This Request for Proposal (RFP #2026-PURB RFP-0063) is issued by the County of Sacramento, Department of Waste Management & Recycling, soliciting qualified construction quality assurance (CQA) firms to provide on-call monitoring, field and laboratory testing, and reporting services for base liner system and final cover system construction at the Kiefer Landfill facility located at 12701 Kiefer Boulevard, Sloughhouse, California 95683. The primary services include emergency repair documentation and CQA oversight for the landfill's liner systems, which serve as environmental barriers containing waste and waste constituents. The County requires CQA services to document emergency repairs, perform materials assessment and qualification testing, conduct geosynthetics and earthwork observation, and prepare certified engineer reports for Regional Water Quality Control Board submission. A non-mandatory pre-proposal meeting is scheduled for August 5, 2026, at 9:00 am at the Kiefer Landfill site. The deadline for submitting questions is August 12, 2026, at 3:00 pm, and proposals must be submitted electronically via OpenGov Procurement by August 24, 2026, at 3:00 pm. The contract will be executed using the County's standard consulting agreement (Attachment E), and the contract award must be approved by the County Board of Supervisors or its designee before becoming effective.

Proposals must not exceed 10 pages plus a separate cost rate schedule and must include detailed cost information for mobilization, personnel, equipment, materials, and expenses with unit rates for all anticipated labor categories and an escalation factor for equipment and materials costs billed at cost-plus. Evaluation criteria include the quality of proposed services, firm experience and staff qualifications, proposal compliance with format and content requirements, and overall project value as determined through a trade-off analysis between cost and other evaluation criteria. The County reserves the right to establish a short list of proposers for further interviews or demonstrations at its sole discretion. Proposers must certify independent contractor status (five or more full-time employees), compliance with child support reporting requirements, and compliance with state and federal employment reporting requirements. The contract will require compliance with the County's standard terms and conditions, including insurance provisions, or proposers may redline specific provisions for negotiation purposes.

Request for Proposal #2026-PURB RFP-0063 Title: On-Call Construction Quality Assurance Services for Kiefer Landfill

1. Introduction

1.1. Summary

The County of Sacramento, Department of Waste Management & Recycling (DWMR) is soliciting proposals from qualified construction quality assurance (CQA) firms to perform construction monitoring, field and laboratory testing, and reporting associated with miscellaneous base liner system and / or final cover system construction for the Kiefer Landfill facility (KLF) on an on-call basis. CQA services will be performed in conjunction with the actual liner system or cover system construction performed by a separate contractor.

The KLF is located in southeastern Sacramento County at 12701 Kiefer Boulevard, Sloughhouse, California 95683.

Damage to the liner system affects the integrity of this environmental barrier and shall be repaired before covering the damaged liner with waste. Due to limitations on locations for active waste placement, repairs may be of a very high priority to maintain service for the waste stream entering the landfill. As such, emergency repairs will be needed on an on-call basis to keep the landfill operation running efficiently. Whenever emergency repairs are needed, CQA services will be also be needed to document the repairs.

In addition to emergency repairs, CQA services are also needed for materials used for the base liner system or final cover system to qualify such materials as meeting regulatory-approved specifications. Such materials may include sideslope leachate collection and removal system (LCRS) soil, final cover soil, or other materials placed by the landfill operator that may need laboratory testing to document that it meets regulatory requirements.

1.2. Background

The County owns and operates the KLF for the disposal of Class III municipal solid waste, servicing the residences and businesses within the County of Sacramento and nearby cities. Periodically, the KLF extends the landfill base liner system to incorporate more airspace to deposit waste. The landfill liner system is a subsurface barrier that contains waste and waste constituents from being released into the surrounding environment. The landfill final cover system is the final layer over landfilled refuse that controls the infiltration of stormwater, release of landfill gases, and protection against burrowing vectors.

The Kiefer Landfill is permitted for base liner systems in Modules M1L through M11. Module M1 (the original unlined area) was opened for waste fill operations in the summer of 1967. Module M-1L was opened for waste fill operations in March 1994 with the first base liner system. Currently, landfilling is occurring in Module M4. Modules 5 through 11 will be constructed in the future to meet the demand for disposal service. Five phases of final cover system have been placed over Module 1, and are being maintained indefinitely.

