About this file

This is a Justification and Approval for Other Than Full and Open Competition (Sole-Source Justification) from the Federal Bureau of Investigation's Finance Division, Procurement Section.

The FBI's Laboratory Division, specifically the Technical Exploitation Unit (TExU), seeks to procure four Omni Vantage 4K Digital Microscope systems from Ash Technologies US, LLC (CAGE Code 20F25) located at 1300 L Street, NW, Suite 975, Washington, DC 20005-4107. This is a one-time, firm-fixed-price, open-market, sole-source commercial product contract. The systems will be delivered to the FBI facility at 4940 Fowler Road, Redstone Arsenal, Alabama 35898. The procurement is for Requisition Number SHOP-PR-26-001353, dated 13 July 2026, and falls below the Simplified Acquisition Threshold. The acquisition includes four Omni Vantage 4K Digital Microscopes, four articulated arm stands, four 27-inch 4K monitors, four Image Stacking App Software licenses, and shipping and handling charges to Alabama.

The justification for sole-source procurement is based on 41 U.S.C. 3304(a)(1) and FAR Part 6.302-1, citing that only one responsible source can satisfy agency requirements. The TExU requires a high-precision, modular digital inspection and measurement system with specific capabilities including ultra-high-definition 4K imaging, working distance greater than 150mm, advanced measurement tools, real-time image processing, integrated image-stacking capability, mechanical modularity for probing station integration, and magnification range of 2.7-61.6x optical and 61.6d-123d digital. The Omni Vantage is the only system meeting this complete combination of requirements. The FBI previously procured two Omni Digital Microscopes via Purchase Order 15F06725P0000946 and requires standardization across all inspection operations for quality control and operator consistency. Ash Technologies Limited (CAGE Code SSVK5) is the sole manufacturer, with Ash Technologies US, LLC as the only authorized reseller in the USA, offering the only available warranty coverage and authorized support. Market research identified no competing systems providing the required integration of true 4K imaging, extended working distance, zero-latency processing, factory-calibrated accuracy, and modular integration options. The Contracting Officer will determine price reasonableness in accordance with FAR 13.106-3(a)(2), and a synopsis will be posted on SAM.gov to allow other vendors to demonstrate alternative capabilities.

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION IN ACCORDANCE WITH

TITLE 41 U.S.C. 3304 (A)(1)

LESS THAN THE SIMPLIFIED ACQUISITION THRESHOLD (SAT)

Requisition Number: SHOP-PR-26-001353

Date: 13 July 2026

Estimated Grand Total: $ (USD)

1. Identification of the agency and the contracting activity.

The U.S. Department of Justice (DOJ), Federal Bureau of Investigation (FBI), Procurement Section (PS), National Acquisition Programs Unit (NAPU) has prepared this justification for other than full and open competition for the Omni Vantage 4K Digital Microscope on behalf of the Laboratory Division (LD), Technology and Explosive Device Analysis (TEDAC) Section, Technical Exploitation Unit (TExU).

2. Nature and/or description of the action being approved.

The proposed contract action shall be a one-time, firm-fixed-price (FFP), open-market (O/M), sole-source, commercial product contract to Ash Technologies US, LLC, (CAGE Code 20F25), 1300 L Street, NW, Suite 975, Washington, DC, 20005-4107 for the Omni Vantage 4K Digital Microscope. The delivery of the Omni Vantage systems will be to the Federal Bureau of Investigation, 4940 Fowler Road, Redstone Arsenal, Alabama, 35898.

3. A description of the supplies or services required to meet the agency’s needs.

The LD’s mission is to apply scientific capabilities and technical services to the collection, processing, and exploitation of evidence for the FBI and other duly constituted law enforcement and intelligence agencies in support of investigative and intelligence priorities.

The TExU requires a high-precision, modular digital inspection and measurement system capable of supporting mission-critical quality assurance, documentation, and analytical workflows. The system must provide ultra-high-definition imaging, extended working distance, advanced software-based measurement tools, enhanced depth-of-field capabilities, and mechanical adaptability for integration with existing laboratory and engineering equipment.

To meet the operational needs of the TExU, the required system must include the following minimum technical requirements:

Ultra-High-Definition 4K Imaging Large Working Distance (>150 mm) Advanced On-Board Measurement and Analysis Applications Real-Time Image Processing Integrated Image-Stacking Capability (This capability captures multiple focal planes and merges them into a single, fully focused composite image, improving accuracy and reducing operator burden during inspection of complex geometries.)

