About this file

This is a Request for Qualifications (RFQ) scope of work document issued by Beaufort County, South Carolina, for Construction Management/Construction Engineering and Inspection (CE&I) Services. The County seeks to establish an on-call contract with up to five qualified consulting firms to provide construction management, engineering inspection, and testing services on a county-wide, as-needed basis across various transportation projects. The services encompass contractor management, inspection and testing in concrete, foundations, earthwork, drainage, erosion control, traffic control, asphalt roadway and plant operations, and signal installation. The contract term is one year with two optional one-year renewals for a total potential duration of three years. Specific response deadlines, site visits, and bidders' conferences are not identified in this document; however, firms are advised that oral presentations and discussions with responsible offerors may be requested following the qualification submission opening. The submission package must not exceed ten double-sided pages and should include an executive summary, team qualifications and organization chart, project experience summaries from the past five years, examples of engineering judgment in resolving construction challenges, familiarity with local, state, and federal standards, and demonstrated capability to manage multiple projects simultaneously.

The maximum annual contract value per consultant is $1,000,000, with the total annual spending across all five selected firms not to exceed this per-consultant limit. Selection criteria emphasize staff experience and technical competence, familiarity with Beaufort County, SCDOT, and FHWA regulations and procedures, past performance on similar projects and with Beaufort County, staff availability and responsiveness, and the ability to complete assigned work with internal staffing (minimum 75% production internally required). The contract is funded through multiple transportation funding sources including C-Funds, future sales tax, Road Use Fees, current and future transportation impact fees, and grant funding opportunities. Prime contractors applying for the contract may serve as subconsultants on other teams only if their role does not exceed 10% of contract value, and consultants must attempt to provide inspection services using internal staff before utilizing subcontractors. All project records, documentation, and materials testing results shall be maintained and made available to the County as requested or upon project completion.
