About this file
This is an On-Call Contract Policy Manual related to Beaufort County, South Carolina's Request for Qualifications for On-Call Transportation Roadway Construction Management and Construction Engineering and Inspection (CE&I) Services. The County intends to establish contracts with up to five qualified consulting firms to provide construction management and coordination, inspection services, utility coordination, project records maintenance, shop drawing reviews, and technical inspection across various transportation projects on a countywide, as-needed basis. The RFQ specifically seeks firms with expertise in concrete, foundations, soils, earthwork, asphalt roadway, and erosion control. A non-mandatory pre-proposal meeting is scheduled for March 5, 2026 at 2:00 pm EST, with qualification statements due electronically through the Procurement Portal by 3:00 pm EST on March 25, 2026. Questions must be submitted by March 12, 2026, with responses posted as addenda. The contract term is one year with two optional one-year renewals, providing a potential total of three years, with a maximum annual contract value per consultant not to exceed $1,000,000.
Evaluation will be based on four equally weighted criteria (25 points each): experience and technical competence of staff, familiarity with Beaufort County and SCDOT/FHWA regulations, past performance on similar projects, and availability of proposed staff. Submission packages must not exceed ten double-sided pages and include an executive summary, team qualifications and organization chart, project experience summaries from the past five years, examples of engineering judgment in resolving construction challenges, and demonstrated capability to manage multiple projects simultaneously with a minimum of 75% production internally required. Required insurance includes Workers' Compensation, Commercial General Liability ($1,000,000 each occurrence/$2,000,000 aggregate), Comprehensive Automobile Liability ($500,000 combined single limit), Umbrella Liability ($2,000,000), and Professional Liability/Errors & Omissions ($1,000,000 per occurrence). Prime contractors may serve as subconsultants on other teams only if their role does not exceed 10% of contract value. Contract funding sources include C-Funds, future sales tax, Road Use Fees, current and future transportation impact fees, and grant funding opportunities. The contract is subject to Title VI Civil Rights Act compliance and applicable state and federal procurement standards, with Beaufort County reserving the right to reject any or all qualifications, negotiate with all qualified firms, or cancel the solicitation.
