About this file

This document is a Questions and Answers (Q&A) addendum for the Request for Proposals (RFP) for On-Call Planning Services issued by Huerfano County, Colorado. The Q&A clarifies key details about work expectations for the proposed contract, specifically addressing the nature of remote versus in-person work requirements. The County expects the majority of day-to-day planning work to be performed remotely, with the consultant required to attend in-person hearings before the Planning Commission and Board of County Commissioners. In a typical month, the consultant would be expected to be physically present at County offices for approximately 3-4 days, including attending meetings, workshops, site visits, and meetings with applicants that cannot be conducted remotely.

The document reveals the County's flexibility regarding work arrangements, confirming that most planning services can be conducted remotely, including Floodplain Manager duties. The RFP seeks a contract planner for a two-year period with potential renewal, focusing on land use planning services for the Huerfano County Land Use and Building Department. The scope includes application review, code revisions, and regulatory updates. The Q&A specifically addresses potential bidders' concerns about work location and frequency of in-person engagement, demonstrating the County's openness to hybrid work models while maintaining necessary in-person interactions for critical planning and review processes.

Request for Proposals:

On-Call Planning Services

Questions and Answers February 16, 2024

Q: Does the County expect planning services to be performed by the consultant on-site at County offices, or can work be performed remotely?

Q: Our question pertains to the nature of the work in terms of whether the review and support work can be primarily conducted remotely and whether attendance at public hearings is virtual or in person? In other words, approximately how frequently should we anticipate being in person at the County offices.

Q: Item #6 in the RFP describes working closely with the Planning Commission and the Land Use and Building Department Staff. What is the County’s expectation regarding in-person vs. remote work in providing on-call planning services? Is the County open to a fully remote consultant for on-call planning services?

A: The majority of the day-to-day work of the consultant can be performed remotely. We expect the consultant to attend in person for hearings before the Planning Commission or Board of County Commissioners. We would prefer the consultant to attend meetings and workshops of the Planning Commission, as well as BOCC meetings where applications will be discussed, in person whenever possible. We also expect the consultant will occasionally need to be present in person for site visits or meetings with applicants that cannot be done remotely. In a typical month this would mean 3 days in the County, occasionally 4.

Q: Does the County need a Floodplain Manager on-site, or can work be performed remotely?

The Floodplain Manager work can be performed remotely.