Since the landfill liner has been constructed in multiple phases, the liner system components and material types vary. A summary of the various liner system components is included with this RFP as

Attachment A

2.2. General Rules

2.2.1 Overview

This Request for Proposals ("RFP") is an invitation for proposers to submit a proposal to the County. This

RFP does not commit the County to award a contract to any proposer. Submission of a proposal shall neither obligate nor entitle a proposer to enter into a contract with the County.

2.2.2 Proposal format and content

When submitting a proposal, proposers must follow the format and contents detailed in Section 5 below. Failure to do so will likely prolong the evaluation process and could result in a proposal not being considered.

2.2.3 Proposal submission

Proposals must be received BEFORE 3:00 pm on Monday, August 24, 2026 electronically via OpenGov.

Failure to submit a proposal on time may be grounds for rejection of the proposal; however, the County reserves the right, in its sole and absolute discretion, to accept proposals after the proposal due date.

2.2.4 Questions and communication

Questions concerning this RFP must be submitted in the project Q&A section in OpenGov Procurement by 3:00 pm on Wednesday, August 12, 2026.

Questions received via phone or e-mail to direct points of contact for this RFP will not be considered nor responded to. The County shall respond to questions properly submitted as described above via addenda, if the answer presents a material change to the solicitation, and/or via the Question & Answer section for non-material answers.

By submitting a response, proposer affirms review of all solicitation documents including all questions submitted and answers issued by the County on the project.

2.2.5 Addenda

OpenGov Procurement. It is the responsibility of each prospective proposer to assure receipt of all addenda.

2.2.6 County's right to withdraw, cancel, suspend and/or modify RFP

The County reserves the right to withdraw, cancel, suspend, and/or modify this RFP for any reason and https://procurement.opengov.com/signup at any time with no liability to any prospective proposer for any costs or expenses incurred in connection with the RFP or otherwise.

Proposers may edit or cancel their proposal in OpenGov Procurement prior to the due date.

2.2.8 Proposals will not be returned

Upon submission, proposals will not be returned.

2.2.9 Public disclosure of proposal documents

The County will treat all information submitted in a proposal as available for public inspection once negotiations with the selected party have been completed. If copies of proposals are included with

Board materials, the County will make proposals available for public inspection once staff has made a recommendation for award.

If a proposer believes protected data is included in its proposal, the proposer shall clearly identify the data and provide the legal basis in support of the asserted classification. Proposer must present such information separately as part of its proposal OR type in bold red letters the term "CONFIDENTIAL" on that specific part or page of the proposal which proposer believes to be confidential. Classification of data as trade secret data will be determined pursuant to applicable law, and, accordingly, merely labeling data as "trade secret" does not necessarily make the data protected under any applicable law.

In order for the County to assert the confidentiality of any such information in the event a California

Public Record Act request is received, the proposer must request, execute and submit a County-prepared written agreement to defend and indemnify the County for liability, costs and expenses incurred in asserting such confidentiality as part of the proposal. A copy of that written agreement is attached as Attachment E.

The final determination of whether the County will assert a proposer's claim of confidentiality shall be at the sole discretion of the County. Any information determined to be non-confidential shall be considered public record. If the County determines that your information does not meet the criteria for confidentiality, you will be notified of the County's intent to release the public record pursuant to any

California Public Records Act request.

The proposer agrees, as a condition of submitting its proposal, that the County will not, as between the parties, be liable or accountable for any loss or damage, which may result from a breach of confidentiality related to the proposal. The proposer agrees to indemnity and hold the County, its officials, agents, and employees harmless from all claims arising out of, resulting from, or in any manner attributable to any violation of any provision of the California Public Records Act, including legal fees and disbursements paid or incurred to enforce this provision.

2.2.10 Proposer's costs

The County shall not be responsible for any costs incurred by proposer in connection with this RFP.

Proposer shall bear all costs associated with proposal preparation, submission, and attendance at interviews, or any other activity associated with this RFP or otherwise.

2.2.11 Proposer's ideas

To the extent permitted by law, the County reserves the right to use any or all ideas, concepts, or other information provided in any proposals. Selection or rejection of the proposal does not affect this right.

2.2.12 Collusion

If the County determines that collusion has occurred among proposers, none of the proposals of the participants involved in the collusion shall be considered. The County's determination shall be final.

2.2.13 Conflict of interest

The proposer affirms that to the best of its knowledge the submission of its proposal, or any resulting contract, does not present an actual or perceived conflict of interest. The proposer agrees that should any actual or perceived conflict of interest become known, it will immediately notify the County and will advise whether it will or will not avoid, mitigate, or neutralize the conflict of interest.