The system must be mechanically modular and capable of direct integration with a probing station or similar precision test fixture. [Required characteristics include;

Compatibility with standard mounting interfaces, (e.g. articulated arms, post mounts, custom brackets); Ability to maintain optical alignment when mounted to or above a probing platform; SuƯicient working distance and vertical clearance to accommodate probes, manipulators, and test leads; A form factor that allows unobstructed access to the device under test (DUT)].

The modularity is essential for supporting electrical probing, micro-manipulation, and other precision test operations.

Magnification Range [2.7 61.6 x (Optical); 61.6d 123d (Digital)] Resolution (3840 x 2160 pixels)

Currently, TExU has two (2) Omni Digital Microscope systems, and they need to expand their capacity with additional Omni units to support their increasing demand for their casework support services. [The FBI procured two (2) Omni Digital Microscopes via Purchase Order Number 15F06725P0000946.] The TExU must maintain a consistent platform across all inspection operations which is essential for quality control. Introducing an alternative system would create variation in measurement methods, operator workflows, and inspection repeatability. Standardizing on the Omni Vantage platform ensures uniformity, minimizes training overhead, and preserves the integrity of TExU’s established inspection processes.

4. An identification of the statutory authority permitting other than full and open competition.

For purposes of this acquisition, the statutory authority permitting other than full and open competition is delineated at 41 U.S.C. 3304 (a) (1) and implemented at FAR Part 6.302-1, “only one responsible source and no other supplies or services will satisfy agency requirements.”

5. A demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the authority cited.

The Ash Technologies Omni Vantage Digital Microscope provides a unique combination of imaging performance, ergonomic design, and workflow-enhancing features that are essential for TExU’s inspection and analysis needs. The Omni’s advanced autofocus, high-resolution imaging, and intuitive digital interface enable precise visual inspection across a wide range of components and assemblies, supporting both routine evaluation and detailed failure analysis with exceptional clarity. The Omni Vantage platform also oƯers integrated measurement tools, on-screen annotation, and repeatable inspection workflows that streamline documentation and reduce operator variability. These capabilities are critical for maintaining accuracy and consistency in TExU’s inspection processes, particularly as product complexity continues to increase. No other system provides this combination of imaging performance, workflow eƯiciency, and alignment with TExU’s quality and standardization requirements; making the Ash Technologies Omni Vantage Microscope system the sole viable option for the LD’s operational needs.

This acquisition of the Omni Vantage system will include the following lines:

6. A description of eƯorts made to ensure that oƯers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by subpart 5.2 and, if not, which exception under 5.202 applies.

The FBI will publicize the notice of intent to award a sole-source contract on the SAM.gov website. This announcement will give an opportunity for other vendors to demonstrate their ability to meet the FBI’s specific needs through submission of technical capabilities and cost information.

7. A determination by the contracting oƯicer that the anticipated cost to the Government will be fair and reasonable.

Before awarding a contract, the Contracting OƯicer will perform a determination of price reasonableness in accordance with FAR 13.106-3(a)(2).

8. A description of the market research conducted (see part 10) and the results or a statement of the reason market research was not conducted.

Market research was done by examining pertinent specifications and capabilities from vendor web sites, reviewing catalogs, multiple phone calls to potential vendors, and other available product literature published by manufacturers, distributors, and dealers.

Market research was conducted to determine whether alternative commercial systems could meet the Government's technical requirements for; high fidelity 4K digital inspection, extended working distance, integrated measurement capabilities, and compatibility with existing test and probing platforms. The research included a review of publicly available product specifications, outreach to multiple industrial imaging distributors, and comparison against other leading 4K digital microscope systems. While several systems oƯered partial overlap in features, none provided the required combination of true 4K UHD imaging, >188 mm working distance, zero-latency processing, factory-calibrated accuracy across all zoom levels, and modular integration options in a single platform.

Market research has identified only one (1) 4K Digital Microscope that has demonstrated full compliance with TExU’s technical requirements, and the Omni Vantage has been previously validated for application within the LD.

The FBI’s TExU Electronic Engineers are already trained, experienced users of the Ash Omni Digital Microscope, minimizing training requirements. By minimizing the time needed for training, testing, and validation of this instrument, the TExU will be able to focus on using the new Omni Vantage 4K Digital Microscope for casework and complete outstanding casework quicker.

9. Any other facts supporting the use of other than full and open competition.

See section 5 above.

10. A listing of the sources, if any, that expressed, in writing, an interest in the acquisition.

A synopsis will be posted on the SAM.gov website. This synopsis will give an opportunity for other vendors to demonstrate their ability to meet the FBI’s specific needs through submission of technical capabilities and cost information.

11. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required.

The FBI will continue to conduct market surveys and research available through industry shows and technology releases in the form of papers and journals on subsequent acquisitions.
