About this file
This is an On-Call Contract Policy Manual for Beaufort County, South Carolina, establishing procedures and requirements for on-call transportation roadway Construction Engineering and Inspection (CE&I) services. Beaufort County seeks to establish contracts with up to five qualified consulting firms to provide construction management and coordination, inspection services, utility coordination, project records maintenance, shop drawing reviews, and technical inspection in specialized areas including concrete, foundations, soils, earthwork, asphalt roadway, and erosion control. Qualification statements must be submitted electronically through the Procurement Portal no later than 3:00 pm EST on March 25, 2026. A non-mandatory pre-proposal meeting is scheduled for March 5, 2026 at 2:00 pm EST, and questions must be submitted by March 12, 2026. The contract term is one year with two optional one-year renewals available, providing up to three years of potential contract duration. Submission packages must not exceed ten double-sided pages and should include an executive summary, team qualifications and organization chart, project experience summaries from the past five years, examples of engineering judgment in resolving construction challenges, and demonstrated capability to manage multiple projects simultaneously.
Evaluation will be based on four equally weighted criteria (25 points each): experience and technical competence of staff, familiarity with Beaufort County and SCDOT/FHWA regulations, past performance on similar projects, and availability of proposed staff. The maximum annual contract value per consultant does not exceed $1,000,000. Required insurance includes Workers' Compensation, Commercial General Liability ($1,000,000 each occurrence/$2,000,000 aggregate), Comprehensive Automobile Liability ($500,000 combined single limit), Umbrella Liability ($2,000,000), and Professional Liability/Errors & Omissions ($1,000,000 per occurrence). Consultants must attempt to provide inspection services using internal staff before utilizing subcontractors, with a minimum of 75% production required internally. Prime contractors may serve as subconsultants on other teams only if their role does not exceed 10% of contract value. The contract is subject to Title VI Civil Rights Act compliance and applicable state and federal procurement standards. Contract funding sources include C-Funds, future sales tax, Road Use Fees, current and future transportation impact fees, and grant funding opportunities.