The County may make reasonable efforts to avoid, mitigate, or neutralize a conflict of interest by a proposer. To avoid a conflict of interest by a proposer, the County may utilize methods including disqualifying a proposer from eligibility for a contract award or cancelling the contract if the conflict is discovered after a contract has been issued. The County may, at its sole and absolute discretion, waive any conflict of interest.

3. Scope of Work

DWMR is seeking a firm that is experienced in CQA services associated with soil and geosynthetics components of landfill base liner and final cover systems. Primarily, DWMR requires CQA services for emergency on-call repairs of the existing KLF base liner system, should damages occur during operation of the landfill. However, additional miscellaneous CQA services will be required for laboratory testing of the base liner sideslope LCRS layer and soil materials used for the final cover system repairs in Module

1. CQA services will conform to the specific Construction Quality Assurance Plan (CQA Plan) prepared for the original construction of the damaged base liner system or final cover system. The anticipated scope of services for the successful Proposer will include the following on-call tasks:

Assessment

Prior to coordinating repair with the on-call contractor, the CQA consultant will review the damages and repairs needed. This will include identifying the materials needed to complete the repair and confirming that approved material is available on-site. If materials are not available, this will need to be communicated to the on-call contractor so that it can be procured. A summary of the existing base liner system component materials is included as Table 1. Table 1 identifies eleven liner system installation phases and associated materials, although Module 4 is the only module with exposed base liner system. Generally, the on-call contractor will be required to keep a minor amount of geomembrane

(GM), geosynthetic clay liner (GCL), and geotextile (GT) on-hand specifically for repairs to M4. However, at the time of this RFP, DWMR has surplus materials of GM, GCL, and GT remaining from the construction of Module 4, Phase 2 stored at the on-site equipment maintenance shop, so the requirement to procure and store equivalent materials separately is waived for the contractor.

Documentation

During repair work, the CQA firm shall have a representative on-site to document the work. Documentation, in accordance with the CQA Plan, shall include the following:

• Confirmation that liner or cover repair materials have been approved.

• Photographs of the damage condition, repair work, and final condition.

• Confirmation that contractor’s repair personnel are qualified to perform the work.

• Observation, testing, and documentation of earthwork repairs, including compaction or other field testing, material sampling, and laboratory testing as needed to conform to applicable specifications and CQA Plans.

• Review of equipment calibrations to assure that equipment is working properly. This includes geosynthetic tensiometers, nuclear density gauges, etc.

• Observation and documentation of geosynthetics trial welds, seaming, non-destructive testing

(including air pressure and vacuum box testing), and destructive sampling and testing as needed to conform to applicable specifications and CQA Plans.

• Preparation of a CQA report or letter report summarizing the repair work for each event that will be certified by an engineer registered in the state of California. Such reports will be submitted to the Regional Water Quality Control Board (RWQCB) for their review and records.

4. Evaluation and Selection

4.1 Proposal evaluation and recommendation for selection

The County reserves the following rights, to be exercised in the County’s sole and absolute discretion: 1) to determine whether any aspect of a proposal satisfactorily meets the criteria established in this RFP; 2) to seek clarification or additional information from any proposer; 3) to negotiate, sequentially or simultaneously, pricing and/or terms with any proposer or vendor; 4) to reject any or all proposals with or without cause; 5) to waive any irregularities or informalities in a proposal; 6) to cancel or amend by addenda this RFP, in part or entirely; 7) to award multiple contracts to proposers; and/or 8) award a contract to a vendor that did not submit a proposal.

Evaluation of proposals by a selection committee, evaluation panel, County staff, a technical advisory committee, or by another group, individual or entity is advisory only. The County of Sacramento Board of Supervisors or its designee may consider or reject such evaluation(s) for any or all proposals. Such evaluations are for the sole benefit of the County of Sacramento Board of Supervisors or its designee, and as such, they are not binding upon the County, nor may they be relied upon in any way by a

Proposer.

The County will issue a Notice of Intent to Award (NOIA) and/or a Notice of Award (NOA), as applicable, to be published on OpenGov Procurement naming County’s selected consultant following completion of the evaluation process.

4.2 Evaluation of responsiveness

The County will consider all the material submitted by a proposer to determine whether the proposer’s offer is in compliance with the terms and conditions set forth in this RFP. Proposals that do not comply with the provisions in this RFP may be considered nonresponsive and may be rejected.
