On-Call Contract Policy Manual Summary

This is an On-Call Contract Policy Manual document issued by Beaufort County, South Carolina, governing the administration and management of on-call transportation roadway design and engineering services. The County seeks qualifications from up to five consulting firms to provide preliminary plans, right-of-way plans, and final construction plans for roadway design, intersection improvements, bicycle/pedestrian facilities, transit facilities, and related transportation projects on an as-needed basis. The scope of services encompasses surveys, conceptual designs, cost estimates, subsurface utility engineering, utility relocation coordination, hydrology and hydraulic design, roadway and structural design, environmental and NEPA studies, permitting, traffic studies, maintenance of traffic design, value engineering, lighting and landscape design, signal design, noise barrier design, and construction support services. A non-mandatory pre-proposal meeting is scheduled for 2:00 p.m. EST on Tuesday, March 3, 2026. Prospective respondents may submit questions until 5:00 p.m. EST on Wednesday, March 11, 2026, with qualifications due by 3:00 p.m. EST on Thursday, March 26, 2026. All responses must be submitted electronically through the Procurement Portal. The contract will be structured as a one-year on-call agreement with two optional one-year renewals for a total potential term of three years, with a maximum annual contract value of $1,000,000 per year per selected consultant.

Pricing will be negotiated following selection based on direct salary costs, overhead costs, direct non-salary expenses, and a profit rate applied to estimated costs. The RFQ does not establish explicit set-aside designations for disadvantaged enterprises, and no incumbent vendors or current contractors are identified in the solicitation materials. Beaufort County anticipates negotiating initially with the highest-ranked firm, with potential extension to other highly-ranked firms if initial negotiations are unsuccessful. Qualifications will be evaluated on experience (20 points), quality control processes (20 points), familiarity with Beaufort County and South Carolina Department of Transportation regulations (20 points), past performance (20 points), and staff availability and responsiveness (20 points). Funding sources include C-Funds, future sales tax, Road Use Fees, current and future transportation impact fees, and grant funding opportunities. The solicitation does not commit the County to award a contract, and the County reserves the right to reject any or all qualifications, cancel the solicitation in part or entirely, or negotiate with any qualified firm.
