any other specific criteria among the firms on the list.

These On-Call services may involve facilities that could require adherence to DHSR guidelines and are a general-purpose service within the given capabilities of the applicant. Projects may occur across a variety of County facilities, including but not limited to detention centers, health-related centers, social services buildings, courts, financial centers, technical facilities, and agricultural facilities. Work may involve interior, exterior, and site/ground construction or repair, as well as engineering and architectural study data.

Guilford County hosts several properties that require 24/7 repairs, design improvements, as well as proposed structures that the County has an interest in purchasing or designing from the ground up. A majority of the

County-owned structures are commercial-grade buildings, ranging from one level to seven levels, in addition to a few residential properties. Many of which have some forms of retaining walls, basements, curtains, vehicle infrastructure such as parking decks, garages, sally ports, and tunnels.

Firms shall provide a separate submittal for each discipline for which they wish to be considered. Firms should tailor their submittal to provide the most information as to their qualifications, personnel and experience in the work areas specified.

While it is the County’s intent to utilize the list for capital improvement projects over the four (4) year period, the

County reserves the right to issue separate solicitations for specific projects when it is determined to be in the

County's best interest to do so. In such cases, all firms currently included on the list would be invited to participate. The County also reserves the right to include firms that are not included on the list resulting from this solicitation.

The County reserves the right to accept qualification-based submittals from new firms at its discretion and, upon evaluation, add new firms to the list if it is determined to be in the County's best interest. New firms shall be defined as those firms that express an interest in working with the County and do not receive or decline an invitation to submit a qualifications package in response to the County’s original request.

Firms selected must be willing to work with other firms on the list, if required by the County, to successfully complete a project.

Selected firms shall agree to provide information regarding changes in ownership, operation, or personnel to the

County in a timely manner. The County, upon evaluation of information received, reserves the right to remove a firm from the list.

Upon selection of a firm for a particular project the firm and the County shall negotiate and agree on the scope of work, responsibilities, and compensation for the project, after which work authorization for the project will be executed by the firm and the County.

All information and materials submitted in response to this solicitation shall become the property of Guilford

County and shall be subject to the provisions of the North Carolina public record laws.
